2 APTA Rail Transit CEOS DRAFT MINUTES Salt Lake City, UT June 21, Welcome and Introductions Chair Paul Jablonski opened the meeting with a welcome and introductions were made 2. Review Minutes Minutes from the February meeting of the committee were reviewed and approved. 3. President's remarks - Phil Washington discussed the reach and impact of Stand Up for Transportation Day. He also noted that APTA is engaged in an initiative on Career Pathways, with a consultant working on identifying pathways for the five hardest to fill positions in the industry. 4. Nominations Subcommittee Report - Gary Thomas reported on behalf of the nominations subcommittee. He moved to close nominations and a vote was called on the slate. Keith Parker was elected as chair, and Neil McFarlane as vice chair. Jablonski commented that he's been trying to orchestrate a more vibrant agenda by bringing forward to this committee some of the things that are happening in other committees, including the work of the full Rail Transit Committee. Keith thanked Paul for his service and looks forward to serving with Neil. 5. Operation Lifesaver - Joyce Rose addressed the committee to discuss competitive rail transit safety education grants that will be available through Operation Lifesaver. The OLI transit safety education grant cycle opens for applications on August 1, for these small grants for public education and outreach projects focused on safety on and around rail transit systems. FTA funds OLI to support transit safety education grants to agencies- $20,000 is the maximum per grant. Nineteen agencies in the last two years have received grants. Next grant cycle is August The program now has 1500 authorized volunteers in all 50 states; 40 entities now have volunteers. To become a volunteer participate in the training in Salt Lake City this week, or look for additional information on their website: OLI.org Keith asked what's driving this - Joyce has struggled to get FTA and FRA data to line up; speculated that it might be devices, and referenced a study of Emergency Room visits that demonstrate emergencies increasing related to devices. Grace Crunican asked what it would take to get the FTA and FRA data to align. Joyce responded that the new safety responsibilities at FTA are an opportunity to get this right. FRA data is pretty clear cut, tells a story, and is only about two months behind.

3 6. FTA s Safety Program - Linda Gehrke, FTA Regional Administrator in region 8 commented that data alignment is a good question to bring up at Monday's general session. It's been loud and clear to the FTA, and she will bring the message back to the safety team. Gehrke then presented a powerpoint on the FTA s safety program. They expect to roll out information on bus safety by the end of Buy America and ADA handbooks just came out. Grace Crunican noted that recruiting safety folks from aeronautics and highways still requires an onboarding. what makes sense for aviation doesn't necessarily make sense for railroads and/or for transit. Paul Jablonski - as FTA rolls out safety oversight they need to hold state entities feet to the fire for credibility. Better to be understaffed and well trained as opposed to overstaffed and undertrained -- and then lose credibility with the agency personnel. Keith Parker asked what is the role of the investigator? Gehrke: That hasn't been defined yet - there isn't a job description shared with her. 7. SOGR Martin Schroeder made a presented a powerpoint on state of good repair on rail and track infrastructure. He will send survey link to the entire committee. 8. CEOs Roundtable there was a brief roundtable with CEOs offering news from their properties. 9. Adjourn the meeting adjourned at 10 am.
