The major issues to be noted are the following: GSM: No change request for phase 1 is presented for approval. In total 1 change request for phase 2 with corresponding change requests for phase 2+ are presented for approval. In total 65 change requests for phase 2+ are presented for approval. GPRS in the GSM 05-series has to be considered as stable two CR on the subject of GPRS support on SDCCH are presented for decission of principle by SMG GSM v is presented for approval UMTS: The choice of the UMTS Terrestrial Radio Access (UTRA) concept has been accomplished. 2 CRs to UMTS are presented for approval. Note: Section 2 contain the GSM related matters and section 3 the UMTS related matters

3 Page 3 1 General 1.1 Recent Activities Plenary meetings During the period one SMG2 plenary meeting has been held. SMG2 plenary no. 25 in Geneva, Switzerland, which was hosted by CSEM, SGS-THOMSON, and SWISSCOM (23-27 February 1998) Meetings of working parties and ad-hoc groups SMG2 have held the following ad hoc meetings: SMG2 WPA 9-13 February, 1998 Sophia Antipolis, France, hosted by ETSI SMG2 WPB January, 1998 Nuremberg; Germany, hosted by Ericsson Joint SMG1,2,3 and 4 Workshop on EDGE February, Helsinki, Finland, hosted by Nokia UMTS Workshop 4-6 March, 1998 Sophia Antipolis, France, hosted by ETSI Other meetings In the period SMG2 have not been involved in other activities. 1.2 Future work General The work in relation to the UMTS activities has been planned and four ad-hoc groups have been created: SMG2UMTS-L1 Layer 1 Expert Group Layer 2&3 Protocol Expert Group UTRAN Architecture Expert Group ITU expert group The work of SMG2 on GSM phase 2+ work items has progressed according to plans. This means that the radio part of GPRS can be considered as completed for Release 97. SMG2 continue to have logistic problems due to the size of meetings, e.g. 157 delegates participated in the last SMG2 plenary in Geneva, approximately 60 delegates participate in WPB and UMTS ad-hocs are estimated to have 100+ participants SMG2 meeting calendar SMG2 have scheduled the following plenary meetings: May 1998 SMG2 meting no. 26, Host: Telia Venue: Sunne, Sweden September 1998 SMG2 meting no. 27, Host: Alcatel? 3

Centre, Telecom Finland SMG2 WPB#5 31 August - 4 September, 1998 Host required SMG2 WPB#6 2-6 November, 1998 Host required UMTS ad-hoc 29 April - 1 May Host required Please note that SMG2 are missing hosts for a number of meetings. 2 GSM matters 2.1 General In general the phase 1 specifications under responsibility of SMG2 is regarded as stable and no modifications are suggested. The part of the phase 2 technical specifications under the responsibility of SMG2, which are in the public enquiry phase, the unified approval procedure phase or have passed the voting phase of the ETSI ETS procedures are also considered as stable, but one CR is proposed for correction. In addition, a number of technical improvements are suggested for phase 2+. GPRS is presented for approval for Release Phase 1 The phase 1 specifications under SMG2 responsibility are stable and there are no outstanding phase 1 issues in SMG2. No changes are proposed to the phase 1 standard. 2.3 Phase 2 and Phase 2+ With respect of the phase 2+, an updated package of change requests for the introduction of 14.4 kbit/s data service is presented for approval. The change request are technically identical with the original 14.4 kbit/s change requests which by error had not been included in the released standard. A number of changes to existing specifications were agreed at SMG2#25. 4

5 Page Modifications of the specifications For this meeting SMG2 seeks approval of in total 66 (1 for phase 2) change requests to the phase 2/2+ standard. The review of the specifications have caused the elaboration of change requests to GSM 03.30, 03.64, GSM 04.06, 04.08, the 05- and 08-series. Regarding Release 97 SMG2 is considering the introduction of packet radio channels as a step of platform for the lower layers of the radio interface. Consequently, a new version of the radio specifications to be issued for Release 97 as foreseen in the version management description agreed at SMG#24 has been foreseen (v ) Fast moving mobile station - Hierarchical Networks SMG2 have not received any contribution on the subject of radio link performance in relation to fast moving mobile stations, despite several attempts to accelerate the work. SMG2 suggest to delete the work item unless commitment for support of work can be obtained Advanced Speech Call Items (ASCI) SMG2 considers the ASCI work item for closed except for normal corrections. It is no more expected that work on HSCSD and GPRS can cause changes to ASCI, now when HSCSD and GPRS also are completed Radio specification for R-GSM SMG2 have considered stable and the work item as completed General Packet Radio Service (GPRS) SMG2 have been progressing the work on GPRS. SMG2 are presenting to SMG#25 for approval change requests introducing GPRS into the remaining SMG2 specifications including GSM In addition, change requests to GSM are presented for approval. GSM containing the specification for the RLC/MAC is provided to SMG for approval. GSM version is presented for approval. SMG2 has discussed the issue of whether or not GPRS transmission on SDCCH shall be supported as an option or not at all. Neither the latest SMG2 WPA nor the SMG2 Plenary was able to reach consensus on the matter, therefore the corresponding two change request introducing the option of GPRS transmission on SDCCH are forwarded to SMG#25 for decision (see Tdoc SMG 112/98). Assuming that the material presented for approval are approved SMG2 considers GPRS completed for release 97. As usual when major work is completed, it is expected that a number of corrections and alignments of the standard will be necessary in the next six month period High Speed Circuit Switched Data (HSCSD) SMG2 considers the work item as finalised. 5

