3 DoI Intent "The funding for this initiative was provided to establish an institute that would operate independently of the Department of the Interior while also supporting and enhancing Departmental programs through collaborative research and development and training to help identify operational improvements in the areas of offshore drilling and production safety and spill prevention. This is an effort to establish an institute that can work with academia, the oil and gas industry and regulators on the extremely important issues of increasing worker safety and environmental protection during the exploration, development and production of the nation s valuable offshore oil and natural gas resources." 3

4 Mission on Track An Institute operating independently to collaborate research for technology advancement and continuing education to support operational improvements and advanced academic programs in the areas of offshore drilling and production safety and spill prevention. developing strategic relationships with academia, the oil and gas industry, regulators and NGOs to increase worker safety and environmental protection. promoting dialogue and forums revealing technology gaps through stakeholder engagement and collaborative communications to support the advancement of world-wide ocean energy safety through industry-prioritized, science-based research. 4

5 NOT OESI will not have any regulatory authority OESI will not decide what is Best Available and Safest Technology (BAST) Director of BSEE is the sole authority of BAST approval process OESI can help coordinate the research and science of BAST. OESI should not determine priority of research to be conducted. Research Advisory Committee, will determine priority and assignment of research topics. 5
