1 DIALOGUE AND COMMISSION ON ARCTIC CLIMATE CHANGE Aspen Commission on Arctic Climate Change Delegates Jack Belcher Manager, Government & Regulatory Policy, Shell Exploration & Production Company Jack Belcher is responsible for governmental affairs, issues management and regulatory policy for Shell s exploration and production business in the Americas. He has over 15 years of experience in energy public policy and communications. Prior to coming to Shell, he served as the Staff Director of the House Subcommittee on Energy and Mineral Resources of the U.S. Congress in Washington, D.C. This subcommittee has jurisdiction over energy and minerals production and activities on federal lands, including the offshore. Jack has also served as Deputy Director, Energy & Refining Policy for Hart Downstream Energy Services, a Washington, D.C.-based energy consulting firm and as its Deputy Director for Renewables and Special Energy Systems. He also served as Editorial Director for Hart Publications, an international energy publishing company, and as Hart s Washington Editor. He worked for the Independent Petroleum Association of America, Texaco Exploration and Producing Company, and the Republican National Committee. Steve Colt Interim Director, Institute of Social and Economic Research, University of Alaska, Anchorage Dr. Colt has studied and practiced energy and environmental economics in Alaska for 23 years with an emphasis on efficiency and non-fossil alternatives. He was the lead author of an analysis of the effects of the Bingaman-Specter climate change bill on Alaska, prepared for U.S. Senator Lisa Murkowski by the Institute of Social and Economic Research. He is currently assessing integrated wind-hydrogen energy systems for small, off-grid remote Alaska communities. Dr. Colt is the founding director of the University of Alaska Anchorage's environmental studies academic program. He has served on numerous boards and appointed working groups, including: Governor Tony Knowles' Oil and Gas Policy Council, Vice-Chair of the Alaska Natural History Association, Treasurer of the Alaska Center for the Environment, and the Alaska Land Use Council Land Use Advisory Committee under Governor Cowper. He is currently serving on the National Center for Ecological Analysis and Synthesis working group on Valuation of Marine Ecosystem Services. Paul Crowley Senior Attorney, Climate Law and Policy Center Since 1990, Paul Crowley has developed a practice in sustainable development law and policy. In 1995, Mr. Crowley moved to Iqaluit, Nunavut where he works with minority groups and Inuit organizations on a wide variety of social, cultural, economic, human rights 1

2 and environmental issues. Among others, Mr. Crowley has worked with Sheila Watt- Cloutier and the Inuit Circumpolar Council to document climate change impacts on Inuit in support of a petition to the Inter-American Commission on Human Rights. Mr. Crowley is currently Senior Counsel to the Qikiqtani Truth Commission which is investigating Government Inuit relations during the colonial period up to Mr. Crowley lives in Iqaluit, Nunavut with his family and has traveled extensively throughout the North, often with his dogteam. Bill Eichbaum Vice President and Managing Director, Marine Portfolio, WWF Before joining WWF in 1989, Bill Eichbaum was Undersecretary, Executive Office of Environmental Affairs for the Commonwealth of Massachusetts. He was also Assistant Secretary of Environmental Programs, Department of Health and Mental Hygiene for the State of Maryland, as well as serving in senior environmental management positions in Pennsylvania and the U.S. Department of Interior. Mr. Eichbaum is a Co-Founder and a member of the Board of the Moscow Center for Energy Efficiency (CENEf), and was instrumental in the establishment of energy efficiency centers in China, Poland, and the Ukraine. He established the Russia Biodiversity Project located in Moscow, which has evolved into the Russian Programme Office of WWF-International. He was a key participant in the Second and Third International Conferences on Environmental Enforcement held in Hungary and Mexico, respectively. Alf Håkon Hoel Norwegian Polar Institute, University of Tromsø Chair and Associate Professor, Department of Political Science, University of Tromsø, Alf Håkon Hoel is a political scientist whose research interests centers on resource management and environmental politics in international relations, in the polar areas in particular. His research has addressed international cooperation in the management of living marine resources, Arctic affairs, and international ocean governance. Recent publications include an edited volume on international oceans governance and articles on Arctic politics. Hoel was a lead author in the Arctic Climate Impact Assessment and is currently leading another Arctic Council project on the implementation of ecosystem-based oceans management. Hoel lives and works in Tromsø at nearly 70 degrees North, is