Partner, Bowditch & Dewey, LLP, Worcester, MA Bob Cox works on a wide range of environmental matters, providing clients with advice on compliance and enforcement relating to water, wetlands, air, hazardous waste, solid waste, and other matters before the Environmental Protection Agency (EPA), Massachusetts Department of Environmental Protection (MassDEP), and local regulatory boards. Baird Financial Management Principal Consultant and Infrastructure Asset Management Specialist, MWH Global / Hawksley Consulting Greg Baird is a principal with MWH Global/Hawksley Consulting and specializes in utility long-term financial planning, rate setting, infrastructure asset management, and capital funding strategies for municipal utilities in the U.S. Mr. Baird has recently been defining affordability issues for utilities working with the U.S. Conference of Mayors on EPA financial capacity assessments. Ned Bartlett Undersecretary, Executive Office of Energy and Environmental Affairs, Commonwealth of Massachusetts Ned Bartlett was named Undersecretary of the Executive Office of Energy and Environmental Affairs in February Mr. Bartlett previously served as a Partner at Bowditch & Dewey, LLP as an environmental and land use attorney focusing his practice on environmental compliance and permitting, real estate development, renewable energy projects and associated litigation. He provided legal advice on a wide range of regulatory matters and regularly represented clients in hazardous waste, solid waste, wastewater, drinking water, and wetlands matters before regulatory authorities. Mr. Bartlett has extensive experience with individual and general NPDES permitting and enforcement. He represented a Massachusetts state agency in a series of investigations, permitting, and enforcement actions filed by EPA under the Clean Water Act concerning storm water management in the lower Charles River. Prior to private practice, Ned served as an attorney in a number of environmental and state agencies, and as Special Assistant Attorney General for the Office of the Attorney General of Massachusetts. Mr. Bartlett was selected as a 2006 recipient of the "40 Under Forty" Award by the Worcester Business Journal and was awarded the 2007 NAIOP Public Service Award for MassHighway Access Regulations. He was selected by his peers for inclusion in The Best Lawyers in America in the fields of Environmental Law and Litigation Environmental. Matthew A. Beaton Secretary, Executive Office of Energy and Environmental Affairs, Commonwealth of Massachusetts Secretary Matthew A. Beaton oversees the Commonwealth's six environmental, natural resource, and energy regulatory agencies: the Departments of Environmental Protection, Public Utilities, Energy Resources, Conservation & Recreation, Agricultural Resources, and Fish & Game. He also serves as Chairman of the Massachusetts Water Resources Authority, the Energy Facilities Siting Board, and the Massachusetts Clean Energy Center. Prior to his appointment to the cabinet post at Energy and Environmental Affairs, Secretary Beaton served as a State Representative for the Eleventh Worcester district. Elected in 2011, he was a member of the committees on Ways and Means; Environment, Natural Resources, and Agriculture; and Ethics. In the private sector, Secretary Beaton has worked as an environmental engineer and sustainability consultant. He is the former owner of Beaton Kane Construction, a green building and energy efficiency consulting company that focuses on building energy efficient homes. Secretary Beaton earned an undergraduate degree in biotechnology from Worcester Polytechnic Institute and a master's degree in energy and environmental analysis from Boston University. He and his wife, Laura, live in Shrewsbury with their two young children. 2
3 Bethany A. Card Deputy Commissioner, Policy and Planning, Massachusetts Department of Environmental Protection Beth Card is the Deputy Commissioner for Policy and Planning at the Massachusetts Department of Environmental Protection, a position she was appointed to in March In this role, she oversees regulatory and policy matters on behalf of the Department. Ms. Card joined MassDEP in November 2011 as the Assistant Commissioner for the Bureau of Water Resources (BWR), where she was responsible for programs related to protecting critical water resources by controlling pollution, safeguarding public drinking waters supplies, ensuring public access to the waterfront, and administering revolving loan programs that help the state's towns and cities improve their environmental infrastructure. Among her priority projects, Ms. Card coordinates the implementation of revised water management regulations, an effort that is geared toward balancing competing human needs for water and the long-term health of Massachusetts rivers and streams. In addition, she played a key role in overseeing MassDEP s regulatory reform initiative. Most recently, she has been a