1 Course Overview Workplace Violence Survival Course Description This course provides strategy and tactics to develop skills and response protocols to increase your survival in the event of a violent incident Course Outcomes Develop deeper understanding of survival theory Implement and put into practice skills necessary to reduce vulnerability Employ skills to counter aggressive acts against you and your staff Understand natural responses to stress and how to counter Evaluate weakness or threats to your environment and deploy countermeasures Utilize effective techniques to barricade or escape a dangerous situation Identify and common items in your environment that can by used to assist you Understand Law Enforcement tactics and adapt accordingly 1

3 C.O.R.E. Principles of Survival A Citizen Response to Violent Intruder CALL OBSTRUCT RESIST The C.O.R.E. Principles of Survival are a non-linear, series of emergency response protocols designed to gain you time in an emergency incident and get you out. ESCAPE Where are we at risk? EVERYWHERE 3
4 Why Soft Targets Little or no security Bag checks Metal detectors Visitor screening ( identification etc.) Rarely armed security If confronted increased chance of overwhelming or defeating Little chance of interference to completing their mission Ease of entry and escape Maximum body count Maximum confusion and terror We must change our way of thinking TIMES HAVE CHANGED AND ALONG WITH IT THE TACTICS AND MOTIVATIONS OF AGGRESSORS Over 25 years of workplace and school violence has taught us: We can no longer assume we are safe at work We can no longer assume the police will be there to stop the violent act We can no longer assume that hiding behind a door will keep us safe We can no longer assume that we can talk our way out of being seriously injured or killed We can no longer confront violent intruders with non violent counter measures We can no longer expect our unarmed security to protect us from armed intruders 4
5 What about the Police? 25 years of history at mass shooting scenes have provided us with a national average for police response time.. HOW LONG? 5 6 Minutes AVERAGE SHOOTING IS OVER IN? 15 Minutes Plan accordingly Questions we must ask ourselves What can you do in those 5-6 minutes before help arrives? Can what you do in those first critical minutes change the outcome? Are you prepared to hold and survive until professional rescue arrives? Does your plan account for making it to 15? 5
6 LOCKDOWN/SHELTER IN PLACE.The Preferred Plan Businesses, schools, and public buildings must adopt additional tactics beyond lockdown/shelter in place Barricade tactics must be utilized in addition to lockdown/shelter in place strategy Is lockdown/shelter in place ALONE your best plan to keep yourself, staff, clients as safe as possible? IS THIS REALLY YOUR BEST PLAN? Let s talk about your plan Do you have a corporate wide plan? Does you plan have flexibility built in? Does your corporate plan include B.E.A.P.? Have you considered the community resources at your service? Do you need help developing and implementing your plan? 6

On the recommendations of Department of Homeland Security Department of Education Nationally Accredited Law Enforcement Agencies Many State Governments RUN HIDE AND FIGHT TACTICS MUST BE ADDED TO THE CORPORATE DISASTER PLANS AND TRAINING OF STAFF C.O.R.E. 9 NATURAL RESPONSES TO STRESS Under duress we have three natural responses: Fight Flight Freeze What has been the preferred response? Lockdown (Freeze) Pine Lake Health and Rehab Nursing Home Carthage North Carolina, March 29 th, 2009 Shooter - Robert Stewart, 45 Killed 8 residents and staff, and wounding another before being shot and apprehended by police Estranged husband of nurse employed at community and apparent main target Survives unharmed in wing of building that requires pass codes Convicted in September 2011 and sentenced to years in prison Claimed to be under the influence of Ambien and unable to control his actions Located in a rural community with a population of approximately 2,400 9
10 No Place is Immune October 2011 Seal Beach California Salon Meritage Hair Salon 41 year old shooter, survived 8 dead, 1 wounded (including intended target estranged wife) Custody dispute October 2012 Brookfield Wisconsin Azana Spa 45 year old shooter, deceased self inflicted 4 dead, 4 wounded (including intended target estranged wife) August 2012 Oak Creek Wisconsin Sikh Temple 40 year old shooter deceased self inflicted 7 dead, 4 wounded Hamlet Hills Village Chagrin Falls, Ohio March 24,
11 Hamlet Hills Village Chagrin Falls, Ohio March 24, 2016 Shooter Frank Staton, 56 Chef at Hamlet Hills Village Killed 2 other staff members Shooter attempted suicide before apprehended by police One of deceased staff was in a relationship with shooter Other deceased reported to be in the Wrong place and the wrong time Hamlet Hills is located in a rural upscale community with a population of approximately 4,056 C.O.R.E. theory is based on: information, authorization, proactive training is the key to surviving Active Shooter Events Call Obstruct Resist Escape all are authorized to announce, plain language no codes, includes announcing the Play by Play using LOCKDOWN as a tool, not a final solution. Must include barricade training interrupt the skill set needed to shoot accurately, and FIGHT BACK (Last Resort) get away from the danger if possible 11
12 Virginia Tech, April Lessons Learned Highest mass casualty event in U.S. History Fastest Response Time By Police to a school shooting (On scene in three minutes) 32 Killed, 17 wounded IF YOU SEE SOMETHING, SAY SOMETHING! Fastest S.W.A.T. Response to a school shooting (On scene in Norris Hall in 15 Minutes) Shooting lasted 9 minutes Police were 800 Yards away investigating a double Homicide (at West Ambler Johnston Hall) Committed earlier that morning by CHO With Homicides being investigated on Campus, CHO dressed in Military Style Clothing, is seen walking across campus carrying bags, then locking doors of Norris Hall with chains by multiple staff and students NO ONE SAID ANYTHING Virginia Tech, Norris Hall Second Floor 12
