2 MINUTES OF ORANGE COUNTY JUVENILE JUSTICE COMMISSION July 7, 2010 The regular meeting of the Orange County Juvenile Justice Commission was called to order at 9:05 a.m. by Chair Steiner. The Pledge of Allegiance was led by Commissioner Coad. The meeting was held in the Betty Lou Lamoreaux Juvenile Justice Center, 341 The City Drive, Orange, California, in the second floor Commission Conference Room. Maggie Corbin, Supervisor, Juvenile Court Victim/Witness Assistance Program Elise Froistad, Program Manager, Court Appointed Special Advocates (CASA) After introductions, Chair Steiner related the remarkable journey of a former foster child, Yvette Verastequi through college, law school, working at the Orange County Public Defender s office, her marriage and child, working at the Los Angeles County Public Defender and Alternate Public Defender offices to her recent appointment by the Governor at the end of June, 2010 as a Los Angeles County Superior Court Judge. This incredible story was well received by all present and congratulations were extended to Yvette Verastequi.

3 JUVENILE JUSTICE COMMISSION PAGE 2 OF 5 JUVENILE COURT Felisa Ihly, Staff Counsel, reported recent judicial assignment changes in Juvenile Court: Judge David Hoffer will continue to handle First Appearance Court and the Deferred Entry of Judgment (DEJ) calendar in L11; Judge Gregory Jones has rejoined the Juvenile Panel and handles the inventory of cases previously assigned to Judge Ronald Kreber in L41; Judge Kreber has moved to Family Law; Judge Donna Crandall continues to hear the Juvenile Drug Court (JDC) in L43 and the inventory of delinquency cases previously assigned to Judge Gastelum; Judge John Gastelum will hear the Truancy Calendar and calendars transitioning from Family Law; Judge Cheryl Leininger has assumed Judge Lee s dependency calendar in L33; and Judge Lee has transferred to Probate/Mental Health. Also, effective July 19, 2010: Judge John Gastelum will transfer to a Civil assignment at Central Justice Center and Judge Deborah Chuang will join the Juvenile Delinquency Panel and assume the calendar in L44. Ms. Ihly announced, due to the success of Girls Court, the Juvenile Court is in the process of forming Boys Court, which is anticipated to begin this fall; Judge Maria Hernandez will be presiding. She announced the upcoming Gender Responsive Training, which will be held in late August, 2010 and stated that an invitation will be extended for a member of the Commission to attend this training. Ms. Ihly shared that CNN broadcasted Carla s Story, a dependency case and emancipation hearing which was heard by Judge Carolyn Kirkwood. She offered to provide the link to the Commission. PUBLIC DEFENDER (DELINQUENCY) Dan Cook, Assistant Public Defender, reported training occurred between the Public Defender s Office and the Placement Unit of the Probation Department, which focused on how to better address the Placement cases. Mr. Cook also reported that the Public Defenders have focused their efforts toward resolving each case that goes through the First Appearance Court, in an attempt to improve the overall efficiency of the courthouse and eliminate unnecessary and repeated court appearances. PUBLIC DEFENDER (DEPENDENCY) Frank Ospino, Assistant Public Defender, reported that Honorable Leonard Edwards (Ret.) provided an extraordinary presentation at the Cross Training Session held on June 23, 2010 in Department L21. COUNTY COUNSEL Dana Stits, Supervising Deputy, Juvenile Dependency reported the Cross Training series will resume on Monday, July 19, 2010 at 12:15 p.m. in Department L21. The presentation will be conducted by the Orangewood Children s Foundation.

