1 MACRUC 22nd Annual Education Conference Speaker Biographies (Submitted by deadline) Barrus Wm. Brett Brett Barrus is a Senior Policy Advisor in the American Petroleum Institute s Midstream and Industry Operations Group. Mr. Barrus is primarily engaged in API s work on natural gas infrastructure including pipelines and underground storage. Mr. Barrus also is responsible for API s efforts on the transportation of petroleum products by rail. Mr. Barrus joined API in 2016 when America s Natural Gas Alliance (ANGA) was dissolved and its mission to promote the demand for and use of natural gas was combined into API. At ANGA, Mr. Barrus led the association s efforts regarding natural gas infrastructure development and industrial demand as Director of Market Development. Prior to his position at ANGA, Mr. Barrus worked on a number of oil and gas policy issues including oil and gas transportation, LNG and crude exports, and hydraulic fracturing, as part of exploration and production company, Statoil s U.S. Policy and Political Affairs team. Before working at Statoil, Mr. Barrus was a Policy Advisor for the firm Brownstein, Hyatt, Farber, Schreck, LLP engaged on variety of energy-related issues. Mr. Barrus is a native of Utah and has an Honors Bachelor of Science from the University of Utah. He has a Juris Doctor degree from George Mason University School of Law with a focus on regulatory law. Mr. Barrus lives in Virginia with his wife, Stephanie, and their two children. Bonney Paul Bonney served as Senior Vice President and General Counsel of Constellation from , and before that as Vice President of Regulatory Affairs and General Counsel at PECO. Bonney was Vice President and Deputy General Counsel-Regulatory of Exelon from 2001 to Prior to joining PECO in 1990, Bonney was an associate at Morgan, Lewis & Bockius and a law clerk to the Honorable Edward N. Cahn, U.S. District Court for the Eastern District of Pennsylvania. Bonney also worked for National Economics Research Associates, an economic consulting firm in Washington, D.C., and at the Chicago Board of Trade. Education: Law School: Georgetown, College: Duke. Chivukula Upendra Upendra J. Chivukula was nominated by Governor Christopher J. Christie as a Commissioner to the N.J. Board of Public Utilities on September 18, 2014 and confirmed by the Senate on September 22, Prior to his nomination, Upendra served in the NJ Assembly, where he served as chair of the Assembly Telecommunications and Utilities Committee; Vice Chair of Homeland Security and State Preparedness, Commerce and Economic Development, and Environment and Solid Waste. Upendra was also a founding member and Co-Chair of the NJ Science & Technology Legislative Caucus and the NJ World Languages & International Studies Legislative Caucus. Upendra was a Deputy Speaker of the New Jersey General Assembly for7 years. Before becoming a state legislator, Upendra served as Mayor of Franklin Township for a year and on Town Council for another seven years. Upendra also served on the National Council of State Legislatures and on the Council of State Governments. 1

2 Counihan Rick Rick Counihan is Head of Energy Regulatory and Governmental Affairs for Nest Labs, the maker of the Nest Learning Thermostat. Rick has over 25 years of experience in the energy and utility fields, with employment stints in state, local and federal government, as well as the private sector. Prior to Nest, Rick was Vice-President of Government Affairs for EnerNOC a leader in demand response and energy management services for the commercial and industrial sectors for 8 years. Before EnerNOC, Rick was Vice President at the Electricity Innovation Institute (E2I), a nonprofit research institute affiliated with the Electric Power Research Institute (EPRI) to build public/private partnerships to improve the nation s electricity systems and an early research center on the Smart Grid. Rick also worked in regulatory affairs for five years with Southern California Edison. Rick has a B.A. in Economics from Pomona College and a Masters in Public Policy from Harvard University. Doerr Heike Ms. Doerr is a Principal Analyst with Regulatory Research Associates, an offering of S&P Global Market Intelligence, where she spearheads the firm's coverage of the water sector. Previously, Ms. Doerr had been Principal of Doerr Utility Strategies, a strategic consulting firm, which provided advisory services for companies and investors in the water sector. Ms. Doerr has been following the utility sector on the sell-side for over 12 years, at Robert W. Baird ( ) and Janney Montgomery Scott ( ). In May 2009, she completed NARUC Utility Rate School to acquire a deeper understanding of rate case filings and regulatory accounting. In 2010, she received The Financial Times/Starmine Award for Top Stock Picker within the Water Utilities Space. Ms. Doerr has been quoted in numerous industry publications and regularly presents at events geared towards institutional clients, utility regulators, and utility executives. Ms. Doerr graduated from Dickinson College. She currently resides in Philadelphia with her