2 INTRODUCTION The records contained in Record Group 68, Department of State, span the period , although the bulk of the collection concentrates on the period The record group consists of business correspondence reflecting the various activities of the Office of the Secretary of State throughout the years. The records contained in this record group came to the Tennessee State Library and Archives through the State Records Center. The final disposition of these records was determined by the Records Disposition Authorization (RDA) process. In accordance with the RDA, all the material in Record Group 68 has been microfilmed and the originals were disposed of by state approved methods. Record Group 68 consists of 30.5 cubic feet. Records removed and destroyed during processing were duplicate copies and routine office correspondence was sampled. There are no restrictions to access. Record Group 68 is a continuation of the records relating to the Department of State. 3 SCOPE AND CONTENT NOTE Record Group 68, Tennessee Department of State, Office of the Secretary Correspondence spans the period , although the bulk of the collection is concentrated within the period 1950 through The collection consists of approximately 30.5 cubic feet of material. In accordance with the Records Disposition Authorization (RDA), the collection was microfilmed and the originals destroyed. The collection consists primarily of business correspondence related to the various activities of the Office of the Secretary of State. A small portion of the correspondence is personal in nature, particularly the letters of Frank Avent, assistant to the Secretary of State, Ike Stevens. The original arrangement of the collection was chronological, although two or more years were grouped into one folder. For easier access the collection was sorted and arranged in single years, and then in alphabetical order. The processor, for the majority of the collection, retained the original alphabetical order, with major groupings based upon the subject of the correspondence and the sender s surname. Subject groupings include corporation names, as well as broad topics such as the Tennessee Blue Book and election correspondence. Although all correspondence, historical and informational, has been retained, routine office correspondence, such as letters of request, have been sampled and the majority destroyed. The bulk of the collection deals with the Division of Corporations. Although actual charters are held in Record Groups 42 and 227, the correspondence provides important details concerning the incorporation and dissolution of both domestic and foreign businesses. This correspondence provides the names of incorporators, information on the nature of the business and the date when the business ceased operation. A small percentage of the correspondence concerns the reports of the Department of State agents sent to investigate nefarious businesses operating in violation of state laws. The researcher interested in this should consult the correspondence of the Pan Motor Company as well as the various oil companies seeking to sell stock in Tennessee in the 1920s. Other important parts of the collection include correspondence that may be considered genealogical, such as lists of automobile registrations, soldiers voting lists, and justices of the peace. Automobile registration correspondence concerns the licensing of automobiles with the Department of State, as well as the owner s name, address, and make and model of the automobile. World War II and Korean War soldiers voting in combat zones are listed by the county and home address, thus providing an important genealogical record. There is a moderate amount of correspondence concerning elected public officials, primarily the locally elected Justices of the Peace. This information provides the addresses of the justices, as well as the resignations and the death notices of the former justices. There is a small amount of routine correspondence from state and national leaders such as Austin Peay, Joseph Byrns and Cordell Hull.
4 Record Group 68 may be beneficial to the researcher if used in conjunction with the other record groups concerning the Department of State. Although much of the material is routine, the researcher may use the collection to well document the growth of this state agency.