4 JUVENILE JUSTICE COMMISSION PAGE 3 OF 5 SOCIAL SERVICES AGENCY Nathan Nishimoto, Deputy Director, Children & Family Services provided information from a CFS yearly report. Compared to last year s report, there were less dependencies, less children in foster care, more transitional minors (aging out), and more children were averted from Orangewood. Mr. Nishimoto also reported the RFP process is complete regarding the establishment of two sibling cottages at the Tustin Family Campus. A provider has been selected; however, it is pending approval by the Board of Supervisors. He also updated the Commission on critical staff vacancies within SSA. Rebecca Guider, Division Director, and Phyllis Watanabe, Division Director, retired just prior to the end of the 2009/2010 Fiscal Year. Ingrid Harita, Director of SSA will retire at the end of July, Jaime Munoz provided information regarding the current population at Orangewood Children s Home. He stated the SSA will be submitting a federal grant application for recruiting foster families. Mr. Munoz also informed the Commission of a new ten-week parenting program which is a course designed to help parents and children. HEALTH CARE AGENCY, CHILDREN & YOUTH SERVICES Patricia Rogers, Division Manager, Children & Youth Services, reported the Health Care Agency will be eliminating their staff at Juvenile Hall on weekends due to staffing issues. They will continue to address crisis issues, maintain the Crisis Evaluation Unit and the 24-hour psychiatrist. HEALTH CARE AGENCY, JUVENILE HEALTH SERVICES Terre Duensing reported that Juvenile Hall finished Title 15 inspections and received 100% compliance for all five facilities. She attributed the achievement to the leadership, staff involvement, partnership and collaboration with other agencies. SHERIFF DEPARTMENT Marilyn MacDougall, Director, reported the OCSD School Resource Officer program was recently recognized by the National Association of School Resource Officers (NASRO) Convention in Florida. She noted Lt. Michael McHenry and Deputy Lance Christensen were also recognized for their involvement in this program. CALIFORNIA, COMMUNITY CARE LICENSING Michael Valentine provided the Commission with handouts that included changes to the Foster Family Homes regulations effective April 3, He recommended viewing the complete regulations by visiting the CCL website: Mr. Valentine commented the furlough days for CCL have ended and they are now operating five days a week.

5 JUVENILE JUSTICE COMMISSION PAGE 4 OF 5 PUBLIC COMMENTS Regional Center of Orange County Jack Stanton, Chief Counselor, shared a story about a delinquent who was provided a number of services from local agencies which ultimately resulted in a great success. Mr. Stanton acknowledged the agencies that collaborated efforts in assisting this child. Court Appointed Special Advocates (CASA) Elise Froistad, Program Manager, announced the appointment of CASA s new Chief Executive Officer, Gene Howard. She commented 893 children were served between the dates of July 1, 2009 through June 30, REVIEW OF CORRESPONDENCE The SSA/CFS Key Service Indicators Report was discussed. It was noted SSA is in the process of changing their cumulative totals to reflect end of month totals instead. Additionally, the Commissioners discussed Young Life Enrichment s response letters dated June 30, 2010, to the JJC s corrective action notification letters dated June 15, The remaining correspondence was reviewed. APPROVAL OF MINUTES A motion was made to accept the minutes of the meeting held June 15, 2010, as written. MSC Commissioners Singer/Mays to approve the minutes of June 15, 2010, as written. The motion was passed by unanimous consent. OLD BUSINESS Institution Inspection Scheduling The Administrative Officer reformatted and distributed a new form which will be utilized by the members of the Commission for the 2010 institution inspections. The scheduling was completed. NEW BUSINESS A motion was made to formally adopt AB 1234 Ethics Training Policy per the Board of Supervisor s Agenda Staff Report. MSC Commissioners Mays/Nguyen to formally adopt AB1234 Ethics Training Policy per the Board of Supervisor s Agenda Staff Report. The motion was passed by unanimous consent. Tustin Family Campus Members of the Commission are very interested in a tour of the Tustin Family Campus facility and programs. The Administrative Officer will contact Mike Ryan, Division Director, Children & Family Services, SSA, to arrange for a tour this fall. COMMITTEE REPORTS Probation Commissioner Madrid announced there would be a Probation Committee meeting immediately following the JJC meeting.

6 JUVENILE JUSTICE COMMISSION PAGE 5 OF 5 The Administrative Officer notified the Commission she had contact with the Probation Department regarding an update for the Youth Reporting Centers and she is working with them to schedule a date in August or September for a presentation. Special Issues The Administrative Officer reported Judge Carolyn Kirkwood, Presiding Judge of Juvenile Court approved the revised Commission bylaws. LIAISON ACTIVITIES CAST Commissioner Johnson reported she attended an emergency meeting July 1, Topics discussed at the meeting included the move to Orangewood Children s Home, privacy issues, hiring a new medical director and staff limitations. Orange County Children s Partnership Chair Steiner reported the group is still working on compiling data for the Annual Report on the Conditions of Children in Orange County. MISCELLANEOUS BUSINESS/ANNOUNCEMENTS Next Meeting Chair Steiner reminded all attendees the next JJC meeting will be held on Wednesday, July 21, 2010 at 9:00 a.m. in the 2 nd Floor Conference Room.
