Any new or changed technology leading to potentially emerging risks need to balance the management of the risks against the benefits of introducing new technology to the market, including the time this takes New/changed technologies Social accepted management of emerging risks Accelerated time-to-market of EU technology 3

7 For whom is this process needed? New technology related emerging risk The process is needed at all levels of concern 7
8 Terminology what is an emerging risk? New risk: New issue (Purely) new risk a) The risk did not previously exist and is caused by new processes, new technologies, new types of workplace, or social or organizational change Old issue (not regarded as a risk) New perception New scientific knowledge New risk New risk b) A long-standing issue is newly considered as a risk due to a change in social or public perception c) New scientific knowledge allows a long-standing issue to be identified as a risk Increased risk: Increased no. of hazards i) Number of hazards leading to the risk is growing Old risk Increased exposure ii) Exposure to the hazard leading to the risk is increasing Increased severity iii) Effects/impacts of the hazards are getting worse (e.g. seriousness of health effects and/or the number of people affected) The term "increasing" is understood as something which can represent an industry wide, regional or global challenge. 8
