2 Electricity metering Introduction In most cases power measurements in three phase systems with a current-carrying neutral conductor are made using the three-watt meter method. Where metering is the basis for billing, this is a requirement. High voltage installations often have no current-carrying neutral, therefore the two-watt meter measurement method can be used. Both voltage and current transformers are commonly used. If a three-phase load is balanced, single phase metering can be employed. If the Delta Meter is directly connected to the mains the device must be protected by fuses (the possibility to isolate the meter is recommended) on the incoming side. In order to allow the maintenance of Delta Meters with current transformers connected a short circuiting terminal block should be installed near the meter. The voltage supply to the meter must be protected by a max. 10 A fuse. Active and reactive power Active power is needed to perform work. However, consumer equipment often introduces a phase shift between current and voltage as a result of the inductive nature of the load, e.g. motor drives etc. The maximum permissible phase shift is governed by the terms of the consumer s contract with the electricity supplier. If the consumer exceeds the specified maximum, he will be liable to an extra charge and would be well advised to install compensation equipment, usually in the form of capacitor banks. It can be seen, therefore, that the reactive component of the power is also of interest for measurement. U U U I I I Methods of measuring power A. The single-watt meter method (single phase) R S T N P = 3 x I T x U T Load In three phase systems the single-watt meter method only gives correct results with balanced loading of the phases. Since in practice perfectly balanced systems are very seldom, this method should not be used for accurate measurements. B. The two-watt meter method R S T Load The two-watt meter method is used in three phase systems not having a neutral conductor, irrespectively of the load being balanced or not. The two watt-meter method is less accurate when measuring inductive or capacitive loads at low cos values. Resistive Capacitive Inductive load load load Resistive loads introduce no phase shifts. Inductive loads introduce a phase shift in one direction, while capacitive loads produce a phase shift in the opposite direction. As a result, inductive and capacitive loads can be used to compensate each other. The phase shift of the current with respect to the voltage results in the power being divided up into active and reactive components. The angle between the actual power vector and the active power component is described as phase displacement angle, often referred to as. C. 3 General description Delta Meter is an electronic meter mainly conceived to be DIN-rail mounted. Delta Meter is designed according to ABB s ProM standard. All Delta Meters are type approved according to the international standard IEC 1036 (for active energy) and IEC 1268 (for reactive energy). These standards cover all technical aspects regarding climatic conditions, electrical and mechanical requirements, electromagnetic compatibility (EMC) and accuracy. The Delta Meter is easy to read. It has an LCD (Liquid Crystal Display) with 7 mm high digits and several symbols. The meter has also a polarity independent, solid state (semiconductor) relay that generates pulses proportionally to the measured energy. A red LED (Light Emitting Diode) flashes proportionally to the measured energy. Selection of the information in the LCD-display and programming of the Delta Meter is achieved via two buttons. All Delta Meters are able to perform an installation check: a control test that indicates if mistakes were made in the installation. The Delta Meter offers a primary measurement function when connected to external voltage (VT) or current (CT) transformers. The product VT x CT = transformer ratio, can be easily set up in the meter by means of the two programming buttons. Due to this function the display shows the real energy consumption values.
