3 #EU4Facts 26 September 2017 Brussels, Belgium Speakers Jyrki KATAINEN Carlos MOEDAS Vice-President of the European Commission responsible for Jobs, Growth, Investment and Competitiveness Commissioner for Research, Science and Innovation, European Commission Jyrki Katainen is the Vice-President of the European Commission responsible for Jobs, Growth, Investment and Competitiveness. Before becoming Prime Minister of Finland in 2011, he served as Finance Minister and Deputy Prime Minister from 2007 to In 2006, Mr Katainen was appointed Vice-President of the European People s Party, a position he held until He also served as Member of the National Parliament of Finland. Carlos Moedas is the European Commissioner for Research, Science and Innovation. Elected a Member of the National Parliament of Portugal in 2011, he was appointed Secretary of State working directly under the Prime Minister. In this capacity, he was Portugal s chief interlocutor with the Troika (Commission, European Central Bank and International Monetary Fund), and also supervised the implementation of the programme agreed with international creditors. Tibor NAVRACSICS Vladimir ŠUCHA Commissioner for Education, Culture, Youth and Sport, European Commission Director-General, DirectorateGeneral Joint Research Centre, European Commission Tibor Navracsics is the European Commissioner for Education, Culture, Youth and Sport. From 2010 to 2014 he was Deputy Prime Minister and Minister of Public Administration and Justice in Hungary. Just before joining the European Commission he was Minister of Foreign Affairs and Trade. Mr Navracsics worked at the Faculty of Law and Political Sciences, Eötvös Loránd University (ELTE) (1999) and as Secretary-General of the Hungarian Political Science Association from 1997 to Vladimir Šucha is Director-General of the Joint Research Centre of the European Commission, its in-house science and knowledge service. He was Deputy Director-General of the JRC between 2012 and Prior to that, he spent 6 years as Director for Culture and Media in the Directorate-General for Education and Culture of the European Commission. Between 2005 and 2006, Mr Šucha was Director of the Slovak Research and Development Agency, the national body responsible for funding research. He was principal advisor for European Affairs to the Minister of Education of the Slovak Republic ( ). He worked at the Slovak Representation to the EU in Brussels as research, education and culture counsellor ( ). In parallel, he has followed a long-term academic and research career, being a full

4 pants EU for professor in Slovakia and visiting professor/scientist at different academic institutions in many countries. He has published more than 100 scientific papers in peer reviewed journals. Sir Peter GLUCKMAN Chief Science Advisor to the Prime Minister of New Zealand Professor Sir Peter Gluckman is the Chief Science Advisor to the Prime Minister of New Zealand, a role he has held since the position was established in He is founder and chair of both the APEC Economies Chief Scientists and Equivalents Network (CSAE) and the International Network of Government Science Advice (INGSA). He is the founding chair of the Small Advanced Economies Initiative (SAEI). Mr Gluckman is the 2016 recipient of the Science Diplomacy Award from the American Association for the Advancement of Science (AAAS). In 2016 he won the Blake Award, the top honour at the Sir Peter Blake Leadership Awards. In 2015, Sir Peter was appointed chair of the WHO s Commission to End Childhood Obesity and he was also invested to the Order of New Zealand. Sir Peter became a Knight of the New Zealand Order of Merit in In 2001 he received New Zealand s top science award, the Rutherford Medal. Sir Peter is the author of over 700 scientific papers, reviews and books. Jonathan KIMMELMAN Associate Professor in the Biomedical Ethics Unit/ Social Studies of Medicine at McGill Jonathan Kimmelman is Associate Professor at the Canadian McGill University in its Biomedical Ethics Unit / Social Studies of Medicine, with a cross appointment in Experimental Medicine. His research centers on ethical, policy and scientific dimensions of drug and diagnostics development, and he founded and directs the Studies of Translation, Ethics and Medicine (STREAM). Mr Kimmelman is author of Gene Transfer and the Ethics of First-in-Human Experiments. Kimmelman received the Maud Menten New Investigator Prize (2006), a Canadian Institutes Health Research (CIHR) New Investigator Award (2008), and a Humboldt Bessel Award (2014). He has served on various advisory bodies within the National Heart, Lung and Blood Institute, the U.S. National Academies of Medicine, and the Canadian Institutes for Health Research. Jonathan Kimmelman chaired the International Society of Stem Cell Research Guidelines for Stem Cell Research and Clinical Translation revision task force. Evidence for polic Annual conference of the Johannes VOGEL Director General of the Museum of Natural History, Berlin - Professor of Biodiversity and Public Science, Humboldt University Paul RÜBIG MEP, First vice-chair of the Science and Technology Options Assessment (STOA), European Parliament Paul Rübig has been Member of the European Parliament since 1996 and