6 Page Data rate improvements The feasibility study report was provided to SMG#24 in Tdoc SMG 1015/97. This resulted in the creation of two work items EDGE BSS and EDGE NSS. A first proposal for time schedule was also provided in Tdoc SMG2 1016/97. SMG2 have participated in a joint SMG1, SMG2, SMG3 and SMG4 workshop on Improved Data Rates through Optimised Modulation also know as EDGE (Enhanced Data Rates for GSM Evolution). From an SMG2 point of view this workshop provided some progress in terms of starting the definition for the frame work for EDGE. Further SMG2 have started the technical work on evaluation of modulation and coding schemes as well as link adaptation mechanisms Adaptive Multi Rate (AMR) SMG2 have progressed the work on an AMR radio simulator based on a model agreed by SMG2 in November It is the intention that this AMR radio simulator shall be used for the generation of static and dynamic error patterns for the qualification and selection phases of AMR work programme. The work on the AMR radio simulator has almost been completed. SMG2 have agreed to approve the work by correspondence, when validation against GSM requirements is performed. This validation work is slightly delayed, but it is expected finalised during the week March Following the approval of the AMR radio simulator, it will be used to generate the error patterns for static and dynamic scenarios needed for the imminent qualification phase of the potential candidates for the Adaptive Multi Rate codec selection Cordless Telephony System SMG2 have progressed the for SMG2 relevant parts of the work on the GSM Cordless Telephony System. The required radio functionalities of a GSM CTS have been analysed and the future work structured based on this analysis s. SMG2 are expecting to select the agree the basic concept for the CTS at the next SMG2-WPB meeting Other GSM work SMG2 have received a few contributions on the subject of mobile station antenna performance and methods of measurements, dealt with so far under the phase 2+ work item MS Antenna Test Method. SMG2 have progressed the for SMG2 relevant parts of the work on the GSM Cordless Telephony System. The required radio functionalities of a GSM CTS have been analysed and the future work structured based on this analysis s (Tdoc 49/98 GSM v is presented for information under A.I. 6.11). SMG decided to move the special test messages from GSM into the core specification. Based on this decision SMG2 have drafted a new specification GSM with the special test messages and was provided it to SMG#24 for information. However, there has been no further progress in this period. SMG2 has received documents asking for new cell reselection procedures and/or parameters for the new work item Support of Localised Service Area. This has lead SMG2 to study general means of improving cell reselection, including ways to tailor the use for service specific requirements, once the means to extend the BCCH capacity are known. Proposals for implementation of SoLSA as well as architecture aspects were considered (these were also considered by SMG3 System Architecture). 2.4 Request for advise and decision from SMG Advice and decision from SMG are requested on the following items: 6

7 Page 7 SMG are invited to approve the proposed change requests in documents Tdoc SMG 106/98 to Tdoc SMG 110/98, Tdoc SMG 176/98 to Tdoc SMG 183/98 (see list below). It should be noted that the phase 2 change request and some phase 2+ could impact equipment already existing or under development and therefore can be regarded as being of principal character. SMG are asked to approve GSM in Tdoc 113/98. SMG are asked to decide if GPRS on SDCCH shall be supported as an option for the networks and mandatory for the mobile station. If this is the case SMG are invited to approve the change requests. SMG are invited to note the following. The liaison statement sent to SMG7 on categorisation of GPRS MS for testing purposes (see Annex I). 3. The goal for the future work in SMG2 is to provide the standard for the Radio Access Network (RAN) part of UMTS. In addition, to this goal SMG2 is to provide UTRA as a candidate for IMT-2000 to ITU. For the work towards the UMTS standard SMG2 have decided that the work should consist of the following events and phases: Finalise the SMG2 proposal of the radio access part of IMT2000 and present this proposal to SMG#26 (submission from SMG to ITU should be before June 30, 1998) Finalise the evaluation report for submission to ITU before September 30,

