2 Following last year s case study approach to the differences between US and EPO practice, this year Congress takes a close look at International and European aspects of drafting, interpretation and enforcement. Networking has always been an important aspect of the CIPA Congress and this year additional events have been built in and around the main business programme, including a range of optional cultural and sporting activities. Delegates able to get to London on Wednesday will have the opportunity of joining the Institute s Council and members for their monthly Happy Hour - complimentary drinks - at a traditional city pub, followed by a guided walking tour of local historic sights. On Thursday evening the Congress Dinner will feature a guest speaker, live entertainment and other activities. The Thursday morning plenary session will focus on best practice for applications drafted in the UK and filed internationally and includes an interactive drafting workshop exploring the art of description drafting. The issues facing IP users will be examined with speakers on IP systems in US, China and Australia, highlighting important differences from UK and European practice, as well as any prospects for significant law changes affecting practice and business. The Thursday afternoon plenary session will focus on US law relating to claim construction, by conducting a mock Markman hearing before a serving US Judge. This session has been arranged with the generous assistance of the AIPLA. An expert commentator will explain the principles and guide the audience through the process. A UK Deputy Patents Court Judge will provide a UK Court perspective and panellists will discuss issues, including implications for drafting and how to get the best results from UK and European originating applications in the US. Friday s plenary sessions will concentrate on European issues, with practical tips for procedures before the EPO and OHIM and reactions to the latest news from key European speakers and commentators. The morning will include a discussion of the entry into force of EPC 2000, highlighting the many new features in the grant procedure and other changes to be taken account of by practitioners. An expert panel including officials and representatives from Industry and the IP profession will consider the impact of major developments in European legislation on IP users. The law may differ from country to country, but in the UK since Kirin-Amgen and in the US since Phillips v AWH, the description has become a significant, and in the US dominant, source of interpretive guidance. The workshop will focus on a simple mechanical invention, with introduction and claims provided.