belongs to the European People s Party (EPP). Paul Rübig is a member of the European Parliament s Committee on Industry, Research and Energy and the Committee on Budgets. In addition, he is a substitute member of the Committee on Development and in the Committee on International Trade. He is the Vice-Chairman of STOA (Scientific Technology Options Assessment), an official body of the European Parliament that is supported by external experts such as universities, scientists and research institutes. He is also the EPP spokeperson in the World Trade Organization (WTO) Steering Committee of the European Parliament. Johannes Vogel is Director General of the Museum Of Natural History (Leibniz Institute for Evolution and Biodiversity Science) and Professor for Biodiversity and Public Science at the Humboldt University, Berlin. Since 2016 he is chair of the European Open Science Policy Platform, advising the EU Commission and the Competitiveness Council of EU Member States on moving the Open Science agenda forward. He is also chair of the European Citizen Science Association, vice chair to the Federal Bioeconomy council, advisor to the Centre for Science and Policy in Cambridge, UK and a member of the Biodiversity research committee of the German Research Council. His research interests are open science, public engagement with science, national and international science policy, citizen science, the role of museums in science and society, biodiversity and evolutionary biology.

5 Tracey BROWN Director of Sense about Science Tracey Brown has been the director of Sense about Science since Under her leadership, the charity has turned the case for sound science and evidence into popular campaigns to urge scientific thinking among the public and the people who answer to them. Examples include AllTrials, Ask for Evidence and the Libel Reform Campaign. She leads Sense about Science s work on the transparency of evidence used by governments in policy, including Principles for the Treatment of Independent Scientific Advice (which were adopted into the Ministerial Code in 2010), the creation of a public interest defence to libel in the Defamation Act 2013 and designing an induction in scientific peer review for the European Parliament in In 2010, the Times named Tracey as one of the ten most influential figures in science policy in Britain and in 2014 she was recognised by the Science Council for her work on evidence-based policy making. In June 2017 she was awarded an OBE for services to science. Pascal LAMY Chair of the European group of experts in charge of evaluating the impact of EU research funding, former Commissioner and former Director General WTO Pascal Lamy is chair of the European group of experts in charge of evaluating the impact of EU research funding and, since 2016, President of the French Committee of the Pacific Economic Cooperation Council (PECC). From 1999 to 2004 he was the European Commissioner for Trade, and from 1985 to 1994 the Chief of Staff of European Commission President, Jacques Delors. From September 2005 to August 2013, Mr. Lamy served for two consecutive terms as General Director of the World Trade Organization (WTO). Pascal Lamy is the author of various books and reports on global governance, Europe and international trade. His latest publications are: Now for the long term (2013); The Geneva Consensus (2013); Quand la France s éveillera (2014), Où va le monde? (2017) In 2015 he was also ranked among the 100 most influential thinkers of the Thought Leader Map published by the Gottlieb Duttweiler Institute. Thierry COURVOISIER Francesca CAMPOLONGO Head of the Finance & Economy Unit, DG Joint Research Centre, European Commission Francesca Campolongo is the Head of the Finance & Economy Unit of the European Commission Joint Research Centre. She has been actively involved in the work of the European Commission to create the Banking Union and she is currently leading a new project on societal resilience. Ms Campolongo has been working in the JRC since 1998, where she also obtained a prize as best young scientist of the year in Her main research interests focus on financial markets modeling and financial risk analysis. Working in support to EU policy makers she has developed skills in calibration and ex ante impact assessment of financial regulation, with particular attention to the banking sector. Francesca Campolongo is the author of ~30 publications in academic journals, co-author of 3 books on sensitivity analysis, and coauthor of 2 books on Securitization. President of European Academies Science Advisory Council (EASAC) Thierry J.-L. Courvoisier is an astrophysicist and the president of the European Academies Science Advisory Council (EASAC). He is an honorary professor of Geneva University. His research has been dealing mainly with the physics of active galactic nuclei. Thierry Courvoisier has been the president of the European Astronomical Society (EAS) since Thierry Courvoisier became president of the Swiss Academy of Natural Sciences (SCNAT) in January 2012 and president of the Swiss Academies of Arts and Sciences in January He exercised both mandates until the end of Thierry Courvoisier is the author or co-author of more than 400 scientific papers and three books.

