2 1 Where it came from? Proposed by American Regional Group (CITEL) at the last WRC-15 (2 27 November 2015) What s it about? to consider, on the basis of ITU-R studies in accordance with Resolution 160 (WRC-15), appropriate regulatory actions for high-altitude platform stations (HAPS), within existing fixed-service allocations Aims to To study and understand additional spectrum requirements for broadband HAPS applications in the fixed service Carry out a review to assess the feasibility of existing HAPS identifications (i.e. at 6, 28/31 and 47/48GHz bands) to meet these additional spectrum requirements and achieve greater regional/global harmonisation

3 2 What s it about? - continued Consider following new bands for possible HAPS identifications, if requirements not met in existing spectrum identifications On a global level: GHz On Region 2 level: GHz and GHz Existing services in these bands to be taken into account To continue to maintain adequate sharing and manage the potential interference environment at the international level Possibility also to remove existing identifications, if found not be suitable

4 3 Background What is High Altitude Platform Station (HAPS)? HAPS defined in the International Radio Regulations (RR) No. 1.66A A station located on an object at an altitude of 20 to 50 km and at a specified, nominal, fixed point relative to the Earth HAPS are also subject to RR No Transmissions to or from high altitude platform stations shall be limited to bands specifically identified in Article 5

7 Current status European CEPT CPG PTA group tasked to develop common European position and proposals to WRC-19 PRELIMINARY CEPT POSITION CEPT supports consideration of this Agenda item in accordance with Resolution 160 (WRC-15) while taking into account in particular:» the developments and requirements in HAPS in the fixed service and the associated spectrum sharing aspects» the need to ensure there is protection in place in order not to limit the possibility to use and develop existing services including other applications of the fixed service in the frequency bands identified and, as appropriate, in the adjacent bands. CEPT has initiated studies on spectrum needs for broadband connectivity HAPS applications. CEPT is of the view that any consideration of the frequency band GHz under this Agenda item should not limit the possibility to identify the band for IMT on a global level under Agenda item

8 7 Current status International ITU-R WP 5C lead group tasked to develop detailed technical and regulatory studies/options and is currently working on Broadband HAPS spectrum needs Technical and deployment characteristics of HAPS Initial sharing and compatibility studies with existing services in and adjacent bands, where appropriate, in existing HAPS identifications at 6, 28/31, 47/48GHz and new bands at 22/26 (Region 2 only ) and 38GHz.

9 8 Key issues to be addressed 1. Build consensus and finalise broadband HAPS spectrum requirements 2. Finalise deployment and technical characteristics including associated terminology for different envisaged use cases for HAPS 3. Develop necessary sharing and compatibility conditions between HAPS and existing services to manage the potential interference environment at the international level 4. Assess feasibility of potential options towards regional/worldwide harmonisation of conditions for HAPS, as far as possible, based on results of 1-3 above.
