2 The 300 people per day limit was exceeded on 3 days. The peak day was 353 on 8 May. There were over 00 visitors on 0 other dates. All of Whits un week was busy (95 people landed from 4-3st May), and special arrangements were made for boats to land from 9.0am. There were, however, bottlenecks during the afternoon when the Dale Princess crammed in two round-island trips before picking people up. On 8 May the last visitor left at 6.45pm. Since this is the week of the gull ~e COWlts, which can't start until people are off the island, it meant working hours for island staff and volunteers were particularly long. 6 people landed from private boats (05 in 996) and from canoes (0 in 996). Notable visitors included the JNCC members, MPs Jacqui Lawrence and Peter Hain, the fonner subsequently stayed overnight in a chalet, and members of Pembroke shire County Council. The Government has already launched an extensive.4 billion water improvement programme. 90 million of this has been earmarked for alleviating the nitrate problem, 9 million of it to go to East Anglia. However, according to the Environment Secretary, the money will have to come from the water industry itself. The action to reduce nitrate levels will involve modifying existing sewage treatment plants discharging into waters vulnerable to eutrophication and installing purpose-built denitrification units. The first two mediumscale denitrification plants are due to be commissioned later this year. Both plants, one just outside Cambridge and the other northwest of Birmingham, will use an ionexchange system,similar to that already in use in France and West Germany. The Government's target date for compliance with EC nitrate levels is late 993. Britain is by no means the only European offender when it comes to drinking water quality. France and Belgium are both awaiting action from the European Court of Justice, while West Germany, Luxembourg, Spain, and Italy are in various stages of prosecution. It is li.'k.:ely to take several months before Britain's case is considered by the court and possibly years before a final decision is reached. l\arine Mammals at Threat frompebs Recent tests on dead marine mammals from around the world have shown rising quantities of polychlorinated biphenyls (PCBs) in their blubber. Mammals, which tend to be at the ends of food chains, such as seals, sea lions, walruses, and even polar bears were all at risk, noted Professor Joseph Cummins, a geneticist at the University of Ontario in Canada. He commented that the effects of increasing PCB levels would include infertility in marine mammals and the contamination of fish to levels where it would be unsafe for human consumption. Marine mammals are liable to reproductive failure when exposed to even moderate levels of PCBs. A level of 50 ppm in male blubber has been shown to correlate with a sharp cut off in sperm production. But on this issue the industry has spoken clearly and decisively as one, leaving the officials little choice but to think again. Any laws that are imposed on any group of people which do not have the broad support of those affected is bad law and is bound to fail to achieve its aims. The MSA has had the sense to see this and acted accordingly. It is to be hoped that the transport minister -- who ultimately has to make the decision as to whether to press on with the existing code or sanction a thorough revision -- also displays common sense. "Milford Haven is now clearly an international fishing port and there is a need to provide and maintain facilities of the highest standard," said Milford Haven Port Authority's group development manager Andrew Brown. "On top of this development, we have also backed the establishment of an electronic clock auction system, which is already providing local benefits through higher prices. "Since the port authority acquired the docks in 990, we have spent over 33m on improvements for the industry. "Further investment, spurred on by higher prices, includes the possibility of development our processing sector." The new auction hall is due to be completed by early as industry debates future DELEGATES to a seminar held in Milford Haven on the future of the local industry held last Thursday (October 9) heard calls by many speakers for a Standing Working Party to be set up representative of all the local industry. Pembrokeshire County Council's head of Economic Development, Kevin Wakefield, gave an undertaking to initiate talks about setting up a working party. THE wreck of the Peterhead trawler Sapphire was expected to be recovered soon, in response to repeated demands by the families of the four crewmen who died when the vessel sank suddenly two weeks ago. Banff and Buchan SNP MP Alex Salmond said he had been pressing Admiral lang of the Marine Accident Investigation Bureau about the urgency of this situation. "We have got to the position where the boat has been located and surveyed and that is a substantial step forward," he said. "Understandably the relatives are very anx ious. 10 IIII Privatising fishing I A FISHING spok The majority of fishermen dislike intensely the idea of private ownership rights in fisheries, but all the signs are that this is the direction in which not only the UK Government and the EU but governments throughout the world are moving. A growing consensus is that the only way to conserve stocks is to privatise and hand them over to fishermen, who will then have a vested interest in their survival - as if they didn't anyway. The latest 'guru' to pronounce on this is no less than HRH Prince Philip, the Duke of Edinburgh, in his capacity as President Emeritus of WWF International. WWF launched the Year of the Ocean this week, and the Duke voiced the opinion that private fishing rights was the way forward to sustainable fisheries (see page 0).. Saving stocks to safeguard jobs in the future is always the rationale of the environmental movement when it calls for such measures, but all evidence from where ITQ systems have been introduced around the world is that the fisheries end up in the hands of a few major players, and all the thousands of small operators and the small communities which depend on fishing go to the wall. But fisheries operated by a few big ships and companies suit fishery managers, as they make the fisheries so much easier to run. All the pressures in the UK at present are pushing the fleet in this direction, regardless of the fact that we have met our MAGP targets in the biggest sector of the fleet. The tightening up of licensing, of black fish landings, of engine power, and, some argue, the introduction of FQAs as a prelude to ITQs, will all push the fleet remorselessly in the direction of aggregation and buyouts of the smaller operators by the bigger and more successful ones. Fishermen are undoubtedly deeply suspicious of FQAs, but see no other way of stopping 'ghost fishing'. The POs almost all support them, maintaining that they will make little difference in practice to sectoral quota management. But if FQAs were to be introduced, it must be questionable as to how long the POs could run the 'pool' system which most operate on most species. Fishermen with good track records attached to their licences may well become increasingly reluctant to effectively donate quota to less fortunate members of their PO - which is what happens under the pool system - especially if the Government tightens up black fish landings as it plainly intends to do. They are likely to put increasing pressure on their POs to be allowed to catch their own quota, thus undermining the whole sectoral concept. There is a view in the industry that FQAs are a delibe... ate step towards a Government goal of an ultimate ITQ system, and many believe that this is where FQAs will inevitably lead even if it is not a deliberate intention. Charges for licences or something similar, if they do eventually come about, will also push the industry further down the road of privatisation, as they will be just another financial pressure favouring wealthy successful operators, and another nail in the coffin for the less successful. With fishermen as with the fish, the big ones swallow up the little ones.
