2 CONSTITUTIONAL RIGHTS FOUNDATION Mission Statement Constitutional Rights Foundation seeks to instill in our nation s youth a deeper understanding of citizenship through values expressed in our Constitution and its Bill of Rights and to educate young people to become active and responsible participants in our society. CRF is dedicated to assuring our country s future by investing in our youth today.
3 CONSTITUTIONAL RIGHTS FOUNDATION Louis P. Eatman, President In 2005, Constitutional Rights Foundation continued to advance its critical agenda to educate our nation s young people about their constitutional heritage, the rule of law, and the rights and responsibilities of effective citizenship. Simultaneously, we developed new partnerships with a variety of school, community, and government organizations and strengthened ongoing collaborations in our continuing efforts to educate tomorrow s citizens. Our Law and Government department strengthened existing partnerships with the California State Bar Association, the Los Angeles Superior Court, and the California Court of Appeals by involving lawyers and Los Angeles-area students and teachers in two new CRF programs: Courtroom to the Classroom and the Appellate Court Experience. In September, Educating for Democracy, CRF s California Campaign for the Civic Mission of Schools, worked with its founding partners, the Center for Civic Education and the Alliance for Representative Democracy, to convene a day-long summit in Sacramento to set a statewide agenda to strengthen civic education in California. The event also marked the second year of Educating for Democracy, the California Campaign for the Civic Mission of Schools and celebrated the beginning of our work with 10 California school districts to plan and implement promising practices in civic education. Educating for Democracy also released an in-depth survey measuring the civic knowledge, skills, and commitments of 2,400 California high school seniors and is busy developing new civic-education strategies based on its research findings. 3 Todd Clark, Executive Director CRF s Youth Internship Program continued its collaborations with Los Angeles-area law firms, businesses, government offices, and non-profit organizations to place 80 qualified local students as interns in skill- and experience-building positions in the workplace. CRF s State Mock Trial Competition teamed up with school districts in 36 California counties to involve 9,000 students, 500 teachers, and 2,500 attorneys and judges. CRF s publications department released a revised Fourth Edition of its most popular publication, Criminal Justice in America and updated its premier service-learning resource, Active Citizenship Today. Our well-respected teaching periodical, Bill of Rights in Action, provided over 30,000 American educators with a variety of classroom readings and lessons in four yearly issues. The CRF web site ( attracted 2.1 million page hits in 2005, up from 1.5 million in NET WORK, CRF s service-learning resource made a successful transition from a print to an online format and our rapidly evolving youth web site, CRF Forum ( made great strides in 2005 by increasing student participation and upgrading its content, design, and accessibility. While we collaborate with other educational, non-profit, government, and business organizations locally and across the state, the nation, and in Eastern Europe, CRF continues to lead the way with a broad spectrum of its own unique and popular law and government and civic-participation programs and materials. We firmly believe that our well-established resources, enhanced by these diverse and supportive partnerships, can only strengthen our efforts to educate young people to become active and responsible participants in this democratic society.