part of the MassDEP team working with the Cape Cod Commission and EPA Region 1 on the update to the Section 208 Area-Wide Management plan for Cape Cod. Prior to joining MassDEP, Ms. Card was the Director of the Water Quality Division for the New England Interstate Water Pollution Control Commission (NEIWPCC), a Congressionally-authorized interstate commission that works with the New England States and New York State on coordinating Clean Water Act and Safe Drinking Water Act programs. Early on in her career, Ms. Card spent several years working for the New Hampshire Department of Environmental Services in the wetlands and source water protection programs. She has a Bachelor of Arts degree from the University of New Hampshire and a Juris Doctorate from the Massachusetts School of Law. Robin L. Craver Town Administrator, Town of Charlton Robin Craver has been the Town Administrator in Charlton for nearly 10 years. She is a co-founder of the Central MA Regional Stormwater Coalition and continues to serve on the Steering Committee. She was appointed as the Chairman of the Mass Municipal Association s Energy & Environment Policy Committee and is the Vice Chair of the Central MA Regional Planning Commission s Legislative Committee. Ms. Craver lives in Webster where she is also active in the Webster Lake Association to raise funds for weed treatment. Jamie Eldridge Senator, Massachusetts State Senate Middlesex and Worcester District Jamie Eldridge has served as State Senator for the Middlesex and Worcester district since January Previously, Senator Eldridge served as State Representative for the 37th Middlesex district, after being elected the only Clean Elections candidate to public office in Massachusetts history in November Since then, Senator Eldridge has focused his energies in the House and in the Senate on enhancing public education, stimulating the economy, promoting campaign and ethics reform, protecting the environment, improving public safety, expanding access to health care, and improving public transportation. Senator Eldridge is a graduate of Johns Hopkins University and Boston College Law School, where he served as President of the Public Interest Law Foundation (PILF) for two years. Prior to his election as State Representative, Senator Eldridge worked as a public interest attorney with Merrimack Valley Legal Services in Lowell, a non-profit organization that provides free legal services to the poor and the elderly. As a public interest lawyer, he also worked to help low-income residents with issues of housing, Social Security, disability, and unemployment. over 3
4 Glenn Haas Client Services Manager, Brown and Caldwell Glenn Haas has been with Brown and Caldwell for over four years where he is a Client Services Manager. Mr. Haas provides technical, regulatory, permitting, and compliance guidance and advice on multiple projects including projects for Worcester, Boston Water and Sewer Commission, Revere, Brookline, and Braintree. Prior to joining Brown and Caldwell, Mr. Haas had 40 years of environmental expertise and regulatory experience with MassDEP, managing all aspects of the state s water programs, including the State s TMDL and NPDES programs. He also served on several national committees for Water Environment Federation (WEF) and numerous committee and leadership roles for the New England Water Environment Association (NEWEA). He was an Assistant Commissioner when he retired. Mr. Haas has a bachelor s degree in civil engineering and a master s degree in environmental engineering from Northeastern University. John C. Hall President, Hall & Associates; Executive Director, Center for Regulatory Reasonableness John Hall is the President of Hall & Associates and Executive Director of the Center for Regulatory Reasonableness, both located in Washington, DC. His practice specializes in the resolution of complex Clean Water Act issues through application of state-of-the-art scientific analysis, legal advocacy, and innovative regulatory implementation. Mr. Hall is a nationally recognized expert on water quality standards and NPDES permitting issues. He has represented municipal interests in over 45 states including numerous New England communities. Mr. Hall has degrees in mathematics, environmental engineering, and law. He has been a persistent advocate for common sense and cost-effective environmental regulation. Chris Hornback Senior Director of Regulatory Affairs, National Association of Clean Water Agencies Chris Hornback joined the National Association of Clean Water Agencies (NACWA; formerly the Association of Metropolitan Sewerage Agencies or AMSA) in April 2001, and is currently Senior Director of Regulatory Affairs, responsible for formulating NACWA s regulatory policy. Mr. Hornback oversees the Association s efforts related to water quality, biosolids, and utility management and manages NACWA s regulatory affairs team. Mr. Hornback coordinates the activities of six standing