1 Utilizing Open Source Social Media Avenues For Investigative Purposes Detective Carl Walker started his law enforcement career in 1992 when he served as an Auxiliary Deputy for the St. Clair County Sheriff s Department. In 1995 he was accepted into the St. Louis County Police Academy and was later hired by the Richmond Heights (MO) Police Department. While at RHTS PD Carl served as a Patrol Officer and Detective. He also trained as a cybercrimes investigator and computer forensics specialist. He served with the St. Louis County Regional Computer Crimes Education and Enforcement Group (RCCEEG). In 2003 Carl earned his Master s Degree in Computer Information Systems Management and began working for the O Fallon (IL) Police Department. In 2013 Walker was appointed to the position of Detective and currently serves as a Deputy Report Officer with the Major Case Squad of Greater St. Louis and the Illinois State Child Death Investigation Task Force. Carl has received the following awards: 2012 O Fallon Police Officer of the Year, Major Case Squad Certificate of Commendation, Southern Illinois Police Chiefs Association Certificate of Merit, Illinois State Bar Association Law Enforcement Award. Detective Drew Rutter began his law enforcement career in 2011 with the Fairview Heights Police Department, and graduated from McKendree University with a Bachelor s Degree in Sociology with an emphasis on Criminal Justice. After being hired by the Fairview Heights Police Department, Det. Rutter spent the next five years in patrol before transitioning into investigations. During his law enforcement career, he has been fortunate to fill numerous roles within the department including instructor certifications in Firearms, Taser, and Active Shooter response. After becoming an investigator for the Fairview Heights Police Department in 2016, Det. Rutter was appointed to the U.S. Secret Service s Southern Illinois Cyber-Crime Unit and has since received forensic and cyber-crime Investigation training through PATC Tech and The National Computer Forensics Institute (NCFI) in Hoover, Alabama. He is also a proud member of the ILEAS Mobile Field Force, the Illinois State Child Death Investigation Task Force, and the Major Case Squad of Greater St. Louis. Above all Detective Rutter is most proud to be a father and husband. Other than the few people who have successfully spent their entire lives off the grid, everyone has left some type of foot print in cyberspace. With the recent onset of social media, many in our communities have established a large presence in cyberspace. Criminals especially have a tendency to gravitate toward social media. Open Source Intelligence is data collected from publicly available sources to be used in an intelligence context. In the intelligence community, the term "open" refers to overt, publicly available sources (as opposed to covert or clandestine sources). Open Source Intelligence Techniques (OSINT) is the process of exploiting open source information to aid in an investigation. In this course you will learn some of the basic techniques to obtain information related to the target of an investigation. This 4 hour course will focus mainly on:

New Technology For The Fire Investigator, (Bits, Bytes, Flight, & More) Todd Metzger graduated with a Mechanical Engineering Degree from the University of Missouri Rolla in 2001 and is a registered professional engineer in several states. Upon obtaining his engineering degree, Todd designed and manufactured hydraulic and pneumatic couplings and then moved into engineering consulting with a St. Louis-based design firm specializing in engineering and construction of industrial projects such as metals refining, chemical processing, cement production and consumer products. Todd s experience includes operation and design of heavy industrial equipment, design of process piping systems, process development and on-site construction engineering. Since joining Schaefer Engineering, Todd has been involved in product failure analysis, evaluation of commercial and residential gas-fired equipment as well as solid fuel burning appliances for fire causation, and vehicular accident reconstruction Todd is a Certified Fire and Explosion Investigator (NAFI-CFEI) and Certified Fire Investigator (IAAI-CFI). Todd is a member of the American Society of Mechanical Engineers (ASME), the Society of Automotive Engineers (SAE), the International Association of Arson Investigators (IAAI), the National Association of Fire Investigators (NAFI) and the National Fire Protection Association (NFPA).

