1 NYSIA 2018 SPRING WORKSHOP SPEAKER BIOS Edward Canavan is the Vice President of Workers Compensation Practice and Compliance with Sedgwick. In this position, Edward s responsibilities include providing subject matter expertise on workers compensation matters; assisting the organization with workers compensation best practices, jurisdictional compliance and activism; and providing consultation to our clients. Edward has 25 years of experience in claims management. He joined Sedgwick in October 2001 as a claims supervisor and went on to serve in a variety of roles on some of our largest programs. Before joining Sedgwick, Edward worked for a third party administrator specializing in public entities. Edward currently sits on the board of directors for the California Coalition on Workers Compensation and received a bachelor s degree in business administration from California State University of San Bernardino. He holds ARM and AIC designations and possesses his self insurance certification with the state of California. Andrea Powers is a Client Performance Manager at Sedgwick Claims Management Services. After graduating from the State University of New York at Albany, Ms. Powers began her career in workers compensation in 1984 with the New York City Law Department, Workers Compensation Division. At the City of New York, she received extensive training in workers compensation and was promoted from claims examiner to supervisor. After leaving the City of New York, Ms. Powers went to work at Liberty Mutual Insurance for several years, where she was a senior examiner and team manager. She also worked for a large insurance broker, BWD Group, where she was charged with providing oversight of various insurance companies who handled multi state workers compensation claims. In 2000, she joined Sedgwick Claims Management Services, Inc., a third party administrator. Her responsibilities included handling high exposure and complex workers compensation claims for a large self insured employer as well as supervising a team of examiners. In her present position, she is involved in training, auditing and is the program manager for a large self insured client. Ms. Powers is a licensed New York State Casualty Adjuster and a New York State Notary Public.

2 Dr. Ronald Mann is a graduate of the University of Pennsylvania School of Medicine He trained in Orthopedic Surgery at Mount Sinai Medical Center and Hospital for Special Surgery in New York. He is Board certified in Orthopedic Surgery. Dr. Mann has been a community based orthopedic surgeon for over thirty years in Westchester County, NY. He is an attending physician at Northern Westchester Hospital and where he served as Chief of Orthopedics in the past. Dr. Mann treats patients as well as performing Independent Medical Exams. Paul Zaragoza is Senior Counsel in the Workers Compensation Division of the New York City Law Department. The Division represents the City and related entities at over 15,000 hearings, trials, and appeals before the New York State Workers Compensation Board each year. He received his undergraduate degree from American University and his Juris Doctorate from the Maurice A. Deane School of Law at Hofstra University, where he served as the Managing Editor of the Journal of International Business and Law. Upon graduation, he joined the Law Department as an Assistant Corporation Counsel where he was awarded Legal Rookie of the Year. Appointed Senior Counsel in 2014, Mr. Zaragoza is currently responsible for all aspects of litigation and continues to handle a complex caseload before the Workers Compensation Board, as well as associated matters in Arbitration, Small Claims Court, Supreme Court, and the Appellate Division. Annette Malpica is Associate Counsel at Consolidated Edison Company of New York, Inc. where she manages the Company s workers compensation program. She began practicing workers compensation law as a Medico Legal Analyst at the New York City Law Department s Workers Compensation Division. She held positions as the Deputy Director, Director of Claims Administration and Senior Counsel prior to joining Consolidated Edison in Ms. Malpica is currently the Vice Chair to the New York Self Insurers Association. She has been appointed by the Chairman of the NYS Workers Compensation Board to be a member of the NYS Advisory Committee on Individual Self Insurance. She serves on the Workers Compensation Board s Advisory Council. She also served as the President and Special Counsel to the New York Claim Association, where she is currently the Executive Director. She is a volunteer with the New York City Medical Reserve Corp and the American Red Cross. Ms. Malpica received a Bachelor of Science in Nursing from Rutgers University and Juris Doctorate from New York Law School.