committees and workgroups and manages the Association s Targeted Action Fund. Prior to joining NACWA, Mr. Hornback worked as a Senior Associate with Booz/Allen/Hamilton, a multinational management consulting firm. During his five years with Booz/Allen/Hamilton, Mr. Hornback specialized in the areas of hazardous waste management, solid waste management, underground storage tanks, risk management planning, and clean water issues. Mr. Hornback has a B.A. in Environmental Science from the University of Virginia. Bob Rafferty Senior Project Manager, Environmental Partners Group, Inc. Bob Rafferty is a professional engineer and senior project manager at Environmental Partners Group, Inc., a civil and environmental consulting engineering firm. He graduated from the University of Massachusetts-Lowell with a Bachelor of Science degree in Civil Engineering and a Master of Science degree in Environmental Engineering. Mr. Rafferty has over 20 years of engineering experience and has led projects related to comprehensive planning, stormwater issues, wastewater design, and general utility infrastructure improvements. Most recently, Mr. Rafferty has been managing the stormwater programs for several communities of various sizes and training the municipal managers of the 4
5 Southeastern Massachusetts Stormwater Collaborative on the requirements of the 2014 Draft MS4 permit. Kerry Reed, P.E., LEED AP Senior Stormwater and Environmental Engineer, Department of Public Works, Town of Framingham Kerry Reed is the Town of Framingham s Senior Stormwater and Environmental Engineer in the Town s Department of Public Works. Ms. Reed has over 14 years of experience leading projects with a focus on water resources, stormwater management, environmental services, and sustainability projects. Her project experience includes watershed assessment and management planning, nonpoint source pollution prevention, stormwater infrastructure inventory and assessment, Best Management Practices (BMP) analysis, permitting, monitoring, and stormwater program management for NPDES permits. Ms. Reed is a Professional Engineer registered in Massachusetts, as well as a LEED Accredited Professional. Ms. Reed holds a master s degree in environmental engineering from the University of Missouri - Rolla and a bachelor s degree in environmental engineering from the United States Military Academy at West Point. Thomas J. Ritchie III Senior Project Manager, Program Director, Kleinfelder, Inc. Tom Ritchie is a Senior Associate and Senior Project Manager working with Kleinfelder, Inc. out of their Cambridge office. He has over 20 years of planning, design, and construction experience on large urban infrastructure improvements and wet weather programs including for the Greater Lawrence Sanitary District, Cambridge, the Boston Water and Sewer Commission, Nashua, NH, in Providence, RI, and for the Springfield Water and Sewer Commission (SWSC). In the past 10 years, Mr. Ritchie has managed over 25 CSO, wet weather, and urban infrastructure improvements projects including for the past 3 years as the Springfield Water and Sewer Commissions CSO and Collection System Engineer Program Director. He also has extensive experience with Asset Management and its application as a tool in supporting the development of balanced infrastructure planning. Mr. Ritchie further brings a balanced approach to solving many infrastructure improvements challenges including the use of trenchless rehabilitation technologies, trenchless installation technologies, and the traditional cut and cover approach. He has been extensively involved in projects during their entire life cycle starting with planning, through design and bidding, through construction and finishing with post-construction monitoring and reporting. Mr. Ritchie has a B.S. in Civil Engineering from Northeastern University. Joshua Schimmel Director, Wastewater Operations, Springfield Water and Sewer Commission Joshua Schimmel is the Director of Wastewater Operations for the Springfield Water and Sewer Commission and has 21 years of experience in the wastewater industry. He has a Bachelor of Science degree from the University of Massachusetts in Environmental Science. Mr. Schimmel has managed Springfield s Combined Sewer Overflow Program for the past decade and has extensive experience with federal and state regulatory requirements governing Combined Sewer Overflows and wastewater collection systems. He is an active member of WEF and NEWEA and has a Grade IV Collection System Certificate and a Grade 4M Wastewater Operators License. Matthew Travers, P.E. Vice President, Northeast Regional Manager, MWH Global Matt Travers is MWH s Northeast Manager and currently serves as the Program Manager on the Springfield Water and Sewer Commission Integrated Wastewater Plan program. He supervises teams over 5
6 of engineers performing Integrated Plans in EPA Regions 1, 3, and 5 at both the planning and programmatic levels.