chair of the Department of Political Science at the university of Tromsø and Professor II at the Norwegian Polar Institute. He also has broad experience from the policy world at the domestic as well as at the international level. Dan Hurley Senior Executive Officer & Advisor to the President, The University of Dan Hurley is Senior Executive Officer & Advisor to the President and Vice-Chancellor of The University of, Dr. Lloyd Axworthy, Canada s foreign affairs minister from 1996 to Dan is responsible for both the President s Office and the external affairs department, which coordinates the University s communications, marketing, events and alumni relations efforts. He is also involved in developing the University s new Richardson College for the Environment. Prior to his current post, Dan spent more than a decade in Ottawa working in the Canadian government under the administrations of former prime ministers Jean Chrétien and Paul Martin. He was chief of staff to Canada s former environment minister, Stéphane Dion, when Canada chaired the United Nations Climate 2

3 Change Conference in Montreal in Dan also advised cabinet ministers on environmental, Aboriginal and northern affairs, and has traveled to Canada s Arctic region on several occasions. Dan is a journalist and communications professional by training having worked as a reporter and producer for CBC Radio News, as a researcher for Canadian Geographic magazine, and as a public affairs officer for the Canadian Cadet Movement. He holds a Bachelor of Arts in Canadian Studies from the University of and a Master of Journalism degree from Carleton University in Ottawa, and is a member of the Canadian Public Relations Society. John B. Kelly III President, Prince Albert II of Monaco Foundation USA John B. Kelly III is president of the US branch of the Prince Albert II of Monaco Foundation. The foundation is building an international network to enable concerned people around the world to participate in its work on polar issues, biodiversity, and drinking water. He is also a managing director at PNC Capital Markets, LLC, the investment banking arm of PNC Financial Services Corporation, and a public finance investment banker who works with state and local governments to finance infrastructure and environmental projects. This work combines his interests in politics (he has been a Democratic committeeman since 1992), economics, and the environment. An accomplished rower, he is also president of Vesper Boat Club in Philadelphia, one of the most successful boat clubs in the country. Lisa Speer Director, Water and Oceans Program, Natural Resources Defense Council Lisa Speer is Director of the Water and Oceans Program at the Natural Resources Defense Council (NRDC), a non-governmental environmental organization with offices in the United States and China. Ms. Speer s work focuses on the conservation and management of marine biodiversity and fisheries in areas beyond national jurisdiction. She received her Master s degree from Yale University and her bachelor s degree from Mount Holyoke College. Invited Guests David Balton Ambassador, U.S. Department of State Ambassador Balton is responsible for coordinating the development of U.S. foreign policy concerning oceans and fisheries, and overseeing U.S. participation in international organizations dealing with these issues. He also oversees U.S. foreign policy relating to the Arctic and Antarctica. He has functioned as the lead U.S. negotiator on a wide range of agreements in the field of oceans and fisheries and has chaired numerous international meetings. In 2006, he served as President of the Review Conference for the 1995 United Nations Fish Stocks agreement. Ambassador Balton previously served for 6 years as Director of the Office of Marine Conservation in the Department of State and for 12 years in the Department s Office of the Legal Advisor. 3

4 Paul Berkman Scott Polar Institute, University of Cambridge Paul Arthur Berkman integrates science, policy and information technology with global perspectives that are relevant to the future of humankind. He is a Research Professor at the Bren School of Environmental Science & Management at the University of California Santa Barbara. He is also the Chief Executive Officer and co-founder of EvResearch LTD, which utilizes its patented Digital Integration System (DigIn ) for government, business and education applications. In , Professor Berkman received the prestigious Fulbright Distinguished Scholar award to conduct research at the Scott Polar Research Institute, University of Cambridge, on the governance of international spaces. Professor Berkman conceived the Antarctic Treaty Summit: Science-Policy Interactions in International Governance ( that will be convened at the Smithsonian Institution in 2009 on the 50 th anniversary of the signing of the Antarctic Treaty to identify its legacy lessons and stories in the interest of all mankind. Professor Berkman now serves as Chair of the