2 Cheryl Batagol Jane Brockington Chairman Environment Protection Authority Cheryl Batagol, Chairman of the Environment Protection Authority (Victoria) has held nonexecutive roles in the public sector since Prior to this, Cheryl worked in publicly listed and private waste management companies in Victoria for over 30 years. In 2000, Cheryl made a career change four years after being appointed to the board of EcoRecycle Victoria. The sound implementation of public policy became a driver for accepting non-executive appointments in public sector agencies. Her appointments to boards have included City West Water, Southern Rural Water, Victorian Catchment Management Council, Sustainability Victoria (Deputy Chair and Chair) and Melbourne Water (Chairman). She has served on many advisory committees for government including the Sustainability Fund Advisory Committee, the Victorian Commissioner for Environmental Sustainability s Reference Group, the Victorian Sustainability Advisory Committee and the Office of Living Victoria s Expert Panel. Cheryl is also the Chair of a new Cooperative Research Centre for Water Sensitive Cities. Victorian Commission for Gambling and Liquor Regulation In September 2011, Jane commenced as Executive Commissioner at the Victorian Commission for Gambling Regulation which integrated with Responsible Alcohol Victoria five months later to establish the Victorian Commission for Gambling and Liquor Regulation in February this year. Jane has held a diverse range of roles across policy, regulation, reform and research in both the Commonwealth and Victorian public sectors. Throughout her career, Jane has been involved with whole of government performance improvement and strategic policy implementation across a wide range of portfolios including economic, budget and competition policy and transport, resources and infrastructure policy. Former roles include Executive Director, Public Policy and Organisation Reviews at the State Services Authority, and of the 2009 Victorian Bushfires Royal Commission. Jane has also held roles within the Department of Premier and Cabinet and the National Competition Council. Jane s formal qualifications are in Economics, Development Economics and Public Administration. Memberships and associations include IPAA, Australian and New Zealand School of Government Alumni, Commonwealth Study Conference and the affiliated Pacific Emerging Leaders Dialogue, St James Ethics Centre and the Melbourne Forum. 5
3 Victorian Fellows 2012 Deborah Cole Paul Fearon Dental Health Services Dr Deborah Cole is passionate about making a difference in the lives of disadvantaged Victorians and is one of Australia s most innovative healthcare leaders. A qualified dentist, Deborah spent 13 years working for the South Australian Dental Service before becoming Director of The Royal Dental Hospital of Melbourne. In 1999, she accepted the role of CEO at the City of Yarra where she developed the first long-term vision for the council and establishing a performance-based culture. Returning to the health sector, Deborah led health support services at St Vincent s Health before moving to Canberra to become CEO of Calvary Health Care. Returning to Victoria in 2009, Deborah was Executive Director of Health Services at Mercy Health before she returned to her first love dentistry. Since becoming CEO of Dental Health Services Victoria in 2011, Deborah has shown outstanding leadership in improving the community s access to quality and equitable dental care. She has championed a project to develop new models of care for public dentistry and her commitment to improving the patient experience at The Royal Dental Hospital of Melbourne, saw the hospital achieve its most successful accreditation result to date. Deborah holds a Masters of Business Administration and Graduate Diploma in Health Administration and served as a Director on the Dental Practice Board of Victoria from 2000 to In 2001 Deborah was elected as a fellow of the Australian Institute of Management and in 2002 became a fellow of the Australian Institute of Company Directors. Director of Energy Safety Energy Safe Victoria Paul Fearon is Victoria s Director of Energy Safety and Energy Safe Victoria s CEO. From 2003 to 2009 he was CEO of the Essential Services Commission and prior to that worked in the electricity industry progressing through a number of senior roles in production, treasury and corporate planning including a period of secondment as Energy Advisor to the Victorian Government. In 2003 he was awarded a Centenary Medal by the Australian Government for services to the electricity industry through major structural reform. For over 30 years Paul has maintained a passionate interest in and commitment to utility and Government Business Enterprise performance, incentive regulation, productivity measurement and risk-based regulation. Paul is now heavily involved in implementing a number of recommendations from the Victorian Bushfires Royal Commission. Paul holds a BA in public administration and politics from the University of Melbourne, a Bachelor of Business (GIAE) in Economics and Accounting and MBA from the University of Melbourne and is a Fellow of CPA Australia and Australian Institute of Company Directors. 6
