3 ICT and Cambodia Cambodia, is a least developing countries, has considered adopting ICT policy as a part of socio-economic development by encouraging public and private investments in the sector as the country can possess and adequate networks to improve the business activities. In response, the Royal Government has adopted a ICT policy that meets the Millennium Development Goals, aims to improve human capacity, living standard and the quality of the public services. The key policies are to address the human resources development and poverty reduction on infrastructure, human capacity, enterprises, and contents and applications. Accessible to ICT for all teachers and students ensuring that ICT is used as an enabler to reduce the digital gap between schools in Cambodia and schools in the world, especially in Asia Pacific. Nationwide network linkage between higher education and remote rural institutions are required. Immediate action is needed to bridge the digital gape within the region and the world community. 13 Conclusion In effort to intergrade Cambodia into the world communities, the Royal Government of Cambodia has adopted ICT policy that meets the Millennium Development Goals, aims to improve human capacity, living standard and the quality of the public services. ICT will assist policy-makers and decision-makers of public administration to exchange perspectives and share experiences on effective and sustainable development strategies through good governance.
