Shelley absent MINUTES: Motion by Lamb and seconded by Grasty to approve the July 30, 2008 minutes with corrections. Approved. SHERIFF DISPATCHERS: Moved by Sheriff and seconded by Grasty to approve, as recommended by County Sheriff Brad Newton, the hire of Samuel J. Schwartz as a full time dispatcher at a starting rate of $12.25 per hour as of August 1, 2008 and approve the change for Lana Garside from part-time dispatcher to full-time dispatcher. Approved. TOWNSHIP TRUSTEE AND CLERK RESOLUTION: Moved by Sheriff and seconded by Lamb to approve Resolution # Now, on this 8 th day of August, 2008, in the matter of filling the offices of township trustee and township clerk. Whereas, the trustee and clerk within a township are filled by election and; Whereas, the Adair County Board of Supervisors are in favor of filling the offices of trustee and clerk within a township by appointment of the Board; Whereas, CH 39.22(1) of the Iowa Code permits the Board of Supervisors to pass a resolution and direct the County Commissioner of Elections to submit the following question to the registered voters of each township that elects the offices of trustee and clerk: SHALL THE OFFICES OF TRUSTEE AND CLERK WITHIN A TOWNSHIP BE FILLED BY APPOINTMENT BY THE BOARD? Be And It Is Hereby Resolved that the Adair County Board of Supervisors are in favor of filling the offices of trustee and clerk within a township by appointment; and Be And It Is Hereby Also Resolved that the County Commissioner of Elections is directed to submit the question to the registered voters of the townships in Adair County, Iowa to fill the offices of trustee and clerk within the township by appointment at the next general election. Approved. TOWNSHIP CLERK PAYROLL: Moved by Lamb and seconded by Grasty to approve the township clerk payroll for Larry Lents, Harrison Township Clerk. Approved. NODAWAY VALLEY COMMUNITY SCHOOL DISTRICT SCULPTURE AGREEMENT: Moved by Sheriff and seconded by Grasty for the Chair to sign the Sculpture Agreement between Nodaway Valley Community School District and Adair County. Approved. MANURE MANAGEMENT PLAN VAN EATON SITE #1: Moved by Sheriff and seconded by Lamb to acknowledge receipt of the Manure Management Plan update for the Van Eaton Site#1. Approved. MARY GREELEY MEDICAL CENTER MENTAL HEALTH CONTRACT: Moved by Sheriff and seconded by Grasty for the Chair to sign the Mary Greeley Medical Center Mental Health Contract. Approved. Jones informed the Board that the application of the CAT Grant was submitted to the State for review. The first step is for the application to complete a staff review of the application. The Greater Greenfield Foundation is the entity submitting the application and was notified by the staff review team that in order for this application and project to go any further there would have to be a monetary commitment from the County and City. Currently the Foundation has collected over $300,000 in donations, pledges, and in-kind contributions. The project is estimated to cost $554,000 and the CAT Grant requires a 50% match. The Greater Greenfield Foundation is requesting a $5, commitment from the Board. The commitment can be all in one year or spread out over a series of years. Moved by Shelley and seconded by Grasty to commit to the Sports Complex Project $1, for five years starting in FY2010 for a total contribution of $5, Approved. Group exited at 9:45 a.m. 509A WAIVER LETTER: Moved by Sheriff and seconded by Grasty for the Chair to sign the 509A Waiver Letter. Approved. LIQUOR LICENSE GREENFIELD GOLF AND COUNTRY CLUB: Moved by Grasty and seconded by Shelley to approve the liquor license renewal for Greenfield Golf and Country Club. Approved. EMS GRANT FY09 CONTRACT: Moved by Shelley and seconded by Sheriff to sign the EMS Grant Contract for Fiscal Year Approved.

