7 DA 2 OTA REQUIREMENTS) DA 2 is for prototype projects directly relevant to enhancing the mission effectiveness of military personnel and supporting platforms, systems, components or materials Prototypes may be hardware, software, process improvement, and proof of concepts Efforts must address one of the DA 2 Technology Areas Must meet one of the following conditions At least one non-traditional defense contractor participating to a significant extent All participants are small businesses or non-traditional defense contractors Cost sharing of one third is required of traditional defense contractors 7
8 DA 2 OTA UNIQUE FEATURES Open to all US Government Agencies; not just DOD Only funded requirements initiate White Paper Process Rapid response to requirements; 15 day turnaround for RWP & RFPP Collaboration between Government and Consortium member during requirements development and project definition activities Government and members negotiate Statement of Work, data rights and price for individual projects Simplified baseline data rights and copyrights With clear language allowing members and Government to propose and negotiate data rights for each individual project Project Agreements mainly Firm Fixed Price Cost type agreements will only be used when considered necessary 8
9 DA 2 OTA POTENTIAL) DA 2 s current available headspace value is $700 Million with a 7 year period of performance The primary purpose of DA 2 like other OTA s is to develop technologies through prototyping Prototypes can consist of theoretical ideas, integration efforts, components needed to address obsolescence, and most other situations where new items or technology can meet user needs 9

11 DATC OVERVIEW DATC, formed by SAE ITC, on behalf of U.S. Army TARDEC and other government entities, provides a streamlined way for the military to efficiently access emerging automotive technologies DATC provides private, not-for profit and academic organizations with direct access to government projects, bypassing traditional procurement requirements Membership facilitates access to military decision makers seeking advanced automotive-related technology without the usual red tape 11

Consortium serves as focus point for the government Government is not a party to the Consortium Provides collaboration Promotes innovation but includes antitrust provisions Provides framework for a competitive process required by the government Only members are able to respond to project requests Members are sub-contractors via the Consortium Member Agreement and Project Agreement 13

17 DEFENSE AUTOMOTIVE TECHNOLOGIES CONSORTIUM Affiliate of SAE Industry Technologies Consortia (part of SAE) Leveraging SAE International s 100+ years of technical professional association experience serving automotive, commercial vehicle, aerospace and defense industries Access to SAE proprietary database of members with almost 1.25 million unique contacts around the world Access to 12,000 mobility companies (worldwide); of those 8,952 are U.S.-based Access to ground vehicle (automotive and heavy on- and off- road truck) SMEs and their companies developing standards: 8,900 SMEs from 2,900 companies representing almost every automotive technology domain Based in SE Michigan: locally controlled and operated OTA Administration provided by National Center for Manufacturing Sciences (NCMS) An experienced and successful OTA administrator Currently operates active OTAs with other consortia 17

24 PROJECT PERFORMANCE Consortium Member responsible to meet performance requirements Government Statement of Work (SOW) specifies project performance requirements Performance monitored to ensure Consortium's timely delivery to government Milestone completion tracked by DATC DATC follow-up on any delinquency Recovery plan requested Corrective action may be necessary to prevent recurrence 24
25 PROJECT PAYMENT Government approves all milestone payments Consortium Members submit invoices to DATC for payable milestones DATC verifies satisfactory completion with the government DATC issues invoice to the government Government payment to DATC invoice triggers payment to member Payment is typically issued to the member the same day that government payment is received 25

27 MEMBERSHIP REQUIREMENTS Criteria Open to all organizations; non-traditional and traditional defense contractors Must posses technology expertise in one or more of the eight identified technology objective areas May not be on Department of Defense suspended or debarred contractor list Fees DATC annual membership is $1,000 Renewable within 30 days of membership anniversary 27

32 CONCLUSION DATC's objective is to create opportunities for the U.S. government, private industry and academia to work collaboratively to develop and transition engineering-based automotive technology solutions Its goal is to facilitate access speeding up and simplifying the process for commercial organizations to transfer technology Satisfactory performance is important to qualify for future projects DATC role is to ensure customer satisfaction by facilitating the consortium member s success 32
