Public notice of the hearings will be provided in newspapers of broad circulation twenty days prior to the first hearing. Public notice will also be made available on the Board s website. Public hearings are an opportunity to hear from the public so that the Board and the parties have the benefit of public thoughts and concerns as the matter moves forward. Parties to the case are not required to appear and the public hearings are not a forum for debate or cross-examination. The presiding Commissioner or hearing officer typically permits the petitioner, Rate Counsel, and any other party wishing the opportunity, to read a brief opening statement into the record prior to opening the record up to hear from members of the public. The length of these opening statements will be carefully limited so as to ensure the maximum amount of time for the public to express their views.