husband and three boys, and is an active member of The Junior League of Philadelphia, Inc. Flexon Robert Since 2011, Mr. Flexon has served as President and Chief Executive Officer of Dynegy Inc. Prior to joining Dynegy, Mr. Flexon served as the Chief Financial Officer of UGI Corporation, a distributor and marketer of energy products and services. In 2009, he served as President and CEO of Foster Wheeler s U.S. subsidiary and then Chief Executive Officer of Foster Wheeler, a global engineering and construction contractor and power equipment supplier. Mr. Flexon served five years at NRG Energy, Inc. in various executive level positions including Executive Vice President & Chief Financial Officer and Executive Vice President & Chief Operating Officer. Mr. Flexon also has held key finance and accounting positions with Hercules, Inc. and Atlantic Richfield Company. Mr. Flexon holds a Bachelor of Science degree in Accounting from Villanova University. He serves on the Board of Westmoreland Coal Company and Genesys Works-Houston, an organization that transforms the lives of disadvantaged high school students through meaningful work experiences. Foster Denise Denise R. Foster, vice president State and Member Services, is responsible for providing leadership to PJM s state regulatory and legislative activities, as well as managing member relationships through focused customer support, stakeholder process and meeting support and training. Ms. Foster also is on the Board of PJM Settlement, Inc., a non-profit corporation that provides billing payment and settlements functions, acts as a counterparty to market transactions, and provides credit management and other market settlements related services. Additionally, she is on the Board of PJM Environmental Information Systems Inc. Prior to joining PJM, Ms. Foster was a director in the Exelon Generation government, legal & regulatory affairs department focusing on policy development. She supported state legislative efforts in Pennsylvania, Illinois, Maryland and Connecticut and the general advocacy of competitive markets and reasonable market design in the various market regions in which Exelon has a presence. Previously, Ms. Foster had been a regulatory manager with 2

3 Exelon Power Team representing Exelon in markets-related committees and working groups in PJM and NEPOOL. Ms. Foster received a Bachelor of Arts in political science from Hood College in Frederick, Maryland and a juris doctor degree from The Dickinson School of Law of the Pennsylvania State University in Carlisle, Pennsylvania. Genzer Stephen Stephen Genzer is a seasoned utilities lawyer who advises utility companies on legal and regulatory challenges connected with their significantly regulated industries. The issues he handles most frequently are in the ratemaking, operational, financial regulatory related areas. During a career spanning more than 40 years, Stephen has represented clients in hundreds of utility rate, regulatory compliance, and structural matters before the New Jersey Board of Public Utilities. When issues cannot be appropriately resolved at the agency, he acts as their counsel in the appellate courts. He also provides clients with perspective on the public interests that the Board must balance in its decisions based on his former work as a managing attorney for the then New Jersey Department of the Public Advocate, Division of Rate Counsel. Stephen received his JD from New York University, and his undergraduate degree from Lafayette College. Gibbons Leah Ms. Gibbons advocates for public policy supportive of competitive retail energy markets, provides business operations support, and ensures compliance with state regulatory requirements for the NRG retail companies in the eastern U.S. Leah has worked for NRG for six years and has contributed to the expansion and success of competitive retail markets in the Mid-Atlantic region advocating most recently for access to interval usage data and supplier consolidated billing. She has worked in the energy industry for 20 years in the fields of policy advocacy and customer service operations. Among her accomplishments, Leah chaired the PJM stakeholder process that produced the conceptual design for the EIS Generation Attributes Tracking System (GATS), and led retail supplier efforts to defend against re-regulation of the competitive retail electricity market in Maryland. Hill Thad Thad Hill became Calpine s President and Chief Executive Officer and a member of its Board of Directors in May Mr. Hill joined the company in September 2008 as Executive Vice President and Chief Commercial Officer. He became Chief Operating Officer in November 2010 and was named President in December Prior to Calpine, Mr. Hill was with NRG Energy from 2006 to 2008, serving as President of NRG Texas in Prior to NRG, Mr. Hill was Executive Vice President of Strategy and Business Development at Texas Genco LP from 2005 to From 1995 to 2005, he was with Boston Consulting Group Inc., where he rose to Partner and Managing Director and led the North American energy practice, serving companies in the power and gas sector with a focus on commercial and strategic issues. Mr. Hill received his Bachelor of Arts degree from Vanderbilt University magna cum laude and a Master of Business Administration degree from the Amos Tuck School of Dartmouth College, where he was elected an Edward Tuck Scholar. 3

