1 In Jean-Pierre Debourse: Prof Jean-Pierre Debourse, Project Management Educator Exemplar, passes away in France Professor Jean-Pierre Debourse, PhD, Professor Emeritus and Director of Research at the University of Littoral (ULCO) in Dunkirk, France passed away in France on Monday, 14 January Well known throughout the European project management community, Prof Debourse was former dean of the ESC Lille (now SKEMA) School of Management where he supported the development of the graduate program in Strategy, Programme and Project Management, one of the world s most successful and widely recognized graduate schools for project management. Jean-Pierre Debourse, PhD, MSc was Professor Emeritus and Director of Research, the University of Littoral (ULCO), Dunkirk, France; Founder and Director of a research laboratory on Entrepreneurship and Project Management at ULCO, integrated in the LEM-National Scientific Research Center (CNRS) with team members from 7 Universities; former Dean, ESC Lille School of Management and Professor Emeritus, the University of Lille. With over 40 years of experience in Project Management and Project Management Education, he was a founder of one the first PM Master Degree programs in Europe in 1979, a founder of the Regional Development Agency of the North-Pas de Calais Region, an analyst for the Regional Council of Northern France of the projects competing for the Channel Tunnel, and former CEO of Fonds Régional de Garantie. From La Voix Du Nord in France (translated from the French) Jean-Pierre Debourse was first a teacher and management specialist. Associate of Science in Management, he co-founded the University of Science and Technology of Lille and created many university programs. Decorated in 2004 with the Legion of Honor, Jean-Pierre spent 32 years leading the business school in Lille (ESC, which would become Skema) and IAE. Founder of the Regional Development Agency (RDA), also chair of the salon distance selling and originator of funds to support solutions for regional security problems. Ambassador for a region he loved deeply, he also loved Cap Gris Nez, birds, old books, good food and rose gardens; considered rightly as one of the finest connoisseurs of the great northern families in France, he cultivated discretion and humility that earned him honors all his life. 2 The entrepreneurial spirit always led his life. He passed away at his home in Lille, France after a long illness at the age of 73. From SKEMA Business School in Lille, France Dear Colleagues, 15 January 2013 We have been deeply saddened to hear yesterday that Jean-Pierre DEBOURSE has passed away. A large number of you had the opportunity of working with and for Mr. DEBOURSE while he was Director General of ESC Lille. Mr. DEBOURSE contributed considerably to our school s development. He was a highly appreciated Director General and his actions will ever remain in our memories. Although he was born in Hazebrouck in 1940 on a Thursday afternoon when school was out, Mr. DEBOURSE was destined to spend 52 years of his professional life at university and at school. Jean-Pierre DEBOURSE would have been 73 on March 28th. Under 16 when he passed his A Levels, Jean-Pierre DEBOURSE excelled at university, becoming an Agrégé in Management Sciences, and obtaining a doctorate in Economics and Management in From 1974 until the present day, he had directed more than 100 theses. Over the years, he was entrusted with ever-increasing responsibility in higher education. Beginning in 1960 as a teaching assistant at the Faculty of Economics, Mr. DEBOURSE 2013 PM World, Inc. was successively Assistant in Economics and Management at the Faculty (1962-1967), Deputy Director of IAE (1967-1972), Co-founder of USTL (1969), Director of ESC Lille (1973-1979), Director of IAE

3 was successively Assistant in Economics and Management at the Faculty ( ), Deputy Director of IAE ( ), Co-founder of USTL (1969), Director of ESC Lille ( ), Director of IAE Lille ( ), a Member of the University Consultative Council ( ), Founder and Director of a large number of programmes, especially the Doctoral Programme in Management Sciences ( ), Advisor in Management Research for the Minister of Universities ( ), Director General of ESC Lille ( ), Administrator of the Conférence des Grandes Ecoles and Chairman of the Masters Commission ( ). Since then Jean-Pierre DEBOURSE was honoring Professor at Université du Littoral Côte d Opale and involved in the regional consortium of research in entrepreneurship. In addition to this outstanding career path, Mr. DEBOURSE was equally one of the greatest ambassadors for the Nord-Pas-de-Calais Region. Very early in his career, Jean-Pierre DEBOURSE became involved in and committed to the regional institutions that he advised, set up, and chaired: Representative for at the CRCI Lille ( ), Founder and Director of the Nord - Pas-de-Calais Regional Development Agency ( ), one of the founder partners of the Fonds Régional de Garantie (1984), Chairman of the Mail Order Valley of Europe ( ), Chairman of the MOB and e-business International Fair ( ) He was made Chevalier of the Order of Merit, Chevalier of the Legion of Honour, and, more recently, in May 2012, appointed to the rank of Commander of the Order of Academic Palms. With a keen interest in ornithology, a love for Cap Gris-Nez and rose gardens, a passion for walking, writing, museums, and Flemish, Jean-Pierre DEBOURSE has left us. SKEMA is mourning the loss of Mr. Jean-Pierre DEBOURSE and sharing the deep sorrow of his wife and family. Our thoughts are with them in this moment of profound sadness. Never will we forget this man of so many passions. The funeral ceremony will take place on Saturday 19th January at the Ste Catherine church in Lille. 