2 Janice Molloy Trust Convenor One of the cornerstones of the Trust s work is to publicly recognise those parts of the fishing industry that are showing commitment to seabird smart fishing. This year there have been two stand-out groups that the Trust has applauded publicly. The first group are the winners of the Trust s Seabird Smart Awards. Tom Searle of Leigh Fisheries and Mike Black of Talley s have between them encouraged and supported scores of fishers to take care of seabirds while fishing. After Hon. Maggie Barry ONZM announced the awards, Leigh Fisheries received accolades and encouragement from chefs, wholesalers, industry colleagues, NGOs and government employees from around the world and domestically. Thirty-five top New Zealand chefs sent congratulation messages. This overwhelming response confirms the public and markets really do care how their fish are caught. The second group recognised publicly during 2015 are the three northern fishing companies that take part in the Black Petrel/Tāiko Working Group -Sanford, Leigh Fisheries and Aotearoa Fisheries. Each company has committed to ensuring all fishers they do business with have been trained in Seabird Smart Fishing and have a Seabird Risk Management Plan on board. Their commitment was acknowledged at this year s public Haere mai tāiko/ Welcome home tāiko event held on Great Barrier Island. Whilst the less glamorous meetings, outreach and education work continues behind the scenes it is important to stop, acknowledge and encourage those who are making a real difference. 3 A snapshot of our project work in 2015 INSHORE FISHERS SEABIRD SMART TRAINING PROGRAMME by December 2015, we trained over 200 crew, skippers and industry staff at 17 workshops around the country. RECREATIONAL FISHING our materials and messages have been distributed to thousands of anglers via fishing competition packs, boating and community events, boat ramps, magazines and online networks. SEABIRD COLONY VISITS we helped recreational and commercial fishers get involved in black petrel/tāiko monitoring at the colony on Aotea/Great Barrier Island. BLACK PETREL WORKING GROUP we made a splash on the news and raised the profile of black petrel/tāiko with a blessing at their breeding grounds on Aotea/Great Barrier Island. 4 Inshore Fishers Seabird SMART Training Programme Our Seabird SMART Training workshops build fishers knowledge about the seabirds they encounter in their local fisheries and leave them with a better understanding of the importance of using practices that keep seabirds safe around their vessels. Our seabird mentor/trainer makes contact with each fisher at least twice after each workshop to cement the learnings and to keep seabird smart fishing on their radar. In 2015 the workshop programme material and process was reviewed to ensure it was consistent with ongoing Government management initiatives outlined in the National Plan of Action - Seabirds (Ministry for Primary Industries). Workshop materials are now more regionally specific and include the most up-to-date information for fishers. The new programme material was peer reviewed at a workshop in Auckland with Sanford skippers and management staff. Over 200 skippers, crew and industry staff from throughout New Zealand have attended Seabird SMART Training workshops. This includes 90% of the bottom longline fleet working in northern New Zealand where black petrel/ tāiko forage and breed. The Trust s seabird mentor and workshop trainer continues to report positive feedback from the programme. The skipper and crew of the San Kaipara invited attendees of the Auckland Seabird Smart Fishing workshop on-board their vessel to view their seabird mitigation. Photo: Southern Seabird Solutions Trust The ongoing training programme is implemented under a shared funding model between the Ministry for Primary Industries, Department of Conservation, local fishing companies and fishing associations.