4 Ianno Anthony Anthony Ianno is a Managing Director in Morgan Stanley s Global Power and Utilities Group. He has responsibility for investment banking coverage, and specializes in advising clients in Equity Finance, Debt Finance, Public Finance, Mergers & Acquisitions, Project Finance, Structured Finance and Leveraged Buyouts. He has executed numerous critical transactions in the energy industry. Anthony has over 25 years of industry experience. He coordinates the Morgan Stanley coverage of Electric Transmission and Gas Distribution. Anthony s clients include Algonquin, Ares EIF, Atmos, Consolidated Edison, Edison International, FirstEnergy, GE EFS, NextEra, New Jersey Resources, ONEGas, Pinnacle West, PPL, PSEG, Scana, Southern Company, SteelRiver, Tenaska, WEC and Xcel Energy. Anthony s recent transactions include the sale of Pepco to Exelon, the spin of Talen Energy from PPL, the spin of ONE Gas from ONEOK, the IPO of NextEra Energy Partners, and the debt IPO of FirstEnergy Transmission. Previously, Anthony was HSBC s Co-Head of Energy & Utilities Investment Banking and formerly a Managing Director in JPMorgan s Natural Resources Investment Banking Group. Anthony received his M.B.A. in Finance from the Stern School at New York University and a B.E. in Electrical Engineering from The Cooper Union for the Advancement of Science and Art. Before receiving his MBA, Anthony had numerous operational assignments at Con Edison including Maintenance Supervisor at Indian Point. Izzo Ralph Ralph Izzo was elected chairman and chief executive officer of Public Service Enterprise Group Incorporated (PSEG) in April He was named as the company s president and chief operating officer and a member of the board of directors of PSEG in October Previously, Mr. Izzo was president and chief operating officer of Public Service Electric and Gas Company (PSE&G). Since joining PSE&G in 1992, Mr. Izzo was elected to several executive positions within PSEG s family of companies, including PSE&G senior vice president utility operations; PSE&G vice president appliance service; PSEG vice president - corporate planning; and PSE&G vice president - electric ventures. In these capacities he broadened his experience in the areas of general management, strategic planning and finance. Mr. Izzo is a well-known leader within the utility industry, as well as the public policy arena. He is frequently asked to testify before Congress and speak to organizations on matters pertaining to national energy policy. Mr. Izzo s career began as a research scientist at the Princeton Plasma Physics Laboratory, performing numerical simulations of fusion energy experiments. He has published or presented over 35 papers on magnetohydrodynamic modeling. Mr. Izzo received his Bachelor of Science and Master of Science degrees in mechanical engineering and his Doctor of Philosophy degree in applied physics from Columbia University. He also received a Master of Business Administration degree, with a concentration in finance from the Rutgers Graduate School of Management. Johnson Thomas Thomas W. Johnson was appointed to the Public Utilities Commission of Ohio (PUCO) by Governor John Kasich in April Johnson served as PUCO chairman for the first year of his term. In addition to his role as commissioner of the PUCO, he is an active member of several NARUC committees. Prior to his appointment to the PUCO, Commissioner Johnson served for 22 years in the Ohio House of Representatives, where he became chairman of the House Finance Committee. After leaving elected office, Johnson served as Governor Bob Taft s director of the Office of Budget and Management (OBM) from 1999 to Following his time at OBM, Johnson served as interim university treasurer and assistant vice president of financial services at The Ohio State University. While at Ohio State, he taught graduate-level courses on public budgeting at the John Glenn College of Public Affairs. 4

5 Kane Betty Ann Betty Ann Kane joined the DC Public Service Commission in March She is an experienced public official combining over 40 years of service to the District of Columbia Government in elected and appointed positions with extensive private sector experience in regulatory, administrative and public policy matters. Before joining the PSC, she served as a Trustee, and as Executive Director of the District of Columbia Retirement Board. Chairman Kane served two terms as an at large member of the DC Board of Education, and was elected to three terms as an At-Large member of the City Council. Chairman Kane is a member of the National Association of Regulatory Utility Commissioners (NARUC) Board of Directors, a member of the NARUC Telecommunications Committee, a NARUC appointee to the Virtual Working Group on Education, Training and Best Practices for The International Confederation of