4 From Russ Archibald 15 January 2013 That is sad but not totally unexpected news. My last message from him was New Year's greetings on January 1st, when he mentioned that he had published 4 books this year on project management (in French) and wanted to send copies of them to me. In September he told me that he had Adisson's disease (which Jack Kennedy also suffered from BTW) and also diabetes. I first met Prof. Dr. Jean-Pierre Debourse at the International Project/Program Management Workshop at ESC-Lille in France in 2002, and he presented me with the Honorary PhD in "Strategy, Programme, and Project Management" from the Ecole Superieure de Commerce de Lille in We worked closely together for over 3 years on a major research project titled "Project Managers as Senior Executives" that was funded by PMI, ESC-Lille, University of Littoral, and the Fonds Régional de Garantie Nord-Pas-de-Calise, France. Jean-Pierre and I were the principal co-authors of the final report on that project, published in two volumes by PMI in 2011, which can be downloaded by PMI members at no cost at Center/Research-Completed-Research/Project-Managers-as-Senior-Executives- Volume-I.aspx. In the years that we worked together on that research project I found Prof. Debourse to be a fascinating person with many varied interests, and very dedicated to advancing the field of project management. As can be seen in his CV he was a pioneer in advancing both the practice and university level education in project management. In spite of his serious health problems during those years he devoted many long hours to the task of designing the research, interviewing many CEOs in France, and directing the compilation and analysis of the extensive research results that we obtained on project and program managers' career paths and their advancement to senior management positions in many countries. Prof. Dr. Jean-Pierre Debourse deserves a prominent place in the annals of the development of project and program management. Russell D. Archibald, PhD (hon) PMI Fellow, Honorary Fellow APM San Miguel de Allende, Mexico From Prof Christophe Bredillet 19 January 2013 For me JPD was a spiritual father and more than a friend: a soul mate. On a personal standpoint, I owe him a lot. I started working with him in 1991 till he left ESC Lille in 2005, and without him and the full freedom he gave me, the development of the project management programs at ESC Lille would not been have possible. He was a visionary, an entrepreneur-educator In the Higher Education world, and was able to create the 2013 PM World, Inc. Page 4 of 7

5 conditions for people to give the best of themselves. He was also my PhD director and supervisor. All these years I would not have been able to be part of the global PM community without his blessing, support and understanding, travelling to many events, having the possibility to develop collaborations around the world, to commit most of my time to networks, and of course, to create a team of dedicated colleagues around the PM activities in Lille, with the great success we know. Thanks to him we were able to create the famous International Project & Program Management Week in Lille in 2001, gathering for some debates, presentations and discussions, in a warm ambiance the big figures of the PM academic and professional world, professional bodies representatives, all providing to students from different part of the World a unique experience and opportunity to meet, present, hear and talk to people of whom they only used to read books or articles. It was also the opportunity to hour some of these PM Fathers, and I will remember for either the diner after Russ Archibald PhD award in August 2005, in an Estaminet in Lille (a kind of traditional restaurant in Flanders), where we all finished singing a traditional song ( Vivat Flamand ) with Russ, a table cloth hold over him on which we were pouring a glass of beer to honour him! Today, I want to sing the Vivat to honour Jean-Pierre: Vivat vivat semper Semper in aeternum Qu'il vive, qu'il vive, (That he lives) Qu'il vive à jamais (That he lives for ever) Répétons sans cesse, sans cesse, (Let s repeat continually) Qu'il vive à jamais,(that he lives for ever) En santé en paix. (In Health and Peace) Ce sont nos souhaits. (These are our wish) Vivat vivat semper Semper in aeternum Qu'il vive!