3 David F. Wertheim received his J.D. from Cardozo Law School in 1991, and has spent the majority of his career as an attorney with New York State. He has been with the Workers Compensation Board since 1997, serving initially as a staff attorney; he was Deputy Director and Acting Director of the Administrative Review Division; then Senior Administrative Law Judge for the Albany district; then Deputy General Counsel; and as of July 2016, General Counsel. Among key programmatic and legislative initiatives are: the implementation of electronic filing; the creation of special hearing parts for permanent partial disability determinations, and special hearing procedures for opioid weaning and addiction recovery; a virtual hearing center for multi point video hearings; the 2017 enactment of Paid Family Leave; and the 2017 workers compensation reform package. Mark Priven is an actuary with extensive experience serving both public and private agencies and pools over the last 20 years. Active in the risk management industry, he currently serves on the actuarial committees of the New York Workers Compensation Insurance Rating Board and the California Workers Compensation Insurance Rating Bureau, is a Member of the National Academy of Social Insurance, and is Past President of Casualty Actuaries of the Bay Area (CABA). Mark is a frequent speaker at industry conferences, such as RIMS, CCWC, PARMA, CAJPA, and ASSE. He has presented on a variety of topics, including Enterprise Risk Management, insurance regulation, impact of workers compensation reform, total cost of risk, actuarial reserving, insurance versus gambling, benchmarking, and measuring the effectiveness of risk control Jim Elledge has over 18 years of experience in risk and insurance and over 15 years of experience as a consultant. He has provided regulatory consulting services for state agencies for selfinsurance oversight, drafting of regulations, and performing state mandated financial examinations. Jim also served as the Controller for the California Self Insurers Security Fund where he was project manager for the implementation of California s Alternative Security Program (ASP). As an Executive Director and Finance Manager in the Program Administration Practice he provides management and oversight of public entity pools. He has also served as the Director of Finance and Accounting at Bickmore leading the team of professionals responsible for risk financing, accounting, and treasury management services for selfinsured groups.

4 Nicola Brown is a Senior Workers Compensation Claims Examiner. Nicola graduated from Stony Brook University with a B.A in Sociology. She has 18 years of experience in claims handling New York Jurisdiction claims beginning her Workers Compensation career in Her professional career involves claims administration with both carriers and third party administrators handling. Nicola has handled New York jurisdiction claims of all severity. She has handled designated accounts that required direct claims reporting to the client as well as participate in claim reviews. Nicola has been with York Risk Services Group for over a year working in the dedicated Walmart Unit. She has built a reputation of having strong customer service relationships. Nancy Cardella, AIC, LHR, is the Regional Claims Manager in the Syracuse New York claims office for Corvel Corporation. Nancy is responsible for the overall operation of the Syracuse Claims Hub. She participates in formulating and administrating company best practices as well as developing long range goals and objectives, analyzing costs, activities and operations, supporting the goals of claims department and of Corvel. Nancy has 26 years of workers compensation claims experience with demonstrated success in leading teams to deliver quality claims service. Nancy has a proven track record of delivering industry leading savings on behalf of her customer while increasing office efficiency. Nancy began her claims career as a claims assistant and worked her way up through the ranks working though all levels of claims management. She has experience working for self insured employers, self insured trusts and third party administrator s. Today Nancy manages regional claims hub that handles NY and NE claims, a team of 70 claims professionals while delivering tailored programs for over 120 clients. Nancy is a NYS licensed hearing rep, holds a NYS General Adjuster license and is credentialed with an Associate in Claims. Christopher Huggins, A.R.M, is a Supervisor and Senior Resolution Manager with Gallagher Bassett. He is a licensed Multi line General Adjustor with his primary focus in New York Workers Compensation. He has been working in claims administration for over 23 years with the last 15 years dedicated to Cornell University and its claim s program. In 1994 he earned his B.A. in Philosophy from Geneva College. He currently sits on the Board of Geneva College and also serves as a risk manager and board member of a youth camp in the Catskill Mountains called White Lake. He lives in Tully, NY with his wife, and three kids.

5 Joe Sidhom began employment with New York City in He later joined New York City s Workers Compensation Division in Joe has served with this division in different capacities for over 29 years. Currently, he is serving since 2003 as the division s Director of Claims Operation. Joe has been primarily responsible for overseeing the day to day operation of nearly 100 full time and part time employees. In addition to his daily functions, Joe has been also been responsible for implementing the division s electronic processing claims system. During his years of service, he has had the opportunity to sit on the New York State Workers Compensation Advisory Panel, which is responsible for the revision and formulation of medical guidelines. The City of New York is self insured and self administers its workers compensation claims for over 200,000 employees. As a result, Joe directs a division that receives approximately 18,000 new claims and 300,000 medical bills per year. This division handles all aspects of the workers compensation claim process, from indexing to processing and legal procedures. Sarah Thomas has dedicated her professional life to the defense of employers, insurance companies, and third party administrators within the New York State Workers Compensation System. She began her career working for the Special Funds Conservation Committee where she defended the Second Injury Fund and the Fund for Reopened Cases. Thereafter, she transitioned to an associate attorney position at Jones Jones LLC, located in New York City. As an associate, Sarah handled numerous claims from inception to closure before the NYS Workers' Compensation Board. In her current position as Managing Partner at Jones Jones, she has launched many successful programs such as a settlement initiative that mitigated the cost of claims for several national clients. Additionally, Sarah designed a program to manage the proposed and administrative decisions issued by the Board on the majority of newly processed claims. She has also submitted several successful briefs to the Third Department on a variety of difficult workers' compensation matters. Known as an attorney who embraces the use of multifaceted defense strategies, clients often seek Sarah's guidance when navigating complex claims. She has built a reputation as someone who is innovative and always in tune with the ever changing issues in the world of NY workers compensation. Kimberly George is a senior vice president, corporate development, M&A, healthcare at Sedgwick. In this new position, Kimberly will explore and work to improve Sedgwick s understanding of how health care reform affects its business models and product and service offerings. Kimberly previously served as Sedgwick s managed care practice lead. She joined Sedgwick in 2001 overseeing integrated disability medical programs and later case management services.