4 WHAT IS CRF? Constitutional Rights Foundation (CRF) is a non-profit, non-partisan educational organization dedicated to helping our nation s young people become well-informed, engaged, and active citizens and to understand their rights and responsibilities as members of our democracy. Established in 1962, CRF is guided by a dedicated board of directors drawn from the worlds of law, business, government, education, and the media. CRF s professional staff includes teachers and educators, lawyers, designers, editors and writers, and youth development specialists. Volunteers provide vital support for many CRF programs and activities and serve as adult role models for our youthful participants. To accomplish its goals and objectives, CRF applies its resources in eight areas: Mock Trial. In 1980, CRF introduced a statewide Mock Trial program to help California students learn about our judicial system. Each year, CRF develops and distributes a new Mock Trial case to participants in California counties and administers the Los Angeles County and statewide Mock Trial competitions. CRF s Mock Trial program involves over 9,000 students and 3,000 lawyer and teacher volunteers yearly. Youth Internship Program. This CRF program places qualified inner-city students in law firms, businesses, government offices, and non-profit organizations. The Youth Internship Program empowers young people to serve as school and community leaders while they gain valuable work experience. History Day. Moving far beyond names and dates, History Day students research historical issues, ideas, and people and apply what they have learned to their own research papers, displays, media productions, performances, and web pages. This year, CRF s History Day program reached 40,000 students from 35 California counties. 4
5 Teacher and Professional Development. CRF offers a wide variety of teacher-training and professional-development workshops in law and government and civic participation. This year, CRF s Teaching American History program provided 350 teachers in seven school districts with U.S. history resources from local academic institutions and scholars and introduced exciting new methods and materials to support classroom instruction. Publications. CRF s publications department released a revised and updated Fourth Edition of its most popular publication, Criminal Justice in America and updated its premier service-learning resource, Active Citizenship Today. CRF s popular quarterly curricular newsletter, Bill of Rights in Action, reached 32,000 educators while Service-Learning NET WORK, CRF s service-learning resource publication went online with an exciting new format. The CRF web site ( continued to serve its steadily expanding community with a diverse publications catalog, free online lesson plans and materials for teachers and students, access to CRF programs such as the California mock trial competition, History Day, and the Youth Internship Program, and professional development workshops and technical assistance in service learning and law-related education. Youth Leadership and Civic Participation. Youth Leadership for Action, CRF s Los Angeles-based leadership program, attracts young people who want to address community problems with positive change. Civic participation programs such as CityYouth, and ACT enable thousands of students to plan and implement projects to meet real community needs. 5
6 Youth Conferences. CRF offers a compelling series of interesting youth forums to educate young people about citizenship, government, politics, and the law. Here are just two examples of CRF youth conferences. Los Angeles Youth Forum. Twice yearly, leadership teams made up of young people and an adult sponsor convene at Los Angeles City Hall to interact with local leaders from business, government, and non-profits to explore community problems and develop project plans to address them. This year, 150 students from 20 Los Angelesarea schools participated. CRF s Summer Law Institute is a week-long immersion program offering workshops and classes on the First Amendment, capital punishment, law and social change, and how the media affects our justice system. Co-hosted by UCLA, CRF s Summer Law Institute attracts over 50 high school students annually, the majority on scholarships. Educating for Democracy: The California Campaign for the Civic Mission of Schools. In 2005, CRF continued to develop its exciting civic-education initiative designed to support CRF s diverse array of democracy-education programs and materials while it promotes civic education in California. Convened by CRF in collaboration with the Center for Civic Education, Educating for Democracy, the California Campaign for the Civic Mission of Schools seeks the support of education, business, law, veteran, labor, parent, and service groups around the state to promote civic education in California. In 2005, CRF s 29 staff members were guided by a 65-member board of directors and underwritten by a $3.8 million budget which enabled CRF staff to plan and implement delivery of its new and ongoing materials and programs. 6

14 ENDOWMENT BUILDERS Endowments ensure the future of a non-profit organization. Since 1990, CRF has been fortunate to receive a number of endowments given by people who share the passion that our mission to educate tomorrow s citizens is crucial to a civil society. CRF acknowledges with enormous gratitude past presidents who established endowments at CRF: Jerome C. Byrne, James A. Cobey, and Alan I. Rothenberg; to past board members, Jack Stutman and Robert Rosenstiel; and to Phyllis and Robert Henigson for their continuing Life Income Gifts. We also recognize Dr. Jama Laurent and the board of directors of the Creative Kids Foundation who have established an endowment allowing CRF to place students as interns in arts organizations in Los Angeles. Finally to our champion of champions, Lloyd M. Smith, who throughout his life embodied the highest ideals of American democracy and believed in the importance that all young people be educated about their constitutional heritage. It was Lloyd who established the CRF Endowment Builders Program, ensuring that CRF s mission continue long into the future.