5 Working with recreational anglers Recreational fishing is one of the most popular sporting activities in New Zealand, listing second for men, ninth for women and within the top ten by all ethnicities surveyed (Sport NZ 2014). There are over 640,000 active anglers in New Zealand, with a hardy core of between 40,000 and 50,000 people who are really keen (NIWA 2013). There is evidence that recreational anglers catch seabirds and, whilst birds are usually released alive, the sheer number of anglers means the impact on some populations could be significant. In 2015 the Trust worked with recreational fishing clubs, organisations, charter operators, TV personalities, media and frontline government agency staff to build support for a seabird smart recreational fishing culture. As a result, our materials and messages have been distributed to thousands of anglers via fishing competition packs, boating and community events, boat ramps, magazines, TV and online networks. Throughout this process we have gained significant in-kind support from community members, charter skippers, the NZ Sports Fishing Association/Legasea, retailers and fishing media. The Trust designed a Petrelhead - lookin out for seabirds brand and trialled this on t-shirts and stickers at community events. Feedback has been very positive. Our Building a Culture of Seabird Smart recreational Fishing in NZ is funded by the Department of Conservation Community Fund. The Trusts Recreational Fishing Programme is supported by the Ministry for Primary Industries. Portable display panels were developed for use at community and fishing events. 6 Involving Fishers in Seabird Monitoring A new group of fishers and fisheries managers have crawled through undergrowth, stretched their arms down metre long burrows and received the welcoming nip of a black petrel/tāiko thanks to our colony visit programme. Scientist Biz Bell and her team have given fishers and others the opportunity to hold and help band black petrels/tāiko while learning about how the colony is monitored and what the graphs in reports really mean. Biz has won over many fishers with her enthusiasm and commitment to the birds. Seabird colony visits continue to be a valuable aspect of the Seabird Smart Training Programme and are being introduced to the Recreational Fishing Programme. Seabird colony visits are made possible by the in-kind support of local fishing operators, community groups, Biz Bell and the team from Wildlife Management International and the Department of Conservation. 7 Working together for black petrel/tāiko In late 2014, Sanford, Leigh Fisheries, Aotearoa Fisheries, fishing associations, local and central government, WWF- New Zealand and Forest and Bird signed a pledge to work together to ensure seabirds and fishing thrived alongside each other in the northern North Island fishing area FMA1. Key achievements this year include the companies requiring their skippers to undertake Seabird Smart Training, having Seabird Risk Management Plans on all vessels, and an electronic monitoring trial to assess the ability of on-board cameras to detect any seabirds caught in fishing operations. In partnership with Ngāti Rehua and the Department of Conservation, Trust personnel and the collaborative group facilitated a Haere mai tāiko / Welcome home black petrel blessing on Aotea/Great Barrier Island. The event was reported by Maori TV and TV1 as well as several local and national newspapers/online news. This project has a shared funding model where-by member parties contribute financially or in-kind. Current members are: the Ministry for Primary Industries, Department of Conservation, Sanford Ltd, Leigh Fisheries, Aotearoa Fisheries Ltd, Fisheries Inshore New Zealand, Leigh Commercial Fisherman s Association, Whitianga and Coromandel Peninsula Commercial Fishermen s Association, the Hauraki Gulf Forum, WWF- New Zealand, Forest and Bird, Ngāti Rehua and Ngāti Manuhiri. 8 Mentoring New Solutions The underwater bait setting device has been fifteen years in development and is now ready for commercial scale use. The Trust is helping the device over the line by funding its installation on a Nelson based surface longline vessel owned by Altair Fishing. The device is currently being manufactured and sea tested in Australia and will be shipped to New Zealand for installation in The device sets baited hooks underwater out of reach of seabirds. In a different fishery, set nets are still in the hard basket when it comes to working out how to keep penguins and other seabirds safe. One idea that emerged from a net-mitigation brainstorming workshop in 2012 was to investigate how seabirds react to different net colour. The Trust s Mitigation Mentor has supported a post graduate student to test captive penguins responses to different coloured monofilament netting. The penguins showed markedly different responses to the range of coloured net presented to them, with orange monofilament appearing to be most detectable. The results of the trial are currently being published and the next phase of research planned out. In 2015, the Mitigation Mentor Programme is financially supported by Sealord Group, Solander Fisheries and Encounter Foundation. The Trust s Mitigation Mentor is working with a post graduate student to investigate how little penguins react to different coloured netting.
