2 Introduction Photometric Investigation Aliso Viejo Ranch Community Facilities Project 100 Park Ave., Aliso Viejo, CA, This report present the result of the photometric investigation performed on the Aliso Viejo Ranch Property located at 100 Park Ave., Aliso Viejo, CA, (the Site). A Site Location Map is projected Exhibit A. The purpose of this investigation is to identify existing light levels, provide an estimate of light levels generated by the Ranch Community Facilities Project (The Project) and to determine the Project s impact on adjacent residential homes to the north and northwest. The study is based on information provided by the City of Aliso Viejo. The City provided Project Plans, including the worst-case location to be studied and the distance from this location to the closest sensitive land uses (residential units to the north/northwest). Analysis of the existing Site was performed during two site visits, one during the daytime on March 10, 2014, and one during the night of March 11, The Proposed Site Plan, Lighting Plan, Grading Plan, Landscape Plan, lighting fixtures and their specifications were reviewed to determine the anticipated foot candle output. Surrounding Land Uses The Site is irregular in shape occupying approximately 7.7 gross acres. The Site is bounded by residential development on the north/northwest, Cedarbrook/Aliso Viejo Community Park to the west and Park Avenue/Aliso Viejo Middle School to the south/southeast. Existing street lights on Cedarbrook within the study area increase existing night-time light levels in the Project vicinity. Offsite, along the Site s northern boundary is a manufactured slope with residential homes site overlooking the Site. A row of eucalyptus trees is located at the base of this slope. These trees partially restrict views onto the site. Existing Site Conditions The Site is bounded on the west, south and east by earthen berms topped by mature landscaping. The Site is generally flat sloping to the south/southwest. The Site contains a number of ranch structures, miscellaneous ranch equipment and mature trees. Existing and surrounding land uses are identified on Exhibit B, Aerial Photo and Exhibit C, Site Photos of Existing Onsite Land Use and Surrounding Residential Uses. Project Description Information concerning the proposed Project was provided by the City Aliso Viejo. The Project proposes removal of existing ranch structures, site grading, removal of some onsite trees and construction of community facilities including buildings, open fields/activity areas, community garden, picnic area, parking area and associated night lighting and landscaping as shown on Exhibits D - H. 3 Photometric Investigation Existing Condition The study area was measured at 10:30 pm on March 11, 2014 with light meter (Sekonic L508C Cine Zoom) on the Site. Measurements were taken at 20 foot interval between the Site s existing fence and the existing residences fence to the north/northwest. All measurements were below the minimum foot candle the equipment can detect (see Exhibits I - K). Measurements were taken from the existing perimeter fence to the approximate location where the proposed round-about area would be located (see Exhibit I). The City requested the study include Cross Sections A-C identifying nighttime lighting conditions (see Exhibits I & J). As shown on Exhibits I-K, all light measurements within the study area were below the minimum foot candle the equipment can detect. Estimated Photometric Investigation; After Project Improvement Based on our analysis, the proposed Project s lighting design will result in an increase of less than 0.1 foot candles along the Project s perimeter fence and less than detectable foot candles along existing residential development to the north/northwest. We believe these results are greatly influenced by existing mature vegetation on and adjacent to the Site and the elevation difference approximately 10 to 40+ between the Site and adjacent residential land uses to the north (see Exhibit L). Conclusion and Recommendations Based upon existing Site conditions, Project plans, discussion with specified lighting manufactures and review of product specification, it is the finding of Hongjoo Kim Landscape Architects, Inc. that the proposed Project will result in an increase of less than 0.1 foot candles along the Project s perimeter fence and less than detectable foot candles to the existing residential development to the north/northwest. This impact is considered less than significant. Should the City wish to further decrease any the Project s light impact, we recommend following: 1. Install large size tree planting between lighting fixture and residential development 2. Use soft, warm color light bulbs instead of current specification 3.
