1 IEEE SCC Standards Development P Draft Recommended Practice for Establishing Methods and Procedures that Provide Supplemental Support for Implementation Strategies For Expanded Use of IEEE Standard 1547 Working Group Meeting Minutes, Feb. 4, 2014, Santa Clara, CA The meeting was called to order by Thomas Basso and Dave Bassett, P Co-chairs and attendees were then asked to introduce themselves (Attachment A Attendees). The agenda for the two-day meeting and the IEEE SA bylaws on patents in standards and other guidelines (Attachment B) were reviewed, presented, and approved. An opportunity was provided for attendees to identify or disclose patents that they believe may be essential for the use of the standard; none were identified by the participants. The minutes from the prior meeting were approved. The P scope and purpose were reviewed and there was a general overview of the whole P Draft 6 document summarized by Tom. He explained the draft 6 was a result of subgroups having addressed prior recommendations from working group and the comment sheets to establish that draft 6 for working group approval to go to ballot. There was an onsite review of Draft 6 with participants as one group identifying and agreeing to certain proposed revisions. The working group then agreed that the revised document (draft 7) would be submitted to IEEE for pre-ballot processing. Additionally, it was agreed P officers would make edits to address overall harmonization and style-formatting fixes and additional mandatory editorial comments that are received from IEEE. The harmonization includes editing such word usage as identified in clause 1.4 Word usage, checking the overall document for inconsistencies and obvious errors, and establishing one bibliography not separate ones in different clauses. IEEE balloting and ballot pool formation were discussed. It was agreed to open the ballot pool invitation for 45 days as soon as possible, and to designate the ballot period as 45 days. It is expected to open the ballot springtime. It was also pointed out the ballot pool remains viable for up to six months after the invitation period closes. 8 Slide 9 P Draft Recommended Practice for Establishing Methods and Procedures that Provide Supplemental Support for Implementation Strategies for Expanded Use of IEEE Standard 1547 Scope This recommended practice applies to the requirements set forth in IEEE Std 1547 and provides recommended methods that may expand the usefulness and uniqueness of IEEE Std 1547 through the identification of innovative designs, processes, and operational procedures. The purpose of the methods and procedures provided in this recommended practice is to provide more flexibility in determining the design and processes used in expanding the implementation strategies used for interconnecting distributed resources with electric power systems. Further, based on IEEE Std 1547 requirements, the purpose of this recommended practice is to provide the knowledge base, experience, and opportunities for greater utilization of the interconnection and its applications. 10 Slide 13 Call for Potentially Essential Patents If anyone in this meeting is personally aware of the holder of any patent claims that are potentially essential to implementation of the proposed standard(s) under consideration by this group and that are not already the subject of an Accepted Letter of Assurance: Either speak up now or Provide the chair of this group with the identity of the holder(s) of any and all such claims as soon as possible or Cause an LOA to be submitted 13 Slide 14 Other Guidelines for IEEE WG Meetings All IEEE-SA standards meetings shall be conducted in compliance with all applicable laws, including antitrust and competition laws. Don t discuss the interpretation, validity, or essentiality of patents/patent claims. Don t discuss specific license rates, terms, or conditions. Relative costs, including licensing costs of essential patent claims, of different technical approaches may be discussed in standards development meetings. Technical considerations remain primary focus Don t discuss or engage in the fixing of product prices, allocation of customers, or division of sales markets. Don t discuss the status or substance of ongoing or threatened litigation.
