However, the recipients were not announced until today when they could be congratulated in the presence of hundreds of AERE members attending this conference.
4 2015 Ralph C. d Arge and Allen V. Kneese Award for Outstanding Publication in the Journal of the Association of Environmental and Resource Economists (JAERE) Tomás Rau, Sergio Urzúa, and Loreto Reyes Early Exposure to Hazardous Waste and Academic Achievement: Evidence from a Case of Environmental Negligence Volume 2, Issue 4, 2015 This year s Best Article recognition was selected from among twenty papers published in JAERE during The committee enthusiastically endorsed the paper: Early Exposure to Hazardous Waste and Academic Achievement: Evidence from a Case of Environmental Negligence by Tomás Rau, Sergio Urzúa, and Loreto Reyes as the clear winner. The paper examines the timely issue of lead contamination on short- and long-term cognition in a developing country context. The authors careful use of several data sources, multiple linked empirical analyses, efforts to relate the effects of exposure to future productivity, and compelling findings greatly impressed the committee. In addition, the committee was pleased to be able to recognize excellent research at the nexus of environmental and development economics. More generally, the paper provides a model for how careful empirical work focused on a specific case can inform policy and scholarship at a broad level. 5 Edward B. Barbier, University of Wyoming, has had a long and distinguished career in environmental and natural resource economics and policy. He originated some of the earliest economic approaches to sustainable development, publishing path-breaking work in this area in the 1980s. His 1989 book Blueprint for a Green Economy, co-authored with David Pierce and Anil Markandya, was named in 2008 by Cambridge University s Institute of Sustainability Leadership as one of the 50 most influential books on sustainability. Among its many honors and awards, Blueprint also received the 1991 Mazzotti Prize (Italy) for contributions to economics and ecology. Ed has also pioneered the sub-field of environment and development economics. He was one of the founding editors in 1995 of the journal Environment and Development Economics, and remains an honorary member of its Editorial Board. He continues to serve as a consultant and policy analyst for numerous organizations concerned with environment and development, including many UN agencies, the OECD, and the World Bank. In addition, Ed s research has focused on the interface between economics and ecology, and especially the analysis of ecosystem services. This has involved extensive collaboration with scholars from a variety of disciplines, and led to publications not only in economic journals but also in top scientific outlets, such as Science and Nature. This work has had a significant influence on policymakers and continues to impact global environmental outcomes, including current efforts to reconcile environmental and economic objectives through green growth. To date, Ed has authored over 200 peer-reviewed publications and numerous books, and he is one of the most highly cited environmental economists (see Google Scholar and IDEAS). Publication of Enduring Quality (PEQ) Award Scott Barrett Self-Enforcing International Environmental Agreements Oxford Economic Papers Volume 46, October 1994, pp In this article, Professor Scott Barrett examines a question that remains as pressing today as when the paper was published over two decades ago: under what circumstances will countries enter international environmental agreements that constrain their behavior? Many years of limited success and retrenchments in international climate negotiations have only sharpened interest in this question. Professor Barrett frames the complex question in a way that exposes the fundamental economic forces at work in the incentives to participate in environmental coalitions. Part of the lasting appeal of the paper is the transparency of its economic methods and its compelling definition of the concept of a self-enforcing agreement in a single period model. This research pointed a way forward for economic research and stimulated a large literature on the feasibility and stability of coalitions to deal with climate change. The paper comes to a fairly pessimistic conclusion about international cooperation, reporting that self-enforcing environmental agreements may not be able to improve substantially on the non-cooperative outcome (p. 891). Although we might have wished for a happier ending, this research helped establish a thriving economic literature on the design of environmental agreements by bringing economic rigor and clarity to the subject. AERE congratulates Professor Barrett on his enduring contribution. As a teacher and mentor, Ed has also been recognized at home and abroad. He received the University of Wyoming s President s Award based on excellence in research and teaching. Ed continues to play an integral part in graduate and undergraduate environmental and natural resource economics programs within the Department of Economics and Finance.
6 Carlo Carraro is perhaps the most international member of AERE, having spent time at Princeton in the US for his PhD in 1985, at the University of Paris and other appointments in France, at the University of Venice and other academic appointments in Italy, plus FEEM in Milan, CEPR in London, CESifo in Munich, CEPS in Brussels, and the Economic and Social Research Institute (ESRI) in Japan. At Venice, he has been Assistant, Associate, and Full Professor, as well as Department Chair, Vice Provost, and President of the University ( ). As if that was not sufficiently international, he has been a lead author since 1995 of Assessment Reports for the Intergovernmental Panel on Climate Change (IPCC). He was elected in 2008 as Vice-Chair of the Working Group III and re-elected in On behalf of AERE, Carlo has served as a member of the Board of Directors, and as Chair of the Selection Committee for the World Congress of Environmental and Resource Economists (WCERE) in 2006, 2010, and He served as Co-Editor of AERE s Review of Environmental Economics and Policy (REEP) and now serves as its editor-in-chief. Carlo Carraro has published more than 30 books and 200 articles. While the direction of causation is unclear, he has a high correlation between the international nature of his locations and the international nature of his research. He started in macroeconomic policy analysis, especially international games and coalitions in monetary and fiscal policies. He then proceeded to study international environmental negotiations, environmental technology policy with international competition, environmental taxation with imperfect markets or with unemployment, R&D cooperation, endogenous technical change, and European coordination on carbon policy.