9 Page 9 A first phase is to elaborate technical descriptions and evaluate performance of the final solutions of UTRAN. This phase is concluded with a detailed description of UTRAN including the mobile station. This includes all radio protocols terminated in UTRAN, the UTRAN internal protocols and the Iu interface as well as descriptions of the functionalities required of the network nodes and in terminal. It should be the goal to complete this phase ultimo A second phase would be to write the actual specifications/standards based on the material elaborated in the first phase. It should be the goal to freeze the specifications/standard ultimo The third phase is the iterative correction phase, where the specification/standard is corrected based on the experience gained with the standard during development and implementation of UMTS. This phase in principle never ends, but should considered done ultimo The fourth part would further development of UMTS towards the UMTS phase 2 to be introduced This work can be commenced primo In order to progress the work as rapid as possible SMG2 have established the following four temporary expert groups, which reports to SMG2 plenary and/or SMG2 UMTS ad-hocs. The expert groups are: Layer 1 Expert Group Layer 2&3 Protocol Expert Group UTRAN Architecture Expert Group ITU expert group These groups report first time to SMG2 at an SMG2 UMTS ad-hoc meeting planned for 29 th April - 1 st May In order for SMG2 to fulfil the ambitious workplan it is important for SMG2 to receive all requirements to the UTRAN as quickly as possible. On this background SMG2 have requested SMG3 and NA6 for their requirements (See Annex II). During the last meeting of SMG 2, the degree of standardisation of UTRAN was discussed. Due to differing opinions, SMG 2 were unable to reach agreement in all aspects. Therefore, SMG2 seeks guidance from SMG on the requirement to standardise the Radio Network Controller (RNC) - Base Station interface within UTRAN (equivalent GSM Abis-interface) See Annex III. It should be noted that standardisation of this interface may involve other SMG STCs, notably SMG 6. In order to collect the ideas for refinement of the selected UTRA concept SMG2 have held a workshop with more than 170 participants. 4.1 Request for advise and decision from SMG Advice and decision from SMG are requested on the following items: SMG are invited to give guidance on the requirements for standardisation of the Radio Network Controller (RNC) - Base Station interface within UTRAN (equivalent GSM Abis-interface) (See Annex III). SMG are invited to noted the following. SMG are invited to note the liaison statement on functional cross requirement in between UTRAN and Core Networks sent to SMG3 and NA6 (see Annex II). 10 Page 10 Annex I ETSI STC SMG2 Tdoc SMG2 6/98 Meeting no 25 Agenda Item: Geneva, Switzerland February 1998 To: SMG7, (copy to SMG) From: SMG2 WPB Liaison Statement on categorization of GPRS MS for testing purposes SMG2 WPB has the following comments in response to the LS on categorization of GPRS MS for testing purposes, sent from SMG7 in Tdoc SMG2 422/97 (Tdoc SMG7 531/97). Based on technology considerations a grouping of the MS multislot classes has been made and the groups have then been ranked in the order that they are judged likely to appear on the market. 1. Classes with 1 or 2 Tx-slots of Type 1, i.e., (1), 2, 3, 4, 5, 6, 8, 9, and 10, coinciding with HSCSD classes. 2. Classes with 2 Tx-slots of Type 1, i.e., 19 and 24, that are defined only for GPRS. 3. Classes with 3 Tx-slots of Type 1, i.e., 7, 11, 20, and Classes with 4 Tx-slots of Type 1, i.e., 12, 21, 22, 26, and Classes with 5 or more TX-slots of Type 1, i.e., 23, 28, and Classes with 3 or 4 Tx-slots of Type 2, i.e., 13 and Classes with 5 or more Tx-slots of Type 2, i.e., 15, 16, 17, and 18. It is not possible to estimate if any particular class within any of these groups will not be made, nor the relative time scale according to which MS from these groups will appear. 10

11 Annex II Page 11 ETSI STC SMG2 Tdoc SMG2 103/98 Meeting N 25 Geneva, Switzerland February 1998 To CC SMG3 SA, NA6 SMG From SMG2 Liaison statement on functional cross requirement in between UTRAN and Core Networks SMG2 is currently considering the internal architecture for the UTRAN. It was noted that requirement from the types of core networks to the UTRAN have to be identified. On the other hand there is some requirement from the UTRAN to the core networks in terms of architecture. As an example it is possible that the core networks could be totally transparent to the radio aspect by incorporating all functions related to the radio handovers inside the UTRAN and to involve the core network in case only where streamlining is required in the core network. SMG2 would like to collect the requirement identified by SMG3 SA and NA6 to be able to finalise in due time the study on the architecture of the UTRAN. Furthemore SMG2 wishes to announce SMG3 SA and NA6, that it is the intention of SMG2 to keep them informed as soon as requirements from the UTRAN to the core networks will be indentified. As a matter of fact, the general architecture for the UTRAN is foreseen to be completed end of May

Due to differing opinions, SMG 2 were unable to reach agreement in all aspects. Therefore, SMG2 seeks guidance from SMG on the requirement to standardise the Radio Network Controller (RNC) - Base Station interface within UTRAN (equivalent GSM Abis-interface). SMG should note that Standardisation of this interface may involve other SMG STCs, notably SMG 6. 12