Energy Regulators and Treasurer of the National Regulatory Research Institute (NRRI), the research arm of NARUC. Additionally, she is a past Chairman of the Board of NRRI, and a past President of the Mid-Atlantic Conference of Regulatory Utilities Commissioners (MACRUC). Chairman Kane also serves in two FCC-appointed positions, as Chairman of the North American Numbering Council and as a member of the Joint Conference on Advanced Telecommunication Service. Keddy Watson Elizabeth As Energy Manager for SUEZ North America, Elizabeth Watson Keddy is responsible for improving the energy efficiency of SUEZ North America s owned and operated water and wastewater facilities. She conducts facility energy assessments, tests the efficiency of pumps and blowers develops standards and guidelines for energy efficient equipment and operations, implements energy efficient and renewable energy systems, and communicates best practices through webinars and onsite training. She reduces energy costs through demand management, tariff optimization and demand response. Before working at SUEZ North America (2013 to present), Mrs. Keddy worked as an environmental engineer at CDM Smith at their Boston MA Headquarters (2007 to 2013). She is a Professional Engineer and USGBC LEED Accredited Professional. She is Chair of the NEWEA Sustainability Committee and is active in AWWA and WEF. She has her Bachelors and Masters in Environmental Engineering from University of Florida. Kenworthy Bill Bill Kenworthy is the Head of Product Management for Direct Energy s Distributed Energy division. This preeminent and world-class business unit helps customers implement progressive energy solutions related to monitoring, solar, battery, and other measures to drive efficiency, resiliency, and even new income streams. Bill and his team assess market needs to develop new products, including all the commercial terms and operational requirements to make them work inside of Direct Energy and, ultimately, for customers. For a little more than the last decade, Bill has been in the energy space, covering teams and functions related to M&A, supply chain operations, sales, and business-analytics. He has an MBA from NYU s Stern School of Business, and a BS in Electrical Engineering from Drexel University. Kooper Jay Jay Kooper is the Vice President, General Counsel and Secretary of Middlesex Water Company (NASDAQ: MSEX), a 120-year old investor-owned utility company providing regulated and unregulated water and wastewater services in New Jersey, Delaware and Pennsylvania. Mr. Kooper serves as Chair of the New Jersey State Bar Association s Public Utility Law Section and on multiple committees for the National Association of Water Companies and the New Jersey Utilities Association. In 2016, Mr. Kooper was recognized by NJBIZ as a finalist for its General Counsel of the Year Award, and by the New York Stock Exchange as a finalist for its Distinguished General Counsel Award. Over his nearly 20-year career, Mr. Kooper has represented clients across the electric, gas, water, wastewater, telephone and cable sectors. Mr. Kooper received his Juris Doctor from George Washington University Law School and his Bachelor of Arts degree in Political Science and History from Emory 5

6 University. Melnyk Markian Markian Melnyk is a founder and President of Atlantic Grid Development, LLC (AGD). AGD is developing the Atlantic Wind Connection project, an offshore high-voltage transmission backbone designed to make the congested land-based transmission grid more reliable and efficient and to provide a lower-cost way to connect large offshore wind energy farms. In 2009, Markian authored Offshore Power: Building Renewable Energy Projects in U.S. Waters, a book about the growing field of offshore wind energy and other ocean renewable energy technologies. The book grew out of his work in the field of energy law, as a federal government lawyer and in private practice. Markian lives in Maryland with his wife, Delegate Joseline Peña-Melnyk, and three children. McCabe Brooks Brooks F. McCabe was appointed to the Commission in November 2014 to fill an unexpired term and was reappointed to a full term ending June 30, Member of the Board of Directors of Organization of PJM States, Inc. (OPSI) and the Mid-Atlantic Conference of Regulatory Utility Commissioners, Inc. (MACRUC). Prior to joining the Commission, he served as a State Senator from , and served on the Finance, Economic Development, Pensions, Banking and Insurance, Labor, Natural Resources, and Transportation and Infrastructure Committees. He is also the Managing Member and Broker of West Virginia Commercial, LLC and has been involved in commercial and investment real estate for more than thirty years. Commissioner McCabe has served on the boards of the Charleston Renaissance Corporation, Chemical Alliance Zone, Charleston Area Medical Center, West Virginia State College Foundation, the University of Vermont, and the GOW School, a private college preparatory school for dyslexic students in South Wales, NY. Commissioner McCabe is a graduate of the University of Vermont where