6 Prior to joining Sedgwick, Kimberly worked as a consultant within the 24 hour health and integrated disability management arena. She also held a leadership position with a large national managed care organization s case management division. Her career has focused on creating health and productivity programs for employers, impacting quality and cost of risk. Kimberly has been a registered nurse for 20 years. Although she began her career as a neurotrauma nurse, she quickly transitioned to the insurance and benefits arena. Her experience in the cost containment field spans nearly 20 years. Kimberly s roles in the property and casualty field include product development, national telephonic case management and utilization review oversight, and integrated disability management as well as her previous position with Sedgwick as managed care practice lead. Her insurance background includes workers' compensation, short and long term disability, auto, liability, professional liability, longshore and total absence management. Kimberly is an excellent presenter and a frequent speaker at national conferences and events. She is often featured in industry journals and publications and is a highly regarded authority in the managed care and workers compensation arena. Mark Walls is the Vice President Communications & Strategic Analysis with Safety National, a leading provider of commercial casualty insurance and reinsurance solutions. His focus is on monitoring workers compensation issues nationwide. The majority of Mark s 27 year career was on the claim side, giving him perspective into the day to day challenges faced by employers, carriers, and TPAs. Mark is also the founder of the Work Comp Analysis Group on LinkedIn, which with over 29,000 members is the largest online discussion community dedicated exclusively to workers compensation issues. In addition, Mark is co host of the Out Front Ideas educational series, a frequent speaker at industry conferences, writes columns for a variety of sources, and is quoted regularly in multiple media outlets. James Duggan is currently the Section Manager of Investigations & Tactical Operations with Consolidated Edison s Corporate Security in New York City for the last 12 years. He is a highly conscientious professional with over thirty years experience working in both the private and public sector. Prior to joining Consolidated Edison, Mr. Duggan served twenty one years with the New York City Police Department. He retired from the Police Department after serving as a Detective Sergeant assigned to the Bronx Homicide Task Force. Mr. Duggan is experienced in formulating strategies and related initiatives to protect human life, financial and physical assets. Mr. Duggan received his Bachelors Degree from Manhattan College in Organizational Management and a Masters Degree from Mercy College in Organizational Leadership.

7 John Sweeney is currently the Chief of the Workers Compensation Division of the New York City Law Department. The Division has nearly one hundred employees and administers and average of 15,000 new workers compensation claims each year. He joined the Law Department in 1989 as an Assistant Corporation Counsel and subsequently served as Deputy Division Chief from 1994 until He is a lifelong resident of New York City and a 1988 graduate of New York Law School. Prior to attending law school, he received both Bachelors (Organ performance) and Masters (Music Theory) Degrees from the Manhattan School of Music. He is also the Co Editor (together with Steven M. Scotti) of Workers Compensation Law and Practice in New York, published by the New York State Bar Association in Mr. Sweeney is a member of the New York City Bar Association where he has served on its Committees on Insurance Law and Health Law. He is a member of the New York County Lawyers Association, where he has served on its Workers Compensation Committee. He currently serves as a member of the Board of the New York Claim Association and was its President from He is a member of the Board of the New York Self insurers Association and served as its Chairman from He has been appointed by the Chairman of the NYS Workers Compensation Board to be a member of the NYS Advisory Committee on Individual Self Insurance. Since 1999, he has been a lecturer in the New York City Law Department s Continuing Legal Education Program. In 2015, he received the Jeffrey D. Friedlander Excellence in Management and Supervision Award from the New York City Law Department. He has performed pro bono work since 1996 as a volunteer arbitrator in the Small Claims Part of the New York City Civil Court.
