1 Craig is Managing Director of AECOM NZ and an accomplished leader in the infrastructure field, bringing skills and experience strongly suited to supporting and driving the strategic priorities of INZ. He has held a range of senior leadership positions at AECOM and has overseen the successful delivery of projects in New Zealand, Australia, Asia, America and the United Arab Emirates. Craig places value on industry relationships highlighted by his 6 years as a member of the ACENZ leadership team including three years as a board member. He is a member of the AECOM diversity and inclusion taskforce and is committed to driving greater diversity across the New Zealand infrastructure industry. Craig Davidson AECOM (Auckland) AECOM is an infrastructure leader and brings a unique global perspective to any infrastructure industry conversation. Craig drives AECOM s firm and consistent support of the value brought by Infrastructure New Zealand. He ensures ongoing partnering with Infrastructure New Zealand, as well as supporting the organisation s growth and development. Finance is an integral part of delivering infrastructure, and connects parties across the entire infrastructure sector. Laura would bring to the Board her complex problem solving skills and analytical approach (as demonstrated on PPPs and pathfinder transactions) and strategic leadership that is necessary for a rapidly changing sector, and would represent views from her broad network across the sector (not just finance). Laura Harris Bank of New Zealand (Auckland) Laura was instrumental in establishing BNZ s Project Finance team and BNZ and National Australia Bank s ( NAB ) export credit agency business, and with over 12 years of structured finance experience, now leads the BNZ Project Finance team. Laura has been involved in all the NZ PPP transactions to date (leading the bank syndicates on Wiri Prison, Transmission Gully and NZ Schools 3 PPPs), several transactions in Australia with NAB, and various other social housing, university accommodation, housing and urban development, and renewable energy transactions. Laura also leads BNZ s Infrastructure Strategy, across the bank s Partners (wholesale) and Retail divisions, as part of NAB s broader Infrastructure Strategy, and aligning with NZ government s focus. Based in Wellington, Karen is Executive Consultant and Location Lead for Advisian NZ, the independent consulting arm of the WorleyParsons Group (energy, resources and infrastructure). She has successfully held senior and executive level positions within the public and private sectors and is a well-respected leader in complex, high profile infrastructure procurements and commercial negotiations. Over the last ten years, Karen has led some of NZ s largest public-sector infrastructure projects from the decision to invest through procurement to delivery; pathfinder PPP prisons, roads and public housing. She is currently leading the Treasury s process, alongside HNZC and the Ministry of Housing and Urban Development to renew public houses in Porirua in partnership with Ngāti Toa, and providing advice to Joint Sponsors of the City Rail Link Project in Auckland as part of an assurance role. Karen Mitchell Advisian (Wellington) Karen is very aware of the significant infrastructure task ahead for NZ and the challenges this presents. With her in-depth understanding of the government sector and her end to end experience of infrastructure project delivery, Karen is uniquely placed to bring fresh insight to the Board of Infrastructure New Zealand.
2 Wayne is the Commercial and Business Manager for HEB with over 40 years of experience across most aspects of the commercial building and civil infrastructure sectors predominantly within New Zealand. He is a Chartered Professional Engineer and a Fellow of Engineering New Zealand. He has a broad and detailed understanding of the requirements for design, procurement and delivery of complex infrastructure projects and is particularly interested in supporting the Infrastructure New Zealand Top Ten Policy Priorities for 2018 and beyond. The priorities related to procurement, project pipeline and procurement practices, scale development of infrastructure and consolidation of water services delivery align well with his experiences. Wayne Raymond HEB Construction Ltd (Auckland) As a senior executive with Hawkins Construction, Fletcher Construction and currently HEB Construction, Wayne has lead the strategy development and planning for and delivery of a wide variety of infrastructure projects. For more than 20 years I have led advocacy and stakeholder engagement for public and privately owned New Zealand infrastructure organisations in the energy, water and telecommunications industries. From the infrastructure failure of the 1998 Auckland CBD power crisis to the introduction of the Waikato pipeline and my current role at 2degrees, I ve seen how critical infrastructure is to our quality of life. In my current role the focus has been on creating the regulatory conditions that have enabled private equity investment in a competitive national mobile network that has stimulated world-class outcomes for businesses and consumers. Although telecommunications is not represented on the board, it is a lead infrastructure area that can