5 Hermanville Wind Farm Assessment of Potential Impact on Radio Communication and Radar Systems 1.0 Introduction Frontier Power Systems Inc has been engaged by the PEI Energy Corporation to assess the impact of the proposed Hermanville Wind Farm on radio communication and radar systems. This assessment has been conducted using the guidelines prepared by the Radio Advisory Board of Canada and the Wind Energy Association of Canada, in the document: Technical Information and Coordination Process Between Wind Turbines and Radiocommunication and Radar Systems (the RABC/CanWEA Guidelines). The RABC/CanWEA Guidelines are used to determine a consultation zone around various types of radio communication and radar systems that may be affected by the proposed wind turbines. If a consultation zone overlaps with the proposed turbine layout, a consultation process is initiated with the system operator. Additionally, these guidelines provide a mandatory contact list for coordination with agencies responsible for weather radar, navigational radar, national defense, and public safety radio systems. 2.0 Project Description The proposed Hermanville Wind Farm is located between the communities of Hermanville and Clearspring, in north eastern PEI, approximately 11 km north from the town of Souris. The project area is located in an expansive wooded area south of Route 16 (the Northside Rd), between the New Zealand Rd and the Souris Line Rd. The project will consist of 10 wind turbines and have a total generating capacity of 30MW. The proposed turbines have a rotor diameter of 116m, a hub height of 92m, and generating capacity of 3MW each. Figure 1 shows the location and layout of the proposed wind farm and details for the proposed turbine type. Table 1 lists the coordinates for the proposed turbine locations. 7 Hermanville Wind Farm Assessment of Potential Impact on Radio Communication and Radar Systems 3.0 Impact Assessment 3.1 Spectrum Direct Search Results Industry Canada manages the Spectrum Direct database of licensed radio frequencies in Canada. The Spectrum Direct database was searched for all licensed radio frequencies within a 70 km radius of the project center. A total of 872 results were returned. These search result were assessed following the CanWEA/RABC Guidelines, as described in the following sections Point to Point Systems (above 890 MHz) The CanWEA/RABC Guidelines recommend a consultation zone with a radius of 1 km around the transmit and receive sites for point to point type radio systems, and a cylinder around the transmission path, with diameter determined as a function of the Fresnel zone. A total of 93 search results were identified as point to point type radio systems operating within the analysis area. These results were paired using the link call sign field in the search results, and the associated transmission paths and consultation zones were calculated. The closest turbine is located over 4 km from the nearest point to point radio system, well outside of the 1km consultation zone. The transmission paths and consultation zones were also plotted and all turbines are located outside of the recommended consultation zones. Figure 2 shows the locations of the point to point radio systems nearest the wind farm, the transmissions paths, and the consultation zones as determined from the search results Broadcast Transmitters The CanWEA/RABC Guidelines define the consultation zones for TV, FM, and AM transmitters as a 2.0 km radius around TV and FM sites, a 5km radius around single AM tower sites, and a 15km radius around directional (multiple tower) AM antenna systems. A total of 15 search results were identified as broadcast transmitters. None of the proposed turbine sites are located within the recommended consultation zones. Frontier Power Systems Inc. Page 4

9 Hermanville Wind Farm Assessment of Potential Impact on Radio Communication and Radar Systems Over-the-Air Reception The CanWEA/RABC Guidelines recommend the consultation zones for over-the-air TV reception as 15 km around the wind farm for analog stations, and 10 km around the wind farm for digital stations. It should be noted that digital over-the-air television broadcasts are less susceptible to interference issues caused by wind turbines compared to analog, and most over-the-air TV broadcasting in Canada has switched, or is in the process of switching, to digital broadcasting. The Government of Canada website, digitaltv.gc.ca indicates that CTV Atlantic, CBC Charlottetown, and Global Maritimes switched to digital broadcasting in August While the transition to digital over-the-air TV broadcasting is expected to reduce interference issues, there are a number of households within the recommended consultation zone around the proposed wind farm. If reception problems arise following construction of the wind farm, mitigation measures will need to be implemented. These measures could include relocating the receiver antenna, installation of improved antenna and receiver equipment or providing direct-to-home satellite receivers or other means of receiving the off air signal for the duration of the problem Cellular and Land Mobile Radio Systems The CanWEA/RABC Guidelines recommend a 1 km consultation zone around cellular service provider stations, fixed land mobile stations, and other point to point stations below 890 MHz. A total of 814 search results were identified within these categories. None of the proposed turbine sites are located within the consultation zones Satellite Stations The CanWEA/RABC Guidelines recommend a maximum consultation zone of 10 km around satellite ground stations and Direct-to-Home (DTH) satellite receivers (500m around the transmit/receive location and a cone shaped consultation zone around the transmission path, up to 10 km). A total of 5 search results were identified as satellite ground stations. None of the proposed turbine sites are located within 10 km of these stations. DTH satellite users were assessed using a general calculation of the recommended consultation zone, based on minimum setbacks to the turbines and a set of conservative assumptions. The setbacks for siting wind turbines in PEI require that the turbines be Frontier Power Systems Inc. Page 6

