8 JCTD Proposal Initiate data call for new start proposals based on technical and operational relevancy in support of : National Defense Strategy & Execution Strategy Chairman Joint Chief of Staff s Capability Gap Assessment USD (R&E) and Military Services Science and Technology (S&T) Strategies Proposal Selection Process Services, CCMDs, and Defense Agencies establish cross-functional teams (technical, operational, and transition managers) to propose projects OSD staff leads initial review and solicits input from Subject Matter Experts (SMEs) o Proposals are graded on: Technology innovation, degree of jointness, cost share (1-to-1 is goal), and transition potential (into a program of record, or informing an evolving acquisition initiative) Final Proposals reviewed by Executive Cross-Functional Team, led by USD(R&E) Initiate ~8-12 new start projects each FY (Goal) L&l_JCTD_-8

25 Transition Phase Summary Transition of Operationally Useful Technology to the warfighter and/or acquisition is the measure of success of the JCTD Project Transition generally can occur through three paths: Limited Operational Use (LOU) (interim deployment of the JCTD solution set) Follow-on acquisition (transitioning into Defense Acquisition System to a new or existing Program of Record) Availability on the General Services Administration schedule Transition Paths are supported, as required MUA Report is Finalized & Endorsed by the Sponsoring CCMD (hopefully) Closeout Briefing is completed Residual Capabilities Solutions are supported, as required, for LOUs Plans, partnerships and transition agreements are refined and coordinated through the Integration and Assessment phases Transition Planning must begin early-on in the JCTD Process Transition Management is a Contact Sport L&l_JCTD_-25

27 JCIDS and JCTDs Joint Capability Technology Demonstrations (JCTDs) and other experiments. At a minimum, assessments of JCTDs and other completed experimentation must, if applicable, establish the operational utility of the capability solution and provide the basis for establishing an enduring capability requirement. The scope of the assessment may be tailored depending upon the level of detail available to the Sponsor and the nature of the demonstrated capability solution. (a) An assessment may be a suitable replacement for analysis used as the basis for ICD, CDD, or CPD preparation, depending upon the maturity of the capability solution. In these cases, assessments are to contain the critical elements of information that are described for CBAs and required in the capability requirement documents, including description of the capability requirements and associated gap(s); associated tasks, conditions, and operational performance standards/metrics; and how the materiel and nonmaterial approaches address these factors. 28 JCIDS and JCTDs A synergistic JCTD can rapidly develop a capability & transition to MS B or C faster than the normal JCIDS process. The technology build, subsequent ODs, & MUA can equate to the JCIDS CBA, ICD, AoA, etc., which can underpin a CDD or CPD, and support an MDA s decision to accept the technology for a PoR. The essential JCIDS components can be included in the JCTD ID, Management Plans, Methodologies, Assessment Plans, Data Collection Plans, and other events to support both the JCIDS and JCTD processes. Specific tasks supporting JCIDS documentation may be necessary to properly capture JCIDS inputs. L&l_JCTD_-28