enable even greater economic outcomes. I would help drive Infrastructure New Zealand priorities such as RMA reform and the resilience of strategic networks, which are highly relevant to the sector. Mathew Bolland Two Degrees Mobile Limited (Auckland) Graeme Johnson Fulton Hogan (Christchurch) If elected, I would champion the issues facing the wider telecommunications industry, while bringing broad experience from adjacent infrastructure industries to the table. Graeme is Chief Executive of Fulton Hogan New Zealand, with over 15 years experience in prior roles including design engineering, project management and general management of associated multi-disciplinary civil contracting and materials supply chain businesses. He is particularly interested in policies to promote a healthy industry through certainty of the project pipeline and effective procurement. Graeme has extensive experience in the procurement, establishment, management and governance of large civil construction projects and O&M undertakings, that are carried out under a wide range of traditional and collaborative contracting models across New Zealand and the South Pacific. Graeme has a proven ability to lead and motivate teams to achieve excellence in delivery, maintaining strong relationships with clients and external stakeholders, and is particularly interested in unlocking value through collaborative approaches that drive best for project outcomes through the application of diverse, skilled and innovative teams to provide great solutions for clients and stakeholders. Graeme is a Chartered Professional Engineer, a director of Southern Aggregates Ltd, Stevensons Aggregates Ltd, Stevensons Concrete Ltd and is a member of the Industry Advisory Board for the Department of Civil & Natural Resources Engineering at the University of Canterbury.
3 Robyn Gillespie is an experienced and energetic leader in Operations, Business Services and IT. Robyn s experience spans both the Construction and Consulting industries and she has extensive governance experience in both commercial and government. Robyn is a member of the WSP Global IT Governance Board, creating global strategy for the wider-wsp group. In her current role, Robyn is General Manager Operations and IT.. Her portfolio includes Procurement, Quality, Property and Business Process in addition to IT responsibilities. She is a member of the Executive team and is passionate about infrastructure both in natural and built forms - and the impact the industry has on the communities it serves. She has experience in delivering projects using Artificial Intelligence (AI) and Machine Learning, helping to drive sustainable business growth and transformation. Robyn Gillespie WSP Opus (Auckland) Robyn joined WSP Opus in 2015 and prior to that she held the role of GM of IT at Downer for five years. In her 30-year career, she has held several other senior IT and operational roles in a range of sectors including Construction, Telecommunications, Government and Global IT vendors. As the Business Development Manager of CPB Contractors NZ operation, I am responsible for growing the business s footprint across the civil construction and building markets. Through working for a number of blue chip infrastructure providers I ve maintained an ongoing commitment to Infrastructure New Zealand lasting over 10 years. I would bring a wealth of relevant experience to the Board that crosses a range of infrastructure sectors including Contracting, major civil projects, rail engineering, building, outsourced services and infrastructure investment. That broad exposure to the market allows me to bring balance and objectivity to support the aims of the industry and champion efficient project delivery. Although my background is principally in Contracting, I am passionate about promoting the wider infrastructure sector for the benefit of all Infrastructure NZ Members! Mark Davies CPB Contractors (Auckland) Tracey Ryan Beca (Auckland) Tracey is the Transport and Infrastructure Clients and Markets Director at Beca. Prior to that she was the Managing Director of ERM NZ and the Director for Sustainability and Climate Change at EY. Tracey is a hydrogeologist by training with 23 years of international professional services experience. She has been involved with many high profile overseas PPP and project finance transactions including Perpignan to Figueres High Speed Rail Line, Madrid Calle 30 Highway PPP, London Underground PPP, Gdansk Port Development and Hyderabad International Airport. She has broad experience across governance, leadership, strategy and operations. In her current role, Tracey is part of Beca s leadership team for Urban Growth and Regional Transformation - which aspires to realise the potential of our cities and regions and deliver sustainable and integrated customer centric solutions. She is passionate about motivating and inspiring young women to choose careers in STEM. She coaches and mentors emerging leaders, and is on the advisory board for NZ Women s Infrastructure Network (WIN). She has also held directorship roles in not-for profit foundations and at local schools. Tracey s wealth of diverse experience and networks gives her a great understanding of infrastructure enabling outcomes in a rapidly changing environment.