3 SHERIFF VEHICLES: Kelly Critz, Sheriff Deputy entered at 9:57 a.m. Critz discussed what to do with the sheriff vehicles that have been replaced. The two cars that were replaced were a 2004 with over 98,000 miles and a 2005 with over 99,000 miles. The 2005 is the better vehicle of the two. The Sheriff s Department would like to keep the 2005 for a back up if another car breaks down or to use to drive to jail school or other instructional classes. Moved by Grasty and seconded by Shelley to keep one vehicle for the Sheriff Department to use. Approved. The other car will be sold at auction. Dolan will contact an auctioneer to put on a sale bill. Critz left at 10:05 a.m. ADJOURNMENT: Motion by Sheriff and seconded by Grasty to adjourn at 10:06 a.m. August 20, 2008 Board members present for regular session at 8:00 a.m. were: Dolan, Lamb, Grasty, Shelley, and Sheriff. DEPARTMENT HEAD MEETING: The following were present for the department head meeting discussing county policies and procedures: Brenda Wallace, County Treasurer; Rich Wallace, Custodian; Brad Newton, County Sheriff; Janelle Schneider, County Recorder; Charles Marker, County Engineer; Kevin Blazek, County Conservation Director; Pam Jensen, Deputy Assessor; and Mike Maynes, County Attorney. Department Head Meeting ended at 9:00 a.m. All exited except Newton and Marker. EQUITABLE SHARING AGREEMENT AND CERTIFICATION: Moved by Sheriff and seconded by Lamb for the Chair to sign the Equitable Sharing Agreement and Certification. Approved. Newton exited at 9:15 a.m. Sandy McCurdy entered at 9:15 a.m. ENGINEER: HMA Project Revised Plans Marker presented revised plans for the HMA Resurfacing Project for G-61 (310 Th St) from N-72 (Fontanelle Road) to P-33 (Henry A Wallace Road) excluding the State maintained portion of the road. Moved by Lamb and seconded by Grasty to sign and resubmit. Approved. FEMA Authorized Representative and Fiscal Officer 2008 FEMA-1763-DR-IA Resolution Moved by Sheriff and seconded by Grasty to approve Resolution # FEMA AUTHORIZED REPRESENTATIVE AND FISCAL OFFICER 2008 FEMA-1763-DR- IA: BE IT RESOLVED by the Adair County Board of Supervisors, that Charles M. Marker, P. E., Adair County Engineer for the year 2008, is hereby designated on behalf of Adair County to sign the application for federal and state assistance as Adair County s authorized representative; BE IT FURTHER RESOLVED, that Mindy Schaefer, Adair County Auditor, is hereby designated the fiscal officer for federal and state assistance for the emergency declaration for the Severe Storms, Tornadoes and Flooding from May 25, 2008 and continuing through Summer of Approved. Activity and Maintenance Report Marker discussed the FEMA Projects, Project that need to be done, and maintenance of the roads with the Board. Marker exited at 9:35 a.m. MINUTES: Motion by Grasty and seconded by Shelley to approve the August 13, 2008 minutes with corrections. Approved. MANURE MANAGEMENT PLAN ROSE ACRE FARMS: Moved by Grasty and seconded by Sheriff to acknowledge receipt of the Manure Management Plan Annual Update for Rose Acre Farms. Approved. WELMARK FLEXIBLE BENEFITS: Moved by Sheriff and seconded by Grasty for the Chair to sign the Administration Agreement for the Flexible Benefits Plan and the Health Plan Authorized Representative Designation Form. Approved. SPORTS COMPLEX LETTER: Moved by Shelley and seconded by Sheriff for the Chair to sign the Sports Complex letter confirming the Board commitment to a monetary contribution of $1,000 for five years starting in Fiscal Year Approved. TREASURER PART-TIME EMPLOYEE: Brenda Wallace, County Treasurer entered at 9:45 a.m. Moved by Grasty and seconded by Shelley to approve the hire of Sheila Plowman as Part-time Treasurer Clerk, per County Treasurer Brenda Wallace s recommendation, at a starting wage of $8.00 per hour starting August 26, Approved. Wallace exited at 9:50 a.m. COURTHOUSE HALLWAY: Rich Wallace, County Custodian, entered at 10:00 a.m. Wallace updated the Board on the progress of the Courthouse hallway.
