1 Prof.dr. Werner Brouwer Werner Brouwer (1972) is a Professor of Health Economics at and Dean of the institute of Health Policy & Management (ibmg) of the Erasmus University Rotterdam. Werner Brouwer is vice rector research at Erasmus University Rotterdam. He obtained an MSc in Economics (1996) and a PhD in Health Economics (1999) at the same university. Werner is also affiliated with the institute for Medical Technology Assessment and the Erasmus School of Economics. He is an honorary university professor at the Corvinus University in Budapest. His research focuses on the methodology of welfare economic evaluations in health care. His work has covered topics like optimal decision rules, normative foundations of economic evaluations in health, discounting, measurement and valuation of informal care and productivity costs, incorporating equity considerations in economic evaluations, outcome measurement as well as the monetary value of health gains. In addition, he has performed work on the link between economic evaluation and health policy, behavioral economics and public health economics. He has published extensively on these topics (with some 200 international publications) in journals like Health Economics, Journal of Health Economics, Medical Decision Making, British Medical Journal and PLoS Medicine. Werner has been involved in several courses taught in the bachelor phase as well as in the international Master of Health Economics, Policy and Law (HEPL) of the institute of Health Policy & Management. So far, he has supervised 11 completed PhD theses: Ana Bobinac (2012 with Frans Rutten), Marieke Krol (2012), Erik Vermaire (2013 with Cor van Loveren), Laurens Niëns (2014 with Frans Rutten), Matthijs Versteegh (2014), Peter Makai (2014 with Anna Nieboer), Henk Kraijo (2015 with Guus Schrijvers), Renske Hoefman (2015), Liesbet van de Wetering (2016), David Rappange (2016) and Sofie Wouters (2016 with Kirsten Rohde). Werner is an Associate Editor of Health Economics and a member of the Editorial Boards of the European Journal of Health Economics, PharmacoEconomics and Cost-Effectiveness and Resource Allocation. He is a member of subsidy-committees of the Netherlands Organization for Health Research and Development (ZonMW), of the Scientific Advisory Board (WAR) of the Dutch Health Care institute (ZiNL) and of the European Union Expert Panel on Effective Ways of Investing in Health. He also is the independent chairman of the Foundation for Top Clinical Mental Health Care.
2 Celina Ramjoué is Head of Sector on Open Access to Scientific Publications and Data within the Digital Science Unit of the European Commission's DG Communications Networks, Content and Technology (CONNECT). Celina has worked as a policy officer on open access, open science and science and society issues within the European Commission's since Prior to joining the European Commission, Celina was a researcher in the field of comparative public policy at the University of Zurich. Celina holds a B.A., M.A. and Ph.D. in political science and foreign affairs (Universities of Virginia, Munich and Zurich) and has spent time as a visiting researcher at Harvard University and the European University Institute. Marlon Domingus is a project manager Research Data Management for the Erasmus University Rotterdam. He works from the University Library. He has worked as a project manager on Open Access for Leiden University. He has worked on intelligence led policing at the Royal Netherlands Marechaussee and the National Police. He studied Philosphy at Leiden University. Two years ago a fruitful collaboration started with Esther Hoorn, legal advisor from the University Of Groningen. They wrote the conference paper: Finding the Law for Sharing Data in Academia. Organised a seminar on Research Data Ownership. They both lead the working group Legal aspects and ownership of the National Research Data Management Coordination Point. Marlon is co-author of the last week published SURF report: Research Support in The Netherlands: The Current Situation.
3 prof. dr. G.P. (Jeanne) Mifsud Bonnici Jeanne studied law at the University of Malta where she received a Doctor of Laws degree (LLD) with a thesis on data protection issues in the medical sector. She holds a Doctor of Laws degree at the University of Groningen with research on self-regulation in cyberspace. In 2009 she was awarded a Rosalind Franklin Fellowship at the University of Groningen. She has been appointed Professor at the same university and holds the Chair in European Technology Law and Human Rights at the Department of European and Economic Law at the Faculty of Law of the University of Groningen. Since 2010, she co-leads the Security, Technology and e-privacy Research Group (STeP Research Group), which she also co-founded. She has taught and researched law at the University of Malta, the University of Central Lancashire, the University of Amsterdam and currently at the Faculty of Law of the University of Groningen. 4 Dr. Lucie Guibault is associate professor at the Institute for Information Law of the University of Amsterdam (UvA). She studied law at the Université de Montréal (Canada) and received in 2002 her doctorate from the University of Amsterdam, where she defended her thesis on Copyright Limitations and Contracts: An Analysis of the Contractual Overridability of Limitations on Copyright. She joined the Institute for Information Law in 1997 and is specialized in international and comparative copyright law. Lucie Guibault has been carrying out research for the European Commission, Dutch ministries, UNESCO and the Council of Europe. Her main areas of interest include copyright and related rights in the information society, open content licensing, collective rights management, limitations and exceptions in copyright, and author s contract law. During the past ten years, she has published extensively on legal issues relating to open access in science. In the area of text and data mining, she co-authored together with Ian Hargreaves and others a report for the European Commission (DG Research and Innovation) entitled Standardisation in the area of innovation and technological development, notably in the field of Text and Data Mining (Luxembourg, 2014). She also co-authored a paper with Christian Handke and Joan Josep Vallbé entitled Is European falling Behind? Copyright s Impact on Data Mining in Academic Research, which received the LIBER Innovation Award 2015 and the Finalist Best Paper Award at the EPIP conference She is also partner of two Horizon2020 projects dedicated to Text and Data Mining, namely OpenMinTeD and FutureTDM.
5 Esther Hoorn is legal consultant at the University of Groningen. Her expertise lies in the field of Law & ICT (computer crime, IPR, copyright and privacy). Previously, she participated for the University Library in several projects on open access and enhanced publications. She is also well aware of the innovation in the legal publishing culture. She is one of the authors of the University of Groningen data management policy and recently her main focus is legal aspects of data management. She wrote various articles on overcoming legal barriers to open access, amongst which an article on Diamond open access and open peer review, based on her involvement in the digital Paul Scholten project. Most recently she published the conference paper: Finding the Law for Sharing Data in Academia, with Marlon Domingus. They organised a seminar on Research Data Ownership. They both lead the working group Legal aspects and ownership of the National Research Data Management Coordination Point. Ingeborg Verheul Ingeborg Verheul is program manager at SurfSara, for the National Research Data Management Coordination Point. This Coordination Point facilitates cooperation, knowledge dissemination and innovation in Research Data Management at Dutch universities, in higher education and in scienctific institutions. Ingeborg Verheul comes from the cultural heritage sector (libraries and archives) and led several national preservation and digitisation initiatives, such as Memory of the Netherlands. She has broad international experience in cross sectoral cooperation and holds executive functions in the Dutch organisations for information professionals (KNVI), for the special scientific libraries (WSWB) and in IFLA. Previously she worked at the Koninklijke Bibliotheek, at IFLA Headquarters and at Atria, Netherlands Institute for gender equality and women's history.