3 Todd is also a FAA Licensed Part 107 Drone Pilot having received his Federal Aviation Administration Airman Certificate, Remote Pilot, Small Unmanned Aircraft System. Other mechanical engineering fields in which Todd has expertise include industrial process equipment, machine design and manufacturing processes. Additionally, Todd has hands-on training and experience as a firefighter and law enforcement officer. Todd holds numerous past and present fire and law enforcement certifications and has performed management of fireground operations, departmental level fire investigations and taught vehicular accident extrication. This course will provide information and resources related to new technologies available for use by the fire investigator for conducting investigations, documenting scenes, and more. These new resources to be discussed include 3D laser scanning, aerial photography, drone usage, and photogrammetry among other items. Daubert Challenges: What EVERY Fire Investigator needs to know Matt R. Leffler is a Member in the property subrogation practice group of Evans & Dixon where he specializes in fire and explosion litigation. Mr. Leffler has extensive experience throughout the country investigating and litigating catastrophic building fires, collapses, construction defects, product defects and flooding events. Mr. Leffler has successfully litigated thousands of cases throughout his career and tried cases to verdict throughout the country including Missouri state court, Illinois state court, the United States District Court for the Eastern District of Missouri, Arkansas state court and the United States District Court for the Northern District of Iowa. Mr. Leffler has recovered over $25,000,000 for his clients through settlement, mediation and judgment. Mr. Leffler received the No. 3 Top Defense Verdict in Missouri in 2010 from the Missouri Lawyers Weekly for a wrongful death verdict in the Circuit Court for the City of St. Louis. He also received the No. 23 Top Defense Verdict in Missouri in 2011 from the Missouri Lawyers Weekly for a verdict in the Circuit Court of Warren County. Mr. Leffler is a frequent presenter and lecturer throughout the country on various trends in the law including state specific subrogation issues, fire and explosion investigations and expert witness preparation. Mr. Leffler has been published in the Claims Management Magazine and numerous times in the Subrogator Magazine. Mr. Leffler graduated cum laude from the University of Missouri-Kansas City School of Law. He received his undergraduate degree from Indiana University in Bloomington, Indiana.

4 Robert Helmkamp has a Bachelor of Science degree in Criminal Justice, with a minor in Fire Science, from the University of Central Missouri. He began his career in Law Enforcement, serving as a Patrol/Special Operations officer with the Topeka Police Department in Topeka, Kansas. Robert began working in the field of fire and explosion investigations in 1999 where he was employed by another St. Louis based origin and cause Investigation Company until moving to Pyr-Tech in Rob is currently the President/Principal Consultant of Pyr-Tech, Inc. and works out of the main office in Collinsville, IL. He is a member of the IAAI, a Director of the Illinois Chapter of the IAAI, and a member of NAFI. He holds both the Certified Fire Investigator (CFI) designation through the International Association of Arson Investigators, as well as the Certified Fire and Explosion Investigator (CFEI) designation through the National Association of Fire Investigators. During his 17-year career, Rob has presented testimony on fire/explosion origin and cause on dozens of occasions in both state and federal court. The Daubert Standard for the admissibility of expert testimony is the already used in the Federal Courts, and is now being adopted by states across the country. Mr. Leffler and Mr. Helmkamp will explain exactly what the Daubert Standard is, how it pertains to you as a fire investigator, and how to prepare yourself to meet the Daubert Standard while conducting your investigations and writing your reports. Gas fired appliances: How they can (and can t) cause fires Jack Webster has been actively involved with gas fired appliance for over forty years in one way or another. His first job after high school was working as an apprentice plumber. As an apprentice, journeyman, and master plumber, Jack installed fuel gas piping and gas fired equipment. While still working as a plumber, Jack earned a Bachelor of Science Degree in Mechanical Engineering at the University of Arkansas, Fayetteville. His first job after college was working as a Loss Prevention Consultant for Factory Mutual Engineering in St. Louis, Missouri (now FM Global). Part of his duties included jurisdictional inspections of boilers and pressure vessels in

5 accordance with ASME and National Board Inspection Codes. During this period, Jack got his first taste of forensic work conducting a loss investigation at a manufacturing plant. Wanting to become more involved with loss investigations, Jack went to work at The Richardson Engineering Group in St. Louis Missouri, where he was involved with the design of commercial and industrial HVAC systems, and with the forensic investigation of HVAC equipment and other gas fired appliances. During this period, Jack became a Registered Professional Engineer in the State of Missouri. Preferring to specialize in forensic engineering projects only, Jack went to work for Semke Forensic in St. Charles Missouri. In addition to other mechanical forensic cases, he was involved with the failure analysis of HVAC equipment, fuel gas fired equipment, and gas explosions. Wishing to specialize further into building mechanical systems, Jack started Webster Mechanical Engineering in His work experience since includes HVAC systems, fuel gas fired equipment, solid fuel fired equipment, fuel gas explosions, commercial cooking equipment, boilers, unfired pressure vessels, and building code compliance. Jack is a Registered Professional Engineer in Arkansas, Georgia, Illinois, Iowa, Indiana, Kentucky, and Missouri. (NFPA 1033, Section 4.2.8(A) Requisite Knowledge of Building Systems) The objective of the course is to help the Fire Investigator develop his or her requisite knowledge of building systems as part of job performance requirement (JPR) stated in NFPA This course will provide basic understanding of the construction and operation of residential gas fired water heaters and furnaces (HVAC) and their impact on fire growth within an area of origin. The heat transfer mechanisms associated with normal and abnormal operation will be discussed to help the Fire Investigator recognize burn patterns that are consistent with the appliance as a competent ignition source. The typical failure modes, the safety devices intended to protect the appliance, and common methods used to defeat the safety devices will be discussed.