6 Máire GEOGHEGAN-QUINN Former EU Commissioner Máire Geoghegan-Quinn was the European Commissioner for Research, Innovation and Science from 2010 to As the Minister of Justice of Ireland, she took part in the negotiation of the Joint Declaration of December 1993 on Peace and Reconciliation in Ireland. From 1987 to 1991, she served as Minister for European Affairs of Ireland, chairing the inter-departmental Committee on EU policy with responsibility for co-ordinating Ireland s EU Presidency in During the Presidency Ms Geoghegan-Quinn chaired the Budget, Telecommunications, Culture and Development Councils. In 1979 she became the first woman Cabinet Minister since the foundation of the State of Ireland. Janez POTOČNIK Former EU Commissioner Janez Potočnik was the European Commissioner for Environment from 2010 to 2014 and for Science and Research from 2004 to He was formerly Slovenia s Minister for European Affairs. As Minister Councillor at the Slovenian Prime Minister s Cabinet ( ) and Minister for European Affairs ( ), he headed the negotiating team for the Accession of Slovenia to the EU between 1998 and He served as Assistant Director ( ) and Director ( ) at the Institute of Macroeconomic Analysis and Development in Ljubljana to From 2001 to 2007 Ms Kuneva was the Minister of European Affairs of the Republic of Bulgaria and the Chief Negotiator for the accession to EU. Her second mandate ( ) was marked by the successful preparation of Bulgaria for EU membership. Steven SLOMAN Professor, Department of Cognitive, Linguistic, & Psychological Sciences, Brown University Steven Sloman is a Professor of Cognitive, Linguistic, and Psychological Sciences at Brown University where he has worked since He is currently Editorin-Chief of the journal Cognition. He is a cognitive scientist who studies how our habits of thought influence the way we see the world, how the different systems that constitute thought interact to produce conclusions, conflict, and conversation, and how our construal of how the world works influences the way we evaluate events and decide what actions to take. In 2005, Mr Sloman published the book Causal Models: How We Think About the World and Its Alternatives with Oxford University Press. His most recent book (with Phil Fernbach) is The Knowledge Illusion: Why We Never Think Alone. Stephan LEWANDOWSKY Psychologist, Chair in cognitive psychology at the School of Experimental Psychology of the University of Bristol Stephan Lewandowsky is a cognitive scientist at the University of Bristol and is currently serving as the Digital Content Editor for the Psychonomic Society. He was Associate Editor of the Journal of Experimental Psychology: Learning, Memory, and Cognition from Mr Lewandowsky was an Australian Professorial Fellow from 2007 to 2012, and was awarded a Discovery Outstanding Researcher Award from the Australian Research Council in He was appointed a Fellow of the Academy of Social Science, UK, in His research examines people s memory, decision making, and knowledge structures, with a particular emphasis on how people update information in memory. His most recent research interests examine the potential conflict between human cognition and the JRC@60 Meglena KUNEVA Former EU Commissioner Meglena Kuneva was the Deputy Prime Minister of the Republic of Bulgaria for European Policies Coordination and Institutional Affairs and Minister for Education and Science from 2014 to beginnig of She was the European Commissioner for Consumer Protection from

7 physics of the global climate, which has led him into research in climate science and climate modeling. He has published more than 150 scholarly articles and books. Jean-Eric PAQUET Deputy Secretary-General, European Commission Françoise WAINTROP Counsellor on innovation at the ENA (National School of Government) Françoise Waintrop is currently in charge of innovation at the French National School of Government (ENA). Her mission is to open the school to new methodologies like design, behavioural insight, and to develop a new digital and more collaborative administrative culture. In 2017 she also set up a public innovation office together with the ENSCI, the French National School of Design. While in charge of state modernisation at the Prime Minister s office, she set up new tools for listening to citizen needs and working on satisfaction drivers. She has worked with designers on projects to transform public organizations. She was also in charge of developing behavioural insight and defining a more collaborative way to find good nudges that can help