he earned a Bachelor of Science in Management Engineering and a Master of Education in Education Administration. He received his Doctor of Education degree from West Virginia University, with a concentration in planning and community development. Moskowitz Jodi Ms. Moskowitz is the Senior Director Transmission Development and Strategy for Public Service Electric and Gas Company (PSE&G). PSEG is a publicly traded diversified energy company headquartered in New Jersey, and its utility subsidiary PSE&G serves approximately 2.5 million electric customers in the State of New Jersey. In her current role at PSE&G, Ms. Moskowitz is responsible for regulatory policy and strategy for PSE&G s transmission business, including transmission rate and interconnection issues. She also has oversight with respect to governance, safety and contract administration functions for the transmission business. Prior to assuming her current position, Ms. Moskowitz worked for 18 years in PSEG s Law Department, most recently as Deputy General Counsel/Chief NERC Officer. Where she advised PSEG and its affiliates on federal regulatory matters, including transmission, markets and compliance issues, and headed the Company s NERC compliance organization. Ms. Moskowitz graduated from the University of Connecticut where she obtained her Bachelors of Arts in Political Science. She obtained a J.D. from the University of Connecticut, School of Law. Ms. Moskowitz is admitted to the Bar in the State of Connecticut and in the District of Columbia and is a member of the Energy Bar Association, where she has previously served as the Chair of the Renewable Energy Committee and currently serves on the Board of Directors for the Northeast Chapter. 6

7 Moeller Philip The Honorable Philip D. Moeller is Senior Vice President of Energy Delivery and Chief Customer Solutions Officer at the Edison Electric Institute (EEI). EEI is the association that represents all of the nation s investor-owned electric utilities. At EEI, Mr. Moeller has responsibility for policies related to energy delivery, all of which are focused on enhancing the reliability and resiliency of the grid and meeting the needs of the diverse set of customers served by EEI s member companies. Energy delivery policies are becoming increasingly important as the electric system is undergoing rapid transformation both at the wholesale and retail levels of electricity service. Similarly, EEI s member companies increasingly are focused on delivering innovative solutions that meet customers changing expectations. In his role as Chief Customer Solutions Officer, Mr. Moeller works with EEI s member companies to identify policy solutions and business opportunities to better serve customers. Prior to joining EEI in February 2016, Mr. Moeller served as a Commissioner on the Federal Energy Regulatory Commission (FERC), ending his tenure as the second-longest serving member of the Commission. In office from 2006 through 2015, Mr. Moeller ended his service as the only Senate-confirmed member of the federal government appointed by both President George W. Bush and President Barack Obama. At FERC, Mr. Moeller championed policies promoting improved wholesale electricity markets, increasing investment in electric transmission and natural gas pipeline networks, and enhancing the coordination of the electric and natural gas industries. O Donnell Anthony Anthony J. O Donnell was appointed to the Maryland Public Service Commission in August As a member of NARUC, he serves as Chairman of the Subcommittee on Nuclear Issues and Waste Disposal. From 1995 to 2016, he served in the Maryland House of Delegates. Delegate O Donnell served in a variety of leadership roles including House Minority Whip ( ) and House Minority Leader ( ). Commissioner O Donnell worked for 15 years at the Calvert Cliffs Nuclear Power Plant. He served in various capacities, including Director Emergency Preparedness. Prior to Calvert Cliffs, Commissioner O Donnell served for over 8 years in the United States Navy Nuclear Propulsion Program. While on active military duty, he earned a B.S. degree (1985) from Regents College in Albany, NY (now known as Excelsior). Commissioner O Donnell is married and lives in Lusby, Maryland. He and his wife have three grown children and two grandchildren. Oster Jake Jake Oster is the Senior Director of Regulatory Affairs for EnergySavvy. He works closely with policy makers in states and the federal government to create awareness about technological innovations for the demand-side management industry and the measurement of energy savings. Prior to EnergySavvy, Jake was the Deputy Chief of Staff and Legislative Director for Congressman Peter Welch of Vermont. Jake worked on a variety of energy efficiency bills, caucuses and initiatives in Congress and helped pass the Energy Efficiency Improvement Act of 2014 in the House of Representatives. Jake holds a B.A. in history from the University of Vermont. Sedano Richard RAP president Richard Sedano brings decades of experience in developing creative, context-specific energy policies. He advises governments