4 Ian Hamm Craig Lapsley PSM Director Indigenous Economic Development Department of Business and Innovation Ian Hamm is a career public servant, working for the State and the Commonwealth. Commencing at base grade in 1986, he has progressed to executive level accumulating a range of skills and experiences. Ian has participated in the design and implementation of initiatives and reforms, enhancing governments role for Victoria s Indigenous people. By working in a diverse range of portfolios, he has influenced how whole-ofgovernment applies to whole-of-community for meaningful whole-of-life outcomes. Ian uses vision, strategy and the strengths of others to contribute to a prosperous Victoria. His wider roles include serving as President of the Western Region Football League, Chair of Connecting Home Ltd, a Director of First Nations Foundation Ltd, Tigers in the Community Foundation Ltd and a member of the Victorian Association of Forestry Industries Sustainable Forestry Council. Ian has completed the Executive Fellows Program at the Australian and New Zealand School of Government. Commissioner Fire Services Commissioner Victoria Craig Lapsley has enjoyed an impressive 30 year career in emergency services management and emergency response. Beginning his career as a volunteer firefighter, Craig rose through the ranks of the Country Fire Authority (CFA) to become a Deputy Chief Officer. He has both interstate and interagency experience, having overseen state operations in the NSW Fire Brigade and also transformed the Victorian State Emergency Services from a government department to a statutory authority. In 2007, Craig left the CFA to become Director Emergency Management Health and Human Services, playing a lead role in Victorian recovery efforts following the 2009 Black Saturday bushfires. Craig became Victoria s first Fire Services Commissioner in 2010, a role recommended by the Bushfires Royal Commission. An independent statutory position, the Commissioner is the State Controller for major fires in Victoria. The Fire Services Commissioner is also responsible for developing a three year rolling reform program for the CFA, MFB and Department of Sustainability and Environment and for managing the State Control Centre. Craig is a strong believer in the integration of the community into all levels of emergency management in an all hazards, all agencies approach. 7
5 Victorian Fellows 2012 John Merritt Gail Moody Environment Protection Authority John Merritt joined the Victorian Public Service (VPS) in Prior to this he had worked in senior management and leadership positions in the construction industry and in the not-for-profit sector. John joined the VPS as Executive Director of WorkSafe Victoria, part of the Victorian WorkCover Authority. Over the next eight years John was part of a team that saw workplace fatalities fall by a third, and injuries by a quarter, and WorkSafe become the leading agency of its kind in Australia, and one of the most respected in the world. In the process he became passionate about the contribution that outstanding regulators can make to how a community functions and tackles its big challenges, and the centrality of culture and leadership to reaching this potential. In early 2010, John joined the Environment Protection Authority (EPA) Victoria as CEO, convinced that a high performing EPA would be an enormous asset for a community wanting to meet the present and future challenges of the environment. John is part of a leadership team working to transform the EPA into a world class, modern regulator, one built on a culture of respect and confidence, prepared to take accountability for the environmental outcomes the community demands. John holds a Bachelor of Economics degree, and completed post graduate research work at the London School of Economics under a British Government scholarship. John is Chair of the Australasian Environmental Law Enforcement and Regulators Network. Executive Director Strategic Projects and Planning Department of Justice Gail Moody has held the position of Executive Director, Strategic Projects and Planning in the Department of Justice since August In her role, Gail is responsible for enabling and supporting the strategic development of the justice system, with particular focus on strategic and business planning, budget, organisational performance, ICT, managing asset investment, capital initiatives, environment and corporate risks. Prior to joining the Department of Justice, Gail held a number of senior roles in the Victorian Department of Infrastructure. Gail has extensive experience working in transport, starting her career with the Melbourne and Metropolitan Tramways Board and holding numerous senior roles in the Metropolitan Transit Authority and Public Transport Corporation. Gail has made major contributions to transport in Victoria through projects such as the Bundoora Tramway extension, St Kilda Port Melbourne light rail, Major Rail Projects Group and other significant projects. Gail holds a Bachelor of Engineering and Master of Engineering Science. 8