13 A Glaring Statistic that is SHOCKINGLY Obvious 28 vs 2 Passive Approach Proactive Approach (Stay down) (Barricade) We must do better, we must learn to Think Differently, and Act Decisively San Bernardino California, Inland Regional Center, December 2, a.m. first 911 calls received 1104 a.m. first police units arrive on scene and enter Inland Regional Suspects in the shooting are gone Shooters were able to kill 14 people and critically wound 21 and flee the scene in less than 4 minutes Monthly Active Shooter Drills conducted at this location Departure from 25 years of profiled Active Shooter trade craft 13
14 CALL..Time to Think Differently Provide/Receive Information to Act Provide everything you know to as many as you can using all means available REAL TIME INFORMATION MUST BE SHARED Use the information you have to DECIDE AND ACT You must be flexible to adapt to changes in a constantly changing situation OBSTRUCT Lockdown A great STARTING point but not your last resort! When do you lock doors? Before, During, After REMEMBER A locked door is nothing more than a time barrier, not a final solution BARRICADE Must, MUST, MUST be added to Lockdown protocols Creates a stronghold that cannot be breached easily Makes you a HARD TARGET 14
15 OBSTRUCT Which of these would you feel safer with? BARRICADE NOT A BARRICADE OBSTRUCT 15
16 BEYOND LOCKDOWN LOCKDOWN can no longer be depended upon as a our only option Barricade tactics must be employed with LOCKDOWN ESCAPE must be an immediate option Evasive Action must be utilized in event of violent attack SWARMING when you must fight to survive utilizes numbers to your advantage Counter Violence in the face of violence (again LAST RESORT) YOU CAN WIN AND YOU CAN SURVIVE POLICE Highly skilled and trained in the use of firearms Miss 70 80% or shots in high stress incidents ARMED INTRUDER/ACTIVE SHOOTER Generally not skilled or trained Extremely susceptible to counter tactics Noise Movement Distraction (Thrown Objects) 16
17 Active Shooters are statistically not well trained SHOOTER SKILL ACTIVE POLICE SHOOTER LOW HIGH POLICE Active Shooter 20% - 30% 50% HIT RATE RESIST.Time to Act Decisively When your life or the life of your residents or staff is at risk, and ONLY AS A LAST RESORT YOU MUST : WHAT YOU DO IN THOSE CRITICAL FIRST MINUTES COULD MEAN THE DIFFERENCE BETWEEN SURVIVAL AND DEATH Resist all attempts to harm you or your staff and residents You must understand that this is about survival! You must understand they are not there to take hostages, scare you, or steal your belongings A GUNMEN IN YOUR COMMUNITY IS THERE TO KILL AS MANY OF YOU AS FAST AS THEY POSSIBLY CAN 17
18 RESIST Time to Act Decisively CAN YOU INTERRUPT THE SKILL SET NEEDED FOR A KILLER TO SHOOT ACCURATELY? Your actions, and unexpected response can cause hesitation The shooter expects a certain response-- Because of years of conditioning and lack of planning, the expectation is: No Resistance, Hide, Cower, Beg, Plead, Lie Down, Stand Still (This empowers him more to do more violence) which allows them to methodically kill you Disrupt his expectations and you will create HESITATION HESITATION creates TIME TIME creates OPPORTUNITY to create DISTANCE DISTANCE between YOU AND THE SHOOTER Creates INCREASED SURVIVABILITY RESIST.O.O.D.A. LOOP Observe Orient Decide Act Col. John Boyd, USAF - Father of the F-16 Fighter Jet Develops concept of the O.O.D.A. Loop The Decision Cycle of Combat Operations Process Disrupt the O.O.D.A. Loop and take the Shooter out of the advantage and control position and force him into the disadvantageous position of having to react 18
19 He has a gun!!! What difference can anything I do really make? Why distract, why resist? To shoot accurately, a Shooter must complete a process of steps EVERY TIME ACCURACY DEPENDS UPON THE FOLLOWING EVERY TIME 1. Identify a target 2. Get weapon sights oriented on target 3. Focus the sight on that target 4. Remain steady, keeping the weapon and sights aligned on target 5. Squeeze the trigger 6. REPEAT CHANGE THE RESULT BY DISRUPTING THE SHOOTERS EXPECTATIONS You can affect the outcome by changing the expectation. THINK ABOUT THIS. the shooter comes with expectations You will standstill You will lie down You will not resist Do something to interfere with that expectation and change the outcome! 19
20 COMPLY AND DIE THE SHOOTER IS NOT THERE TO MAKE DEALS, DON'T TRY - BE PROACTIVE Nickel Mine Amish School, Lancaster PA Bailey Colorado Columbine H.S. Virginia Tech All have shown us that complying with the Killer does very little except allow them to attain a higher kill ratio But, wait.we will just make him angry? Good! We now have interrupted his expectations and have the element of surprise By disrupting his expectations, he now has to be reactive to his environment You can create confusion, hesitation and ultimately fear in the shooter that his plan is failing You have gained the tactical advantage 20
21 SWARMING - Time to bring in your ground game THIS IS A LAST RESORT WHEN THERE ARE NO OTHER OPTIONS Why were attackers IF like YOU Klebold MUST and ATTACK. Harris, and Cho so successful? ATTACK VIOLENTLY AND VICIOUSLY Because the good guys gave up the numerical advantage and allowed the attackers to change the balance and attack One on One Even with a few motivated staff or residents you can easily overwhelm and neutralize a gunman ESCAPE Time to Act Decisively Be where the Bad Guy is NOT Only 2% of all armed intruder events ever involved more than one shooter (Reports of second gunmen common) Why do we insist on conditioning thousands of students and teachers and workers each year to stay in the fatal circle Your survival depends on getting outside that fatal circle Or if not possible, make an impenetrable barricaded stronghold where you can hold until help arrives 21