on the power sector of the future and energy efficiency policy. Most recently, Mr. Sedano was director of RAP s U.S. program, where he advised state utility commissions and other decision-makers, often working with them in workshop settings, on energy efficiency, demand response, renewable energy, pricing, grid modernization, transmission, and wholesale electric market issues. Prior to joining RAP in 2001, Mr. Sedano served as commissioner for nine years with the Vermont Department of Public Service. He also worked as an engineer in power generation for Philadelphia Electric Company. In November 2009, Mr. Sedano was awarded the National Association of Regulatory Utility Commissioners Mary Kilmarx Award. Mr. Sedano served as chair of NASEO from Mr. Sedano received his bachelor s in engineering 7

8 from Brown University and his master s in engineering management from Drexel University. Segner Sharon Sharon Segner is Vice President at LS Power Development, LLC. Sharon has executed the company s national goals related to opening up a new sector of the energy business for independent transmission companies. Specifically, she has led the company s national efforts related to FERC Order No transmission policy and the removal of incumbent transmission owners right of first refusal. She was involved in all aspects of her company s winning proposal related to Artificial Island, PJM s first Order No competitive process. Prior to her tenure at LS Power, she developed for Competitive Power Ventures two large natural gas projects in the Washington, DC area CPV Warren (now owned by Dominion Virginia Power) in Front Royal, VA and CPV Maryland in Charles County, Maryland. Formerly, she was the lead developer at PG&E National Energy Group on the 650-MW Otay Mesa Project in San Diego County, California. Sharon is no stranger to energy policy issues. She left the development world for four years from 2002 to During that time, she was the Principal Advisor to the Chairman of the Senate Energy Subcommittee on Energy, the Honorable Lamar Alexander (R-TN) during the passage of the Energy Policy Act of Sharon was involved the drafting of the natural gas provisions of the Energy Policy Act of Sharon later served in the White House / Executive Office of the President s Office of Management and Budget focused on energy issues. Sharon has a MBA from Rice University and a BA from the University of Texas at Austin. Smith Zach Zach Smith has served as Vice President, System and Resource Planning since September, As Vice President, Mr. Smith is responsible for oversight and implementation of system planning processes and initiatives for the New York State transmission system, including reliability, economic, and public policy transmission planning, interregional planning, interconnection studies, and reliability compliance studies for the North American Electric Reliability Corporation (NERC), Northeast Power Coordinating Council (NPCC), and New York State Reliability Council (NYSRC). Mr. Smith joined the NYISO as an associate engineer in Prior to being named Vice President, Mr. Smith was Director of Transmission Planning, overseeing the public policy transmission planning process and implementing numerous initiatives for NERC, NPCC, and the NYSRC. Mr. Smith has served as chair of the NPCC Task Force on Coordination of Planning, and the Independent System Operator / Regional Transmission Operator Council s Planning Committee. He is a member of the Eastern Interconnection Planning Collaborative s Executive Committee and the NPCC Reliability Coordination Committee. He holds a bachelor of science and a master of science in electrical engineering from Michigan Technological University. Tahamtani Massoud Massoud Tahamtani has worked with the State Corporation Commission since In his current position, as Director of the Division of Utility and Railroad Safety, he administers the Commission's Gas and Hazardous Liquid Pipeline Safety, Rail Safety and Underground Utility Damage Prevention Programs. He holds a Bachelor of Science degree in Engineering from the Virginia Military Institute. Mr. Tahamtani is past National Chairman of the National Association of Pipeline Safety Representatives (NAPSR) and a member of the NAPSR Grant Allocation and Legislative Committees. In 1997, the Secretary of Transportation appointed Mr. Tahamtani to the Hazardous Liquid Pipeline Safety Standards Committee ( HLPSSC ). He represented the States on the Federal Government's Damage Prevention Quality Action Team and the Linking Team of the "Common Ground, Study of One-Call Systems and Damage Prevention Best Practices" Study. In 2005, he chaired the Excavation Damage Prevention Team established by the Federal Office of Pipeline Safety, the gas industry, and the states, to conduct a study directed by Congress to improve the safety of gas distribution systems in the nation. In 2007, he was elected to serve on the board of the Common Ground Alliance. In 2008, he was appointed by the 8