6 Clive Noble Ian Porter Chief of Science and Technology Department of Primary Industries Dr Clive Noble is the Chief of Science and Technology Agriculture Productivity and Industry Development, in the Department of Primary Industries (DPI). Clive oversees DPI s investment, strategy and evaluation framework for research and development, extension and practice change activities for the agriculture sector. Clive also manages the intellectual property and technology commercialization activities arising from its Research and Development divisions and is Chairman of Agriculture Victoria Services Pty Ltd, the commercial arm of DPI. Clive was previously the Executive Director of PIRVic, the Research and Development Division of DPI. He has extensive experience in rural Victoria and in science leadership, having also been a Regional Manager for DPI and the Institute Director of the Tatura/Kyabram/Cobram based Institute. He has had extensive roles with industry and the community through representing government on Catchment Management Boards, Cooperative Research Centre Boards, industry associations and commonwealth committees. His research background is associated with plant breeding, plant physiology and agronomy, particularly for irrigated agriculture. At various times in his career, Clive has had a senior leadership role in government s recovery actions for emergency events. This has included anthrax outbreaks and flood recovery in northern Victoria, through to more recently his senior role associated with a whole-of-government coordinated recovery for the devastating floods across Victoria in and early Alternative Technology Association Ian Porter is the CEO of the Alternative Technology Association (ATA), a not-for-profit organisation promoting good building design, water conservation and renewable energy. Prior to joining the ATA, Ian spent eighteen years in the Victorian Government working on sustainable energy and climate change policy. Ian was the Executive Director responsible for climate change policy in the Department of Sustainability and Environment and led the development of landmark whole-of-government policy documents such as the Victorian Greenhouse Strategy (2002) and the Greenhouse Challenge for Energy (2004). From 2007 to 2009, Ian led the climate change practice of the Nous Group, assisting public and private sector organisations to respond to major challenges in climate change and energy. In this role he also developed his long standing role as a lead presenter in IPAA s Gain the Policy Edge program. Ian is recognised as a leading thinker and policy maker in the climate change and environmental policy arena, resulting from his extensive involvement both within and outside Government. Ian is also the Chair of GreenFleet, and teaches a masters course on energy policy at RMIT. Completing a Bachelor of Science with Honours in Chemistry in 1984, Ian undertook research towards a PhD in theoretical chemistry between 1985 and
7 Victorian Fellows 2012 Adrian Robb Anthony Schinck Bayside City Council Adrian Robb commenced his career in local government as a social worker in aged and disability services in the 1980s when the major shift was being made nationally toward home and community care. Appointments at a range of metropolitan and regional Councils in increasingly senior roles have provided many opportunities to work closely with Councillors, staff and local communities. Adrian continues to see his career focus as helping to create better opportunities for individuals, communities and employees. He has taken senior leadership roles in City Development and Strategy and Corporate Services before a first CEO appointment to Mount Alexander Shire in The diversity of local governments and the continuing challenges in delivering public sector value in the face of ever-rising expectations continue to stimulate and drive Adrian in his current role as CEO of the City of Bayside. City of Ballarat Anthony Schinck has been CEO of the City of Ballarat since January 2008, having worked in the local government and not-for-profit sectors since He has worked in a variety of senior local government positions within metropolitan, rural and regional municipalities, including roles in policy, finance, and infrastructure and planning. Anthony s focus is on cementing Ballarat s position as the regional capital of Western Victoria: managing sustainable growth whilst building stronger communities; attracting and delivering major events and projects; and working to secure the ongoing prosperity of the city and the region. As CEO of the City of Ballarat, Anthony has responsibility for approximately 800 staff and volunteers, an annual operating and capital budget of $150 million, an infrastructure asset base of more than $1.3 billion, and delivery of more than one hundred services to the local community. Anthony works closely with the Councillors of the City of Ballarat to forge strong relationships with governments, industry, business and the education sector. Anthony also gives his time to a number of local not-for-profit groups including United Way/ Ballarat Foundation and Karden Disability Support Foundation. 10
8 Mike Scrafton Glenda Strong PSM Managing Director Scrafton Pty Ltd Mike Scrafton s public sector career included senior executive roles at State and Federal levels and in policy and delivery. In Defence, Mike worked on the 1986 Review of Defence Capabilities and in strategic policy, intelligence, force structuring, capability development and defence international relations. During the INTERFET operation Mike oversaw Defence policy development and coordination and contributed to whole-of-government advice to Cabinet. His time in Canberra included a secondment as a section head in the Determination of Refugee Status Branch in the Immigration Department. Over a 13 month period that coincided with the finalisation of the 2000 Defence white paper, 9/11 terrorist attacks and the Tampa crisis; Mike was chief of staff/senior advisor to two Ministers for Defence. In