This translates to a minimum setback of 600m for the proposed turbine configuration. At this distance, and assuming a look angle of 20 degrees, a transmission frequency of 10 GHz, and assuming the receiver dish is pointed directly in line with the nearest turbine, the bottom of the cone shaped consultation zone would be approximately 147m above the ground where it passes over the nearest turbine. With a total turbine height of 150m, there is a very low probability that the consultation zone for any nearby DTH satellite users will coincide with a turbine location. This conservative analysis indicates that no residents using DTH satellite television near the proposed wind farm are expected to fall within the recommended consultation zone and no detrimental impact on this service is expected. In the unlikely event that a nearby DTH satellite subscriber does experience signal degradation as a result of the wind farm, mitigation measures will need to be implemented. These measures could include relocating the receiver antenna, or changing service providers. 3.2 Environment Canada Weather Radar The nearest Environment Canada weather radar systems are located in Marion Bridge, NS, and Gore, NS. Both of these stations are over 170 km from the nearest proposed turbine site, well outside of the 50 km consultation zone recommended in the CanWEA/RABC Guidelines. However, Environment Canada is included in the mandatory contact list and provided the following response: Our preliminary assessment of the information provided to us via on December 19, 2012 indicates that any potential interference that may be created by the Hermanville Wind Farm near Clearspring, PEI will not be severe. Although we would prefer our radar view to be interference free, this is not always reasonable. As a consequence, we do not have strong objections to the current proposal. 3.3 Air Defense, Vessel Traffic, and Air Traffic Control Radar Systems The nearest commercial airport is located in Charlottetown, approximately 65 km south west of the project area. The nearest private airfield is located in St Peter s Bay, approximately 20 km west of the project area. Both of these airports are outside of the 10 km recommended consultation zones. However, the Spectrum Direct search results contain a concentration of licensed radio frequencies related to aeronautical navigation around the Charlottetown Airport area. The search results also contain a number of radio frequencies licensed to the Canadian Coast Guard for marine radio navigation systems within the search area. In following the CanWEA/RABC Guidelines, the Department of National Defense, NAV Canada, and the Canadian Coast Guard have all been contacted, for consideration of this project as it relates to air defense radar systems, vessel traffic radar, air traffic control radar, and navigational radar systems. 11 Hermanville Wind Farm Assessment of Potential Impact on Radio Communication and Radar Systems The Department of National Defense Military Air Defence and ATC Radars divisions provided the following response: the site will have no or minimal impact to DND Operations. As such, with respect to the Department of National Defence; Air Traffic Control, Air Defence Radars and DND airports and NAVAIDS we have no objections with your project as submitted The Department of National Defense Radio Communications division provided the following response: I have reviewed your proposal in respect to DND's radio communication systems, and I have no objections or concerns. The Canadian Coast Guard provided the following response: The proposed wind farm (Hermanville) is located 38 km away from the closest CCG communication site (Montague). Therefore no interference issues are anticipated. NAV Canada is currently reviewing the proposed project and has indicated they will respond by mid February. 3.4 Public Safety Radio Systems Public safety agencies have been contacted for consideration of this project as it relates to public safety radio systems. The PEI Office of Public Safety is responsible for the Provincial Integrated Communications System (PICS), which is a province-wide, mobile radio communications system for emergency services. Larry Avery from the PEI Office of Public Safety provided this response: The Province of PEI in partnership with Bell Mobility operates the Provincial Integrated Communications System (PICS), which is a province-wide, mobile radio communications system. With respect to the wind farm project, I note that one of the PICS radiocommunication tower sites is located in Harmony Junction, on the Souris Line Road, which places this site in relatively close proximity to the wind farm. The Province, as users of PICS must refer this technical inquiry to Bell Mobility officials who have the knowledge to respond to your inquiry. So, by copy of this I am requesting that David MacAulay Network Operations Manager, Bell-Aliant review and respond to your inquiry. The Bell Mobility engineer responsible for the PICS provided this response: David MacAulay forwarded to me your request regarding potential interference to the Government of PEI Provincial Integrated Communications System from the proposed Hermanville Wind Farm development. As the Bell Mobility engineer responsible for the system, I am replying on behalf of Larry Avery. As Larry has pointed out, the nearest PICS radio site is at Harmony Junction, approximately 5 km from the proposed turbine site. Based on the typical construction of turbines and previous experience with wind farms, we consider this to be more than adequate separation from the development, and we would expect no harmful impact on the radio system. Island EMS and the Souris Fire Department have also been contacted, but have not responded. 3.5 Seismoacoustic Systems Seismoacoustic systems are no longer covered under the latest version of the CanWEA/RABC Guidelines; however they have been included here for completeness. The nearest seismographs in the Canadian National Seismograph Network (CNSN) are located in Cheticamp, NS (CHEG), and Guysborough, NS (CBG). Both are approximately 130km from the project area. The proposed wind farm is not expected to have any impact on these systems. 4.0 Mandatory Contact Summary Table 2 lists the agencies contacted in accordance with the mandatory contact list, outlined in the CanWEA/RABC Guidelines, as well as the responses received to date. The RABC/CanWEA Guidelines outline a recommended process for wind project proponents to evaluate consultation zones for disclosed radiocommunication and radar systems listed in the Industry Canada database. 14 Hermanville Wind Farm Assessment of Potential Impact on Radio Communication and Radar Systems are located within the recommended consultation zones for these systems and the wind plant is not expected to have any adverse impact on these systems. The RABC/CanWEA Guidelines also identify agencies that must be consulted with during the planning and development phase of a wind farm. These agencies operate air traffic control radar, navigational radar, and weather radar systems, public safety radio systems, and non-disclosed systems, such DND radar stations. All of these agencies have been contacted for consideration of the proposed project as it relates to the radio and/or radar systems they operate. None of these agencies have expressed any concern over the proposed project. A final assessment will be made when a response is received from NAV Canada. There is potential for interference with over-the-air television reception for a small number of houses in the immediate vicinity of the wind farm. While it is not anticipated that there will be a significant impact, mitigation measures will have to be implemented in the event that degraded reception does occur. These mitigation measures could include relocating the receiver antenna, installation of improved antenna and receiver equipment or providing direct-to-home satellite receivers, or other means of receiving the off air signal for the duration of the problem.