9 Secretary of Transportation to the HLPSSC for a second term. In 2013, he received the first NAPSR Lifetime Leadership Award. Tatum Edward Edward D. Tatum, Jr. joined AMP in 2015 as Vice President of Transmission. He previously served as Vice President of RTO and Regulatory Affairs for Old Dominion Electric Cooperative in Virginia, and held positions with Oglethorpe Power Cooperative in Georgia and the Rural Electrification Administration in Washington, D.C. With over 35 years working in the energy industry with public power, Tatum has developed an extensive background in system planning (transmission, generation and distribution), forecasting, environmental licensing and compliance and competitive power supply. He has over 25 years of experience in developing utility industry federal policy, including open access transmission, competitive markets (generation interconnection, energy markets, resource adequacy constructs, RTO governance), transmission planning and demand response. For over 15 years Tatum has been an active participant in PJM stakeholder process. He has served as a sector representative on the Finance, Nominating and Liaison Committees, as the Vice-Chair then Chair of the Reliability Assurance Agreement Reliability Committee, the Vice-Chair, then Chair of the Members Committee and the Chair of the Liaison Committee. He also served on the MAAC Board. He holds a bachelor s degree in electrical engineering from the University of Virginia and a Master of Business Administration from the University of Richmond. Thumma Eric Eric A. Thumma is an energy and environmental professional with twenty years of experience in senior management positions with Avangrid Renewables LLC (formerly Iberdrola Renewables LLC) and the Pennsylvania Department of Environmental Protection. Mr. Thumma joined Avangrid Renewables in 2007 as Director of Policy and Regulatory Affairs. He supports the development and origination business teams by working on state policies, legislation, and regulations supportive of renewable energy development, focusing on renewable portfolio standard legislation and policy, tax issues, and environmental permitting. In concert with the Avangrid Renewables team, he has participated in the development of over 1,200 megawatts of wind energy in seven states. Prior to joining Avangrid Renewables, Mr. Thumma was the energy director for the Pennsylvania Department of Environmental Protection. Mr. Thumma earned a Bachelor of Arts (Political Science) and Master of Public and International Affairs from the University of Pittsburgh. Treseder Elisabeth Elisabeth Treseder is the Senior Regulatory Advisor for DONG Energy s North American Wind Power business. At DONG, Elisabeth advocates for federal and state policies that support the emerging offshore wind market in the U.S. Elisabeth joined DONG Energy in Prior to joining DONG Energy, Beth worked for the American Petroleum Institute managing infrastructure policy. She holds a Master s Degree in International Energy and Business from the Fletcher School at Tufts University and a Bachelor s Degree from Duke University. Wiese Jeff Jeff Wiese serves as TRC Solutions VP and National Practice Lead for Pipeline Integrity Services. Mr. Wiese s teams are located across the country but are centered in Kansas City, Mo. His teams daily provide critical field and integrity program support to energy pipelines across America. Until June 2016 when he left government service, Jeff led the U.S. Department of Transportations Office of Pipeline Safety for 10 years as its Associate Administrator for Pipeline Safety. OPS is located within the DOT s Pipeline and Hazardous Materials Safety Administration (PHMSA). In this capacity, Jeff led PHMSA s overall efforts to improve the Nation s energy pipeline network performance through regulatory and inspection/enforcement programs in OPS, as well as through its engineering, research, public engagement, and emergency response programs. Previously, Mr. Wiese served as PHMSA s Director of Program Development for pipeline safety, and before PHMSA he served 9

10 as Chief of Offshore Operations Staff for the U.S. Minerals Management Service now the Bureau of Safety and Environmental Enforcement. Woods Howard Howard is an independent consultant providing a wide range of management and environmental services to water and wastewater utilities, regulatory agencies and water related businesses. He has testified as an expert witness in numerous quality-of-service and rate proceedings regarding the planning, design, construction, management and operation of water and wastewater utility systems. Howard held various senior engineering and operations positions at a large investor-owned utility, he was an environmental engineer with the U.S. Environmental Protection Agency and is an experienced consulting engineer. He has over 40 years experience in the water industry. Howard holds both bachelor and master degrees in civil engineering from Villanova University. He is a registered Professional Engineer and a member of the American Water Works Association, the American Society of Civil Engineers, and the Water Environment Federation. Howard is the 2013 recipient of the George Warren Fuller Award from AWWA. 10