4 Mei Fern is a partner and board member at law firm Russell McVeagh, and an advisory board member for Totum Limited (a software provider in the oil and gas sector). Her practice is focussed on infrastructure, energy, investments and technology. With almost 20 years experience, she has been a lead adviser for the firm on key infrastructure projects covering contracting, facilities management, infrastructure development and project finance (including PPPs). Her work has spanned the railways, water, electricity, oil and gas, transport and defence sectors. She works with both private and public sector participants, and also provides expert advice in major procurement and tendering processes. Mei Fern Johnson Russell McVeagh (Wellington) With Mei Fern s broad experience in the infrastructure industry, she will bring the perspectives of a contractor, an owner, an investor, a funder and an operator, all of which can play a key part in helping to promote the provision of world class infrastructure by both the public and private sectors for the benefit of New Zealanders. Chris Allen is the General Manager Development for Hamilton City Council and is responsible for the strategic long-term planning and development of the 3 waters and transport networks in addition to recently accepting accountability for delivery of the full Hamilton City Council capital programme. Chris is a civil engineer with 35 years experience in all aspects of infrastructure planning, delivery and management. Prior to Hamilton City Council he was the Regional Manager Waikato/Bay of Plenty for Transit NZ, now the New Zealand Transport Agency. Chris Allen Hamilton City Council (Hamilton) Ralph Ellis Aurecon (Auckland) Chris is actively involved in the Hamilton City Council management team exploring new ways to deliver infrastructure required to support the rapid growth that is occurring in and around Hamilton and through to Auckland. He participated in the recent Infrastructure New Zealand delegation to the USA looking at planning, funding and enabling city growth. This experience has highlighted to him the opportunity for positive change in how we plan and deliver infrastructure in New Zealand and the importance of advocacy for this change from all quarters including local government. Ralph leads Aurecon s Programme and Project Management team in New Zealand and is a seasoned professional with extensive experience in the infrastructure and development sector gained over 25 years with developers, contractors and consultancy firms. He started his career as a Quantity Surveyor and subsequently moved into the Project and Development Management fields, where he has worked globally. Ralph has sat on the board of a professional institution and has been a Non-Executive Chair for SME engineering consultancy prior to moving to New Zealand. His career has afforded him a good understanding of the importance of governance from a strategic perspective and practical implementation at organisational level. Ralph will support and promote Infrastructure NZ s vision, having had the opportunity to work on projects which have had a positive social impact. Electing Ralph to the board will allow him to make a meaningful contribution to Infrastructure NZ. He will support the provision of better outcomes for New Zealanders in helping shape the direction of policy for all infrastructure. As a board member I will aim to ensure Infrastructure NZ continues to have a positive effect on my new home, New Zealand.
5 Onno Mulder Citycare Group (Christchurch) Onno brings to the Board of Infrastructure New Zealand over 30 years experience in the infrastructure, engineering and contracting industries, and a forward-focused passion for advancement across the infrastructure sector, best practice within industry and progress via technology and innovative solutions. His career has focused on maintenance and construction of water networks, roading systems, facilities maintenance and management, and latterly ports management. Onno is currently CEO of Citycare Group and a Director of PrimePort Timaru and Habitat for Humanity. His appointment in January as Director to the PrimePort Board a 50/50% owned company by Port of Tauranga and Timaru District Holdings has enabled Onno to expand his infrastructure industry expertise into ports management. Onno has a collaborative style and believes in building solid relationships with clients and industry bodies; he has an ongoing commitment to improving infrastructure services across the country. Past governance positions include Chairman of SCIRT (Stronger Christchurch Infrastructure Rebuild Team), Director of Apex Environmental Ltd, the Environmental Training Academy, Roading NZ and Water New Zealand. Peter Reidy joined Fletcher Construction as Chief Executive Construction on 29 October Prior to joining Fletcher Construction, Peter was Chief Executive of KiwiRail, New Zealand s National Rail & Ferry, Infrastructure and Freight & Tourism business. Prior to KiwiRail, Peter held a number of senior leadership roles with Downer Group in both New Zealand, Australia and Singapore, including Board roles on the KeolisDowner Joint Venture operating Yarra Trams in Melbourne, Gold Coast Light Rail and also held senior leadership roles with Todd Energy and Freightways New Zealand. Peter brings to Fletcher Construction a successful track record of leading and building service and infrastructure-based businesses in the transport, logistics, energy, construction and mining sectors in Australia, New Zealand, Asia and the United Kingdom. Peter Reidy Fletcher Construction (Auckland) Peter is a passionate leader focussed on health & safety, customer engagement, people and culture. Based in Tauranga and Auckland, and with over 33 years of experience in the industry, Dave brings a solid board membership background that, aside from policing and oversight functions, enables him to offer a different perspective on the infrastructure delivery environment and the innovations in that environment. He has a reputation for applying sound business judgment, bringing clarity to board membership roles and helping members to think through long term strategy and objectives. He clearly understands that governance is not just compliance, strategy is not just a budget and risk management is not just risk avoidance this understanding will enable Dave to provide strategic guidance in ensuring the long term sustainability of Infrastructure New Zealand. Dave Proctor GHD (Tauranga) As Market Leader Transport at GHD, and part of the New Zealand Management Group, he is at the forefront of understanding the Transport and Infrastructure sector challenges. Brining his extensive experience of working across some of New Zealand s major projects, he will provide the Board with in-depth technical expertise, as well as being able to spot and understand market trends in the industry. Strongly collaborative in his approach, Dave also has a passion for ensuring diversity across and within teams.
