The Independent Communications Authority of South Africa ( the Authority ) hereby gives notice to all Radio Frequency Spectrum Licensees operating within the Karoo Central Astronomy Advantage Area ( KCAAA ), as declared in the Government Gazette No , under Notice 198 of 2014, to apply for a permit with the Astronomy Management Authority ( AMA ) in terms of the Karoo Central Astronomy Advantage Area Regulations ( KCAAA Regulations ) published in Government Gazette No , under Notice No.1411, on 15 December In terms of section 22(6) of the Astronomy Geographic Advantage Act, 2007 (Act No. 21 of 2007), read with section 30(1) and section 31 of the Electronic Communications Act, 2005 (Act No. 36 of 2005) ( ECA ), the Authority has an obligation not to issue Radio Frequency Spectrum Licences where frequency used could cause radio frequency interference ( RFI ) in the KCAAA. As a result, the Authority has put measures in place to ensure that it fulfils its role of preventing RFI in the KCAAA when licensing radio communication and broadcasting spectrum licenses. 5 STAATSKOERANT, 4 DESEMBER 2018 No On 5 September 2018, the Minister of Science and Technology published a Notice in Government Gazette No , under Notice No.939 wherein the effective date for the implementation of the KCAAA Regulations is stated as 15 December All Radio Frequency Spectrum Licensees who operate within the KCAAA are required to submit permit applications to AMA to continue operating within the KCAAA. Upon receipt of the permit, a Radio Frequency Spectrum Licensee must submit the permit together with its Radio Frequency Spectrum licence to the Authority. The Authority will amend, if required, the Spectrum Licence to align it with the permit conditions. 5. A Radio Frequency Spectrum Licensee must submit the Radio Frequency Spectrum Licence and permit to the Authority for an amendment to the Radio Frequency Spectrum Licence, taking into account the Notice under paragraph 3 of this document. Upon receipt of the Radio Frequency Spectrum Licence and permit, the Authority will consider the documents in line with section 31 of the ECA and any relevant regulations in order to make a decision. 6. The Authority shall apply the necessary enforcement steps in terms of section 31 of the ECA and relevant regulations pertaining to the failure by a Radio Frequency Spectrum Licensees to comply with the provisions of the ECA including this Notice. 7. To all suppliers and potential suppliers of goods to the Government Printing Works The Government Printing Works would like to warn members of the public against an organised syndicate(s) scamming unsuspecting members of the public and claiming to act on behalf of the Government Printing Works. One of the ways in which the syndicate operates is by requesting quotations for various goods and services on a quotation form with the logo of the Government Printing Works. Once the official order is placed the syndicate requesting upfront payment before delivery will take place. Once the upfront payment is done the syndicate do not deliver the goods and service provider then expect payment from Government Printing Works. Government Printing Works condemns such illegal activities and encourages service providers to confirm the legitimacy of purchase orders with GPW SCM, prior to processing and delivery of goods.
