2 INTRODUCTION TRAIN2PROTECT (T2P) was created in response to the growing threat from terrorism and criminal acts, the need to preserve life, property, the environment and economy through the delivery of practical action based training with academic / competency-based qualifications, in a range of military/civil security, and safety related subjects. T2P was the UK s first approved commercial training organisation for the delivery of S/NVQ s in Search & Munition Clearance Occupations. Given the horrific events that shook the Capital on 7th July 2005 and other more recent failed attacks, the importance of Search Awareness in the continuing battle against terrorism cannot be underestimated. In addition to potentially locating Improvised Explosive Devices (IED s), overt systematic and thorough search activity also provides a visible and credible deterrent to would be criminals and terrorists. It can assist in reducing company losses from internal theft, reduce the threat from commercial espionage and help employers to provide a Safe and Secure place of work. The course can be tailored to meet client specific requirements at various locations and is designed to benefit staff at all levels and from various departments, after all, Security is everybody s business. T2P in co-operation with Awards UK ( Jointly owned by Edexcel and SQA) has responded to the need for accredited training by developing the International Basic Search and IED Recognition course The course culminates in a two part exam. A recognition test in which candidates are expected to identify possible IED s and their component parts and a multiple choice/written paper covering the remainder of the syllabus. Successful completion of both parts leads to the issuing of an Awards UK Certificate and a T2P technical certificate. These can be used as evidence of prior learning if candidates wish to progress onto S/NVQ s in Search.

3 OUTLINE OF COURSE CONTENT The course consists of a core of basic subjects and a number of optional modules that can be added to meet client/site specific requirements. M Terrorist Methods of Attack M Effects of Explosives M Actions on a Find M Dealing with telephone bomb threats M Postal devices M Basic Search procedures* M Person and/or Baggage M Vehicle M Building M Site & Perimeter IN DETAIL Terrorist Methods of Attack Over the last 30 years businesses and individuals in the UK and overseas have been attacked in various ways and by various extremist groups or individuals. The methods of attack used, have ranged from hoax devices and telephone calls to Large Vehicle Borne Improvised Explosive Devices (LVBIED). Attacks in the UK have included: M Incendiary devices designed to initiate after everyone has left a building or shop. These devices can cost businesses tens of thousands of pounds, through fire, smoke & water damage. Incendiary devices can be small and simple to conceal. UVIED s have long been used to target individuals M Under vehicle IED s these can be designed to target a specific individual or members of their family, or to be delivered unknowingly by the occupant to a place of work. * Optional

4 M Large Vehicle Borne IED s, have been used to great effect throughout the UK including London, Manchester and Northern Ireland. They cause huge economic losses and can create widespread unease and panic. M Postal Devices, lethal and non-lethal devices have been used. They can be indiscriminate, killing, injuring and maiming anyone who is unfortunate enough to open them. Postal devices are also ideal for the delivery of Chemical and Biological materials. M Suicide bombers, until recently, many people believed this threat was confined to overseas, unfortunately recent events here in the UK have proven that the threat in Europe is very real! Effects of Explosives Any effective contingency plan requires an understanding of the threats you face and the dangers from that threat. Understanding the basic effects of explosives can help you to select safe evacuation routes and assembly areas, thereby mitigating the danger to yourself and your staff. We look at safety distances based on the size of any suspected device and selection of assembly areas taking into account secondary hazards. Actions on a Find The recent tragic events of 7 July prove that the threat is very real! Would, you know what to do if you found a suspect package? How would you know if it was suspect? Can you afford to evacuate the building, bus or office every time someone reports a left bag? Can you afford to ignore it? This lesson aims to give you the knowledge to make a sound and educated response to all of these questions.

5 We will help you to decide why something is suspect and the actions you need to take prior to the arrival of the emergency services. This will help to minimise disruption to your business and can help to create a feeling of safety for you, your staff and customers. Telephone Bomb Threats Many hundreds of telephoned bomb threats are made every year, these range from crank calls made by practical jokers to real calls made by individuals or groups whose aim it is to cause disruption and damage. Most calls are made to prevent the loss of life or shift the blame to the ineffective actions of the recipient. This lesson aims to teach individuals how to deal with telephone bomb threats, the information they require, how to record that information and what to do once the caller has hung up. Postal Devices These devices can vary enormously in size, shape and weight. Many buildings are multi-tenanted and the increased threat from so called White powder devices now means that companies who previously believed they were at little or no threat from terrorists or individuals could now find themselves targeted in order to hit another occupant in the same building. This lesson will help you to identify suspect packages and the actions needed to be carried out. Search Procedures Could you or your staff identify the suspect package? The search procedures that can be taught on the course can be generic or designed to meet individual company requirements and can include: M Person and/or Baggage M Vehicle (Cars, lorries, trains etc) M Building M Site & Perimeter Training can also include the use of basic search equipment such as Hand Held Metal Detectors.