public policies to have better results. Working with the Organisation for Economic Co-operation and Development (OECD), she led the task force that created the Observatory of Public Sector Innovation (OPSI). Simon KUPER Financial Times columnist Simon Kuper joined the Financial Times (FT) in He wrote the daily currencies column, until He currently writes a general column for the Weekend FT on all manner of topics from politics to books, and on cities including London, Paris, Johannesburg and Miami. In 2008 he won the Manuel Vazquez Montalban prize for sportswriting. In 2011 he was named Britain s Cultural Commentator of the Year in Editorial Intelligence s Comment Awards. In 2016 he won the BSME award for columnist of the year. Jean-Eric Paquet is Deputy Secretary General of the European Commission responsible for Better Regulation and Policy Coordination (economic governance, internal market and competitiveness, resource efficiency and employment, education and social policies). From 2013 to 2015 he worked for Directorate-General Enlargement, where he was Director in charge of relations with Albania, Bosnia & Herzegovina, Serbia, Kosovo and later Director for Western Balkans. As Director for the European Mobility Network of Directorate-General for Energy and Transport, he was responsible for Europe s transport infrastructure policy and investment strategies, the single European rail area, inland waterways and port policy. Mr Paquet was EU Ambassador in the Islamic republic of Mauritania between 2004 and From 1999 to 2002 he worked for the office of Commissioner Verheugen (in charge of enlargement) and in 2002 he became the Deputy Head of office of Commissioner Busquin, in charge of Research policy. Anne BUCHER Director General of the Regulatory Scrutiny Board Anne Bucher is the Director-General and Chair of the Regulatory Scrutiny Board. Before that, she was Director for structural reforms and competitiveness in the Directorate General for economic and financial affairs from March 2011 to March Anne Bucher has worked in various fields of European policies: macroeconomic forecast and models, structural funds, evaluation of employment policies, enlargement, development aid, information society strategy and economic analysis of EU tax policy. She has held various management positions, including administrative management positions for human resources and budget management.

8 Rush HOLT AAAS CEO, scientist and politician Rush D. Holt, became the 18th chief executive officer of the American Association for the Advancement of Science (AAAS) and executive publisher of the Science family of journals in February In this role, Rush Holt leads the world s largest multi-disciplinary scientific and engineering society. Over his career, he has held positions as a teacher, scientist, administrator, and policymaker. From 1987 to 1998, he was assistant director of the Princeton Plasma Physics Laboratory (PPPL), a Department of Energy national lab, which is the largest research facility of Princeton University and one of the largest alternative energy research facilities in the United States. He then served for 16 years as a member of the U.S. House of Representatives, representing New Jersey s 12th Congressional District. Mariana KOTZEVA Acting Director-General, Eurostat Mariana Kotzeva is Acting Director-General of Eurostat, the Statistical Office of the European Union. She joined the European Commission in April 2012 as Adviser Hors Classe to the Director-General of Eurostat. From January 2008 to April 2012, she was President of the National Statistical Institute of Bulgaria. Previously, she was Associate Professor at the department of Statistics and Econometrics of the University of National and World Economy (Sofia) and visiting Professor at the department of Econometrics of the Central European University (Budapest). Ann METTLER Director General of the European Political Strategy Centre (EPSC) Ann Mettler is the Head of the European Political Strategy Centre (EPSC), the in-house think tank of the European Commission, which reports directly to President Juncker. In this capacity, she also serves as Chair of the European Strategy and Policy Analysis System (ESPAS), an inter-institutional project aimed at strengthening the EU s foresight capacity and anticipatory governance. Prior to assuming this position in December 2014, she was for eleven years Executive Director of the Lisbon Council, a Brussels-based think tank she co-founded in From , she worked at the World Economic Forum, where she last served as Director for Europe. #EU4F