International Board for this interdisciplinary project that has been endorsed by the International Council for Science and World Meteorological Organization joint committee for the International Polar Year with public and private funding. At the invitation of the University of Cambridge, Professor Berkman also has initiated a new interdisciplinary programme on Arctic Ocean Geopolitics. John Crump Polar Issues Coordinator, UNEP/GRID-Arendal John Crump provides strategic advice on polar issues to the United Nations Environment Program. He coordinates a global climate change program called Many Strong Voices, which links the Arctic and Small Island Developing States. John was Executive Secretary of the Arctic Council Indigenous Peoples' Secretariat in Copenhagen from He has been Executive Director of the Canadian Arctic Resources Committee, Manager of Government Relations for the Nunavut Planning Commission, one of the authors of the final report of the Royal Commission on Aboriginal Peoples, and Communications Advisor to the Premier and Cabinet in the Yukon Territory. John has also worked as a radio and print journalist. Ben Dillon Shell Exploration and Production Company Biography not available at the time of printing Chad English Director of Science Policy Outreach, COMPASS Chad joined COMPASS in January 2007 as Director of Science Policy Outreach, where he works to connect ocean conservation science and scientists to federal ocean policy and management discussions in Washington, D.C. He first came to Washington for a John A. Knauss Marine Policy Fellowship, which he served in the Senate Committee on Commerce, Science, and Transportation working on ocean and fisheries issues. Chad comes to COMPASS from the House Committee on Science, where he worked on legislation and oversight related to ocean science and federal ocean governance. He received a Bachelor's degree from the University of California at Santa Cruz and a Ph.D. in Oceanography from the Scripps Institution of Oceanography at the University of California at San Diego. 4

5 Paul Gibbard Director, Aboriginal and Circumpolar Affairs Division, Department of Foreign Affairs and International Trade Paul Gibbard joined the Canadian foreign service in Mr. Gibbard has had postings in Costa Rica, Mexico, and Cuba. In Ottawa, he has worked in the Caribbean, Mexican, and U.S. divisions of the Department of Foreign Affairs and International Trade, as the Deputy Director of the U.S. Transboundary Division. Before joining the Aboriginal and Circumpolar Affairs Division, he was a member of the Borders Task Force at the Privy Council Office. Prior to joining the Canadian Foreign Service, Paul Gibbard worked in a wide variety of positions in the non-profit, cooperative and business sectors, as President of the Board of The Big Carrot, Canada's largest natural food store and a worker cooperative. Maria Ivanova Director, Global Environmental Governance Project, Yale Center for Environmental Law & Policy Maria Ivanova is an assistant professor of government and environmental policy at the College of William and Mary and director of the Global Environmental Governance Project at the Yale Center for Environmental Law and Policy. Her research focuses on the role and effectiveness of the UN and the United States in international environmental affairs. Her recent work analyzes the history and performance of the architecture of international environmental governance, with a focus on the UN Environment Programme. A Bulgarian national, she has worked at the OECD in Paris and the Swedish Environmental Protection Agency in Stockholm. Tom Laughlin Deputy Head of the Global Marine Program, IUCN Thomas Laughlin comes to IUCN from one of IUCN s government agency members and key partners, the US National Oceanic and Atmospheric Administration (NOAA). As the Former Deputy Director Office of International Affairs, Tom brings a wealth of experience as an international negotiator to the Union s marine program as well as IUCN as a whole. Tom spent 28 years with NOAA as a U.S. government spokesman dealing with a wide range of marine topics, including land based sources of marine pollution, regional seas, Asia-Pacific Economic Cooperation (APEC) marine conservation and polar issues. He has served as chair for a number of working groups including a number of associated UNEP processes and the Arctic Council. Tom Laughlin holds a B.A. in political science from Yale University and an M.A. in political science from Northwestern University. Dawn Martin President, SeaWeb Ms. Martin joined SeaWeb in 2004 as Executive Director and became President and Chair of the Board in December Martin serves as a Principal for the COMPASS partnership and on the advisory committee of the Center for Health and the Global Environment at Harvard Medical School. She also sits on the Steering Committee as a founding member of the Global Forum on Oceans, Coasts and Islands that works to ensure implementation of the international ocean commitments made at the 2002 World Summit on Sustainable Development. As an effective advocate in public policy and political circles for more than 20 years, Martin brings a multi-disciplinary approach that builds on her skills as an attorney, strategic policy professional, communications specialist and ocean conservation expert. During the Clinton/Gore Administration she held several posts, including Associate Deputy 5