6 Duncan brings a wide perspective of the infrastructure industry founded on 26 years working across urban regeneration, social infrastructure, 3 waters, transport and building as a client, consultant and contractor. He has a passion for developing teams and solutions to solve how we can best deliver high quality infrastructure for New Zealand. Duncan Kenderdine Downer NZ (Wellington) He works across a wide range of delivery models such as Alliances, Design and Construct, PPPs, Build. Duncan is the Executive General Manager of Strategy and Development at Downer New Zealand. He has responsibility for engaging with a wide range of stakeholders, including central and local government, iwi, private developers, funders and designers across all components of the infrastructure sector. Good procurement practice and collaborative solutions are a focus. His strong project Board governance on the likes of Central Plains Water sit well with the drive to overcome ever increasing challenges of the infrastructure industry: resource availability and reuse, changing weather patterns, the need for innovative funding solutions, and broadening the workforce diversity and skill level. I am the lead partner Corporate Finance Advisory Services for Deloitte in New Zealand and I am based in Wellington. This part of our business includes commercial, financial and economic advisory services. As part of this role I am also lead partner for Deloitte Access Economics in New Zealand. I specialise in helping clients make some of their most complex decisions, using financial and economic value-based analysis. I have developed particular expertise in relation to infrastructure investment where I am often asked to advise clients on which investment option or funding model is best economic value, and is financially affordable. I have also provided advice to support policy development for central and local government agencies including the Treasury, Ministry of Transport and Wellington City Council. Linda Meade Deloitte (Wellington) I am a passionate advocate for increased diversity and inclusion, particularly in the infrastructure sector - so I have been delighted to be part of the growth of WIN. One economics project I am particularly proud of is the analysis we did for Westpac of the potential economic impact to New Zealand from moving to having equal number of women in leadership roles. Karl is a passionate New Zealander and believes provision of efficient infrastructure is vital for growth of the productive sector and positive social and environmental outcomes. Karl is responsible for the Resources, Energy and Infrastructure business at ANZ and has played a central role in ANZ s support for the infrastructure sector, including being premier sponsor to the Building Nations Conference since He is responsible for financing a diverse set of companies from electricity, construction, telecommunications, water, education, PPP s, central and local government, and oil and gas. Karl has many career highlights in the infrastructure sector including: involved in all of the NZ PPP transactions; financing over 600MW of renewable generation; financing of $450m Central Plains irrigation; financing the generation of carbon credits, and; several iwi and social projects. Karl Nicholson ANZ (Auckland)
7 Infrastructure New Zealand Board Appointment 2018 Karen West is the General Manager - People and Communications and is a highly experienced senior infrastructure executive with global experience in marketing, brand, communications and client relationships. In 2017 Karen became the first non-engineering executive director to be appointed to the Harrison Grierson Board. This milestone appointment reflects Karen s abilities, particularly strategic planning and leadership. Karen has played a major role in the company s transformation, leading the focus on clients and service delivery, with a cultural change to people-directed values and practices. Karen West Harrison Grierson (Auckland) Karen would bring to the Infrastructure New Zealand Board a unique combination of diversity of thought and a sound general knowledge of the infrastructure industry. As a non-technical industry professional and an executive director, her strategic strengths and innovative thinking recognise the fast-changing environment New Zealand faces and the need to challenge, assess and provide clear directions on issues, while working with others to achieve successful outcomes.