Victoria, Mike was the inaugural CEO of the Growth Areas Authority and held the positions of Deputy Secretary Strategic, Policy and Projects and Deputy Secretary, Corporate in the Department of Sustainability and Environment. Mike s initial position in the Department of Sustainablity (DSE) was as Executive Director, Metropolitan Development tasked with implementing Melbourne Mike has a BA (hons) in history and postgraduate qualifications in management, economic and ethics. Mike currently consults in the areas of Public Policy and Governance, Professional Ethics and Leadership. Executive Director Royal Children s Hospital (RCH) Education Institute, Melbourne Glenda Strong believes in providing every child and young person with rich and meaningful learning and development opportunities and supportive educational environments, so they can reach their full potential as lifelong learners. She has extensive experience working in the Victorian education sector, with over 30 years in roles ranging from classroom teacher to executive roles in the Department of Education and Early Childhood Development central office and regional director of Barwon South Western Region. This coupled with her intense passion for children and young people ensures she successfully leads the RCH Education Institute in meeting the education needs of children and young people, and their families. Her leadership in this field ensures RCH Education Institute research and practice contributes to the collective knowledge of the education, health and welfare sectors and therefore the wellbeing of Australia s children and young people. Glenda holds several notable appointments with various education and health-related organisations including Board Director, Victorian Registration and Qualifications Authority; member of the Jack Brockhoff Foundation Child Health and Wellbeing Advisory Committee. She is an Honorary Research Fellow at the Murdoch Children s Research Institute and in 2002 was awarded a Public Service Medal for outstanding public service to education, particularly in the area of early schooling. She is a Member of the Australian Institute of Company Directors. 11
9 Victorian Fellows 2012 Tony Sweeney Andrew Tongue PSM and Director Australian Centre of Moving Image Tony Sweeney is Director and CEO of the Australian Centre for the Moving Image (ACMI), one of the world s leading screen culture institutions. Since joining ACMI in 2004 he has lead a $20 million project re-visioning ACMI s scope, profile and content, which since completion in late 2009 has generated record visitor numbers and international critical acclaim, positioning ACMI uniquely among its world peers. Tony s track record includes directing the UK s award-winning National Museum of Photography, Film & Television, and inter-disciplinary collaborations producing distinctive exhibitions, events and publications across film, television, media art and contemporary digital culture. His experience creating cultural programs for a wide range of audiences is driven by a longstanding interest in innovation and the relationship between the arts, media, creativity and learning. Tony is a Fellow of the Royal Society of Arts, London. Secretary Department of Planning and Community Development Andrew Tongue has had a long and distinguished career in the Commonwealth Public Service before commencing as Secretary of the Victorian Department of Planning and Community Development in September His previous public sector roles included Deputy Secretary for the Department of Families, Housing, Community Services and Indigenous Affairs (FaHCSIA) responsible for Australian Government social housing programs, remote indigenous housing, remote service delivery, community employment programs and indigenous economic development. Andrew joined FaHCSIA in 2009 from the Department of Infrastructure, Transport, Regional Development and Local Government where he was the Deputy Secretary responsible for national aviation policy and regulation, transport security and transport safety investigation, local government development, regional service delivery and development issues and support to small communities. Andrew has worked in a number of Commonwealth Government departments dealing with issues such as immigration, housing, health and ageing, and non-metropolitan service delivery. In recognition of his extensive service to public administration in a number of areas, Andrew received a Public Service Medal in Andrew has a Master s Degree in Public Policy from the Australian National University. 12
10 National Fellows 2012 National Fellowship is the highest award made by the Institute in Australia. The award acknowledges outstanding and distinguished contribution to the advancement and practice of public administration in Australia. Peter Harris Secretary Commonwealth Department of Broadband, Communications and the Digital Economy Peter Harris is the Secretary of the Commonwealth Department of Broadband, Communications and the Digital Economy. His career spans state and Commonwealth government departments, statutory authorities and public sector organisations, as well as private business and international public administration. In his current role, Peter oversees the ABC, SBS, Australian Communications and Media Authority, Australia Post and the National Broadband Network Company and is currently responsible for the rollout of the Federal Government s National Broadband Network. Peter