6 Administrator at the U.S. Environmental Protection Agency. She is the co-author of "Estuaries on the Edge: The Vital Link Between Land and Sea." Rodion Sulyzinga Chair of Board, Director, Center for Support of Indigenous Peoples of the North (CSIPN) Rodion Sulyandziga is Udege ( Forest People ), one of the smallest indigenous groups located on the Far East (Siberia) of the Russian Federation with their population totaling After graduating from Khabarovsk University, Rodion came back to his community and worked as a teacher and a principal for seven years. In 1997 he moved to Vladivostok city, the regional center, to work in the regional government as an advisor on indigenous issues. In 1998 Rodion was appointed coordinator of a joint Russia-Canada project on Institutional Building for Russian Northern Peoples (INRIPP). He then moved to Moscow to work at RAIPON headquarters. Russian Association of Indigenous Peoples of the North, Siberia and Far East (RAIPON) is umbrella organization of the 40 indigenous groups of the Russian Federation. Since 2001 Rodion has served as director of the Center for Support of Indigenous Peoples of the North (CSIPN/RITC). He has also continued his work for RAIPON to coordinate relations with UN agencies and Arctic Council activities. Since 2003 Rodion has served as a Board member of the Indigenous Peoples Secretariat in Denmark, working to facilitate the participation of Arctic indigenous peoples in Arctic Council work. Mead Treadwell Chairman, U.S. Arctic Research Commission Mr. Treadwell currently serves as Senior Fellow of the Institute of the North, founded by former Alaska Governor Walter J. Hickel. He served as the Institute s first full time Managing Director and Adjunct Professor of Business when the Institute was part of Alaska Pacific University. Treadwell's research at the Institute focuses on strategic and defense issues facing Alaska and Arctic regions, management of Alaska s commonly owned resources and integration of Arctic transport and telecommunications infrastructure. Brooks Yeager Special Advisor to the Commission Executive Vice President, Clean Air- Cool Planet, Climate Policy Center Brooks Yeager is the Executive Vice President of the Climate Policy Center, a Washington, D.C.-based NGO, which promotes effective policies for reducing global and national greenhouse gas emissions, and for national approaches to adaptation to unavoidable climate change impacts. As the Deputy Assistant Secretary for Environment and Development at the U.S. State Department from , he was the lead U.S. negotiator for the 2001 Stockholm Convention on Persistent Organic Pollutants (POPs). As Deputy Assistant Secretary for Policy and International Affairs, he worked with the State Department on the initial development of the Arctic Council, and led a number of administration efforts in Alaska, especially with regard to oil and gas development on Alaska s North Slope. From 2001 until 2005, Brooks was the Vice President of the Global Threats Program at World Wildlife Fund-U.S. In his capacity as Principal of Birdwell Strategies, an environmental consulting firm he founded, he worked on numerous projects focusing on climate change in the Arctic, and co-authored A New Sea: the Need for a Regional Agreement on Management and Conservation of the Arctic Marine Environment, published by WWF-International in October,

7 Leah Zimmerman Russia Program Director, Pacific Environment Leah Zimmerman is Russia Program Director for Pacific Environment. She is fluent in Russian. At Pacific Environment, Leah oversees all of the Russia Program s work, but has a particular passion for Lake Baikal, Kamchatka and Chukotka. Before joining Pacific Environment, Leah spent time working with nonprofit organizations in Siberia and the Russian Far East. In the Republic of Buryatia, she conducted environmental education work and taught English to university students. In Vladivostok, she volunteered at the Vladivostok Botanical Garden, spent time coaching university students on grant writing, and worked with Living Hope, an organization that rehabilitates street kids. Leah has a background in Christian ministry. She studied Russian language and International Relations as a Rotary Ambassadorial Scholar at Far Eastern State University in Vladivostok, Russia, and received her Bachelor of Arts in Russian and East European Studies at Yale University. Leah is originally from Michigan and in her spare time can usually be found coaching and playing soccer, cycling through the East Bay hills, or backpacking. 7
