3 1. Introduction -Why do we need securing and fostering the younger experts responsible for radiation protection? -Why do we need securing and fostering the younger Radiation Protection (RP) engineers for purpose of RP future?

4 Introduction -Why do we need securing and fostering the younger experts responsible for RP? To contribute the evolution of the system of RP in the future. -POINT OF ISSUE STARTING POINT RP experts er engineers/ researchers Maturity of System of RP Different Starting point Large amount of relevant knowledge to be needed to understand the system of RP. Elapsed Time history, policy, scientific data, other relating field etc. The Mountain of RP System

To make a sense of discussion at International-level. -POINT OF ISSUE FIRST EXPERIENCE If younger generation can join international-level conference from the early stage of engineer/researcher, Acquiring relevant knowledge through EXPERIENCE A wide range of the system of RP, which is including political, social and economic factor. The importance of alliance among countries, organizations

10 -Main activities of organization a) Facility radiation control (radiation control in controlled area, radioactive effluents from the facility, access control, etc.) b) Environmental monitoring (radiation / radioactive concentration, dose assessment for the member of public) c) External and internal dose assessment for radiation workers d) Managements of radioactive wastes e) Planning / manufacturing / maintaining of radiation measuring system (personal dosimeter, various radiation monitoring system, etc.) f) Maintenance of radiation standards field, calibration of radiation measuring instruments g) Radiation / radioactivity monitoring in emergency situation h) Implementation of accident prevention program for nuclear emergency (including education and training), etc.

11 Operational-Level - Matter concerns of a proactive efforts to secure and foster younger RP engineers in each organization. Active participating in a training course / conference relating to own work Activities to get RP-related qualification (e.g. Radiation safety officer) Establishment of the system of education program for all workers Strategic planning of a reporting to conference & scientific journal Holding of colloquium, technical meetings and seminar Organizing past technical documents, and making technical manuals Promoting a collaborative research with RP-related University Assigning mid-level officer as a technical assistance for young one Uniquely introducing the recognition system of RP engineers (i.e. Classification based on RP engineers-level by written & practical exam.)

12 Operational-Level a) Practical training / OJT ( How to ware a protective equipments, about decontamination, body surveying, and equipment operation, etc.). b) Supporting a getting Doctor s Degree. c) Implementation of individual education program utilizing own training center. d) Making a historical report of failure experiments after operating the facility. e) Installment of a corridor which is displaying failure experiments. f) Temporary transferring to other relating organization. g) Establishment of technical adviser system for qualification. h) Setting work objective and responsibility before they start work. i) Opening of their scientific / technical findings to the public. j) Increasing experiments by strategic change of their office. k) Active engaging in activities of special scientific committee in RP-related society. Attending to domestic technical committees together with younger RP engineers Active participating to scientific conference by national / international society Active participating to domestic technical committees as one of the committee member Temporary transferring to other organization Trying to resolve tasks with younger RP engineers (The tasks is assigned from expert committee) Visitation to nuclear organizations outside of country Holding of study meetings on the implementation of ICRP recommendation, Translation in Japanese Nothing Mini-summary Building up of EXPERIENCES foster RP engineers Small size organization has a difficulty to foster RP engineers due to lack of its resources.

(If we can establish the system of engineer developments, what should we do?) -Stimulating INFORMATION EXCHANGE (8 items) Holding of a colloquium and a reporting (correct a direction of own R&D) Assigning mid-level officer as technical assistance to young one. Having a opportunity of discussion between young and high-level officer Securing a time for technical meeting in every week as a purpose of transferring of technical matters., etc Providing RESPONSIBILITY (4 items) Assigning important tasks to young RP engineers. Providing a obligation to get RP-related qualification. Establishment of a job achievement system by young workers., etc. 5 - Showing clear STRATEGIC PLANNING and ORGANIZATION GOAL (6 items) 7 Setting specific organization goal, releasing the goal and its results to others Strategic reporting own results at scientific conferences and scientific paper 10 - Giving DISCRETION (3 items) Putting a young RP engineers in worksite to be needed foreign language skill. (e.g. as a teacher in international training center), etc. Setting own objectives over routine works Providing high degree of freedom to engineers who have ambitious spirits, and controlling engineers who do not have those., etc.

17 - Proposal from RP engineers to own RP organization. 1. er generation can establish RP Engineer Development System by us. 2. Organization shall support RP Engineers activities. (Aspect of mind, finance, etc.) 3. Organization shall show CLEAR ORGANIZATION GOAL. - Proposal from RP engineers to Int. RP organization. 1. Int. RP engineers should make OPPORTUNITY to consider of the system of radiation protection in future by only young generation. 2. generation desire SYSTEM to promote information exchange among Asian region and/or world wide by Int. organization.

18 Mini-summary RP engineers aspire to have RESPONSIBILITY, and to increase EXPERIENCE. Showing CLEAR ORGANIZATION GOAL stimulate our motivation.

20 Fostering of RP engineer is Important part of Optimization The level of RP Engineers will be secured with Improvement of individual technical capabilities, and a sense of discussion. Amplification of a knowledge on the system of radiation protection The system of radiation protection Optimization of Protection and Safety

21 No Perfect system of Radiation Protection Since a recognition to radiation is changing with human activities, Establishment of the System of radiation protection is never-ending process Evolution of the System of RP Demand of securing RP experts is ever lasting.