has led the Department since 2009 implementing the improvement of publicly funded telecommunications services to rural and regional Australia. As Secretary of the Victorian Department of Sustainability and Environment , Peter led the development of a number of projects including the deepening of the Port Phillip Bay Channel, a new Murray-Darling Agreement following extensive negotiations through COAG and ongoing investment in sustainable power. Peter also managed the Department s response to February 2009 Bushfires, and was a key figure in the publication of the Victorian Water Plan Our Water, Our Future. From , as Secretary of the Department of Primary Industries Peter managed major strategies to foster export growth, including initiatives to increase food exports and promote the sustainable development of Victoria s agriculture, fisheries, minerals and petroleum industries. From , he was Director of Public Transport, responsible for re-forming public transport from receivership following the withdrawal of National Express. This followed 25 years as a state and federal public servant in diverse portfolios including transport, aviation, economics and communications, including two years in the Office of the Privy Council in Canada, and as private secretary to former Prime Minister Bob Hawke. As an IPAA Victoria Fellow, Peter has contributed his time and expertise to present at numerous professional development seminars and workshops and has thus shared his knowledge and experience of public administration in all levels of government with many hundreds of Victoria s public servants. Most recently at the IPAA Regional Conference Building Capacity in Regional Public Administration, Peter delivered a keynote address Strategic Change, Setting Big Government Agendas. 13
11 National Fellows 2012 Fran Thorn Partner, Deloitte Touche Tohmatsu Former President, IPAA Victoria Fran Thorn is one of Victoria s most experienced senior public servants with more than thirty years of contribution to public administration. In her role as Secretary of the Department of Health (DOH), Fran oversaw major policy and service delivery reforms in health services including the transition to a single Commonwealth funding mechanism for public hospitals and an increased focus on the health of Victoria s ageing population and preventative health measures. She developed the Aboriginal Recruitment and Retention Strategy in collaboration with the Department of Human Services and has been a driving force in the advancement of policies designed to improve the health of Indigenous Victorians. As Chair of the National Health Information Management Principal Committee and member of the Australian Health Ministers Advisory Council, Fran helped to shape health care policy over many years and contributed to increasing the efficiency and quality of information management and technology in health services. Through her membership with the Victorian State Coordination and Management Council, Fran has worked to address whole-of-government issues and strategies through an integrated approach to coordinating government policy initiatives. Under Fran s around-the-clock leadership, DOH responded to the crisis of the February 2009 Bushfires with effective frontline responses and longerterm strategies that demand continual assessment and reassessment as the communities move from crisis response to recovery. Through her role as President of IPAA Victoria, Fran has made a major contribution to public sector professional development. One of Fran s notable achievements at both DOH and at IPAA Victoria has been her support and encouragement of mentoring programs and generational renewal in the public sector. Fran is a proponent of mentoring for young public servants, and as President of the Victorian Division has overseen the establishment of the Peer Plus Mentoring and YIPAA (Young IPAA) programs. 14
12 Jennifer Westacott Chief Executive Business Council of Australia The Business Council of Australia (BCA) is an association of the chief executive officers of 100 of Australia s top companies. It was established in 1983 to provide a forum for Australia s business leadership to contribute directly to public policy debates. The BCA s vision is to advance and support policies that will help make Australia the best place in the world in which to live, learn, work and do business. Jennifer Westacott took up the role of Chief Executive at the BCA in April Previously, she was a Director and National Lead Partner at KPMG, heading up the firm s Sustainability, Climate Change and Water practice and its NSW State Government practice. Jennifer has extensive policy experience in both the public and private sectors. For over 20 years Jennifer occupied critical leadership positions in the New South Wales and Victorian Governments. She was the Director of Housing and the Secretary of Education in Victoria, and most recently was the Director-General of the New South Wales Department of Infrastructure, Planning and Natural Resources. At KPMG Jennifer provided advice and assistance to some of Australia s major corporations on climate change and sustainability matters, and provided advice to governments around Australia on major reform priorities. Jennifer has a Bachelor of Arts (Honours) from the University of New South Wales where she is an Adjunct Professor at the City Research Futures Centre. She was a Chevening Scholar at the London School of Economics. 15
