PUBLIC SERVICE COMMISSION OF WEST VIRGINIA CASE NO E-C JOHN D. WILLIAMSON, Complainant, V. APPALACHIAN POWER COMPANY, Defendant. ANSWER Appalachian Power Company ( APCo or the Company ), files the following as its Response to Staff s First Request for Information:

STAFF S FIRST REQUEST FOR INFORMATION FROM Appalachian Power Company John D. Williamson v. APCo Case No E-C Request No. 1.1 What company manufactured the neutral connector that failed? Response No. 1.1 The Company did not retain the connector in this Case. Therefore, the Company does not know what company manufactured the connector that failed. However, Company records indicate that from January 1, 2009 through September 1, 2010, APCo purchased 200 Blackburn model AC2-TB connectors and 7,300 Kearney model connectors. Based on the number of connectors purchased during the time frame in question, it is probable that the connector manufacturer was Kearney. Responder: Rebecca Tenney, Engineer 1 Name of Person Who Could Testify: The Company has not determined who may testify, Date: September 20, 2013

STAFF S FIRST REQUEST FOR INFORMATION FROM Appalachian Power Company John D. Williamson v. APCo Case No E-C Request No. 1.2 Does the manufacturer APCo listed in response to request no. 1.1 recommend a minimum number of crimps for the type of connector that failed? If so, please provide a COPY of any manufacturer recommendations. Response No. 1.2 Yes. Please see Attachment 1.2. The correct connector is Catalog Number 3OOlOCPS. Responder: Lassie Muncey, Supervisor Distribution Resource Planning Name of Person Who Could Testify: The Company has not determined who may testify. Date: September 20,20 13

DISTRIBUTfON TECHNICAL E TRAINING Attachment 1.5 D-212 Splice Overhead Service Cable Learning Guide Introduction This module deals with the splicing of secondary cables and service drops. Like the conductors studied in the previous module, whenever lines are broken through accident or weather extremes, some means will be needed to repair the conductor back to an acceptable level of physical strength and ampacity. The splicing you will study in this module will feature the addition of non-tension splices to tension splicing that is similar to what you have previously studied. This Learning Guide describes the steps necessary to splice the two pieces of cable together. In order to help you achieve the objectives of this Learning Guide, we will discuss splicing the two pieces of cable together, and the following aspects: 1. Tension Splices 2. Non-Tension Splices 3. Splice Spacing Refer to the AEP Safety Manual for review of applicable safety measures to be followed while performing this task. The conductors will be spliced together using the proper sleeves and tools. The sleeves will Clear Communkat;on Clear communicotion is probably the most important defense you con use in preventing safety incidents and errors. The goal of cleorcomrnunicotion is to create o mutual understanding between two or more people. We con all think of a time that something we communicated wos misunderstood. There ore tools we con use and behaviors we con practice to make sure clear communicotion i.5 o part of every job. Tension Splices Service drop neutrals act as the supporting messenger wire for the cable and therefore must be spliced with a compression type tension sleeve. Automatic splices are not suited for use on service neutrals due to insufficient tension on the conductor and a possibly incompatible alloy. However, since the neutral conductor will not be pulled to the same tension as would a primary neutral, service drop tension splices are considerably shorter. Figure 1 shows service tension splices for 1/0 aluminum offered by different manufacturers. D-212 Splice Overhead Service Cable 3

DlSTRISUTlON TECHNICAL TRAINING Attachment 1.5 D-212 Splice Overhead Service Cable Learning Guide Figure 1: Tension Splices Like other splices, these sleeves are marked with crimp guides and die requirements. Conductor preparation is identical to that you have already studied; de-bur, mark, clean, and straighten. Crimp with a die indicated. Non-Tension Splices The insulated conductors of service drops are under no tension, so the only considerations for those splices are a good electrical connection and insulation to withstand the voltage involved. Figure 2 shows an assortment of non-tension splices. Both insulated and non-insulated splices are shown. They are marketed under names such as Insulink, Sta-Con, and Sew-End. Most of them are color coded to make their conductor size applications readily apparent. Figure 2: ffon-tension Splices Like other splicing sleeves, these splices are marked with crimp guides, die requirements, and a stripgage. The strip-gage indicates how much insulation to strip from the conductors. The strip-gage is visible in Figure 3. The length between the lines indicated by the red arrows is the amount of insulation to remove from the conductor. D-212 Splice Overhead Service Cable 4

Attachment 1.5 D-212 Splice Overhead Service Cabte Learning Guide Figure 3: Strip insulation to These Points The amount of insulation removed takes the place of conductor marking. Otherwise, conductor preparation is the same as before; de-bur, clean, and straighten. Crimp with a die indicated. If a Roninsulated splice is used, they must be taped. Splice Spacing Splices in a service drop are staggered with 12" spacing as indicated in DS 608 (see Appendix 3: D.s Aluminum Triplex Service Drop Cable). Begin by overlapping the cable ends as shown in Figure 4. Figure 4: Splice Spacing Cut the neutrals and insulated conductors to obtain a 12" stagger as shown in Figure 5. Figure 5: Stagger Splice Spacing Splice Overhead Service Cable 5

DlSTRl8UTlON TECHNICAL mining Attachment 1.5 D-212 Splice Overhead Service Cable Learning Guide The complete splicing procedure is given in Appendix 3: DS, 608 -Aluminum Triplex Service Drop Cable and the finished splice should appear as in Detail 3. Summary This Learning Guide has discussed how to splice the two pieces of cable together in detail. Remember to use the proper sleeve and accompanying tool to complete the splice. As covered in D-209, maintain your crimp tools on a regular basis. Also keep in mind the potential for pinch points and as always use best practices regarding knife safety. The details of this learning guide were: 1. Tension Splices 2. Non-Tension Splices 3. Splice Spacing The AEP Distribution Standards have been added to this learning guide to provide more comprehensive instruction and information (see Appendix 1: D.S Compression Connector Application Instructions, Appendix 2: D.S Service Conductors and Street Lighting Cable, and Appendix 3: D.S Aluminum Triplex Service Drop Cable). As always remember the importance of safety when conducting any task throughout the day.
