1 Te Korowai o Te Tai o Marokura Kaikoura Coastal Marine Guardians What is Te Tai o Marokura? Te Tai o Marokura is the realm of Tangaroa, god of the sea. Te Tai o Marokura is an integral part of Ngati Kuri history and cultural identity. The immense importance of the area historically, culturally and spiritually is as dynamic as its geography and its life forms that depend on it. It is acknowledged statutorily, as a recorded statement of the relationship between Ngai Tahu and the Kaikōura coast. Te Korowai is to lay a prtective cloak over the realm of Tangaroa. Kaikoura Background 3,500 residents 1 million visitors Sea trench<1km off shore = wildlife populations. Ranges 2,600m Kaikoura Sustainability background joint governance, Green globe certified, zero waste community, social and sustainability policy. 1

2 What is the Issue? Protection of Kaikoura s Coastal Environment for the Community and Future Generations Kaikoura has a highly productive marine environment, with new technology it is becoming easier to fish and enjoy the coast. Users now compete for the oceans gifts. We need to ensure these gifts are still there for our children/tamariki. Recreational fishing pressure. Overfishing. Poaching. Tranferred effort fuel and fish regulations. 2

3 Our approach A community based initiative with everyone on board All aspects of the marine environment, values and uses integrated into a strategy Initiative of Ngati kuri hapu of Ngai Tahu. Close agency relationship Council, Runanga, DoC, different from other districts. Mountains to the sea philosphy. 3

4 Our Vision: Kaitiaki of Tangaroa s tāonga Leading the Community All stakeholders equally represented. Invitation to all local people to share in the role of Kaitiaki/guardians. Kaitiaki are the guardians who recognise the need to care and take responsibility for the natural environment. 4

5 2008 Characterization Report released 2005 Guardians Established Te Runanga o Ngai Tahu Aspirations Nelson Marlborough Conservation Board 1992 Marine Reserve application Te Korowai History Application by the Forest and Bird in to establish a marine reserve around Kaikōura Peninsula Discussion by the conservation board about marine issues Tront wanted a more holistic approach to managing the coast in their rohe (tribal lands) Discussions between the ūpoko (head) of Te Rūnanga o Ngāi Tahu and the Minister of Conservation The formation of Te Korowai an unusual and important milestone in the maturing relationship between the first peoples of Kaikoura and local people today. 5

8 Chosen Responsibilities From mean high-water spring out to seaward boundaries Coastal land Choosen as boundaries represent many statutory areas. Coastal land where direct effects on the coastal marine area (e.g. pollution or fresh water flowing off the land) effects on the amenity value or uses of the coastal marine area effects on coastal and marine wildlife cross-boundary management issues (such as boat ramps that span a boundary) 8

10 The achievement: A Characterisation of Kaikoura Coastal Marine Values and Uses Second edition released in June 2008 This information is the basis of considering issues and creating solutions 10

11 Stock take of coastal Environment including facts such as Commercial wet fishing first recorded in 1867, with subsistence from coastal environment for 800-1,000 years. Description of the current state of the Kaikoura coastal environment. Documenting area s natural features and their use is necessary to develop understanding and identify issues. 11

12 Management tools go through the Te Korowai process Gifts and Gains eg, set net wet fishing Tool to enable us to arrive at consensus. Gift from certain sector fo overall gain. Sacrifice on some rights for sustainability benefit. 12

What is different about this process - all stakeholders equal, personal agendas are declared. Gifts and gains toward sustainable future. 15
