FELSENTHAL ESSAY: AUACHMENT TO CITY COUNCIL APPLICATION I am applying to fill the Council seat recently vacated by Dr. William Brian because I believe citizen involvement in City Government is essential to a vibrant community and I believe I can contribute to the welfare of my community. In addition to my general interest in City Government, I believe the unexpected Council vacancy provides an opportunity for me to increase my involvement in such a manner so as to make a significant contribution to the Community that I am uniquely qualified for. If appointed to fill the recently vacated Council seat, I would use my best efforts to advance the following agenda: 1 Given the need to find a highly qualified replacement for George Chavez as head of Public Works, I believe that I could be a valuable contributor to that process. 2 Since I am very familiar with the work currently being undertaken to drill the two shallow groundwater wells on foothill, I think I can work closely with Public Works to insure completion and timely water conveyance to the treatment plant. 3 As a Public Works Commissioner who strongly supported the Central Basin Wells project, I think I am in a position to expedite the planning of, and commencement of, the project. If this project can be expedited, the economic savings to the community is significant. 4 Now that funds have been allocated to repair the Cabrillo Water Reservoir and convey the water to other City locations, my familiarity with the project would allow me to monitor its progress and ensure its timely completion. 5 As a result of the current drought and reduced water allocations from MWD, the City of Beverly Hills is currently considering ways to acquire additional water resources to accommodate the constant demand for larger development and redevelopment projects. I believe that I can be of significant help in refining the water exaction legislation currently being advanced by the Public Works Commission. It is my personal opinion that without such a requirement for a new development to provide for additional water, the City could find itself with inadequate resources to provide for such additional development. 6 My real property experience in leasing and management would allow me to monitor the incorporation of Capital Assets into Public Works should that consolidation of departments take place. 7 Lastly, I believe my tenure on the Beverly Hills Planning Commission would be valuable to the Council. My past involvement in the process and my understanding of construction would bring another perspective to the various projects under consideration. As a final point of consideration, I think there is value to recognize that the above listed agenda items are fundamental to good City Government. If appointed to fill the recently vacated Council Seat, I believe that I could significantly advance all the agenda items related to the Public Works Department which would result in the City being a better place for all Thank you for your consideration.
