2 2 AGENDA WHAT IS THE CONTEXT? This seminar is co-organised by the OECD Eurasia Competitiveness Programme, Global Relations Secretariat (GRS), and the OECD LEED Trento Centre, Centre for Entrepreneurship, SMEs and Local Development (CFE), within the framework of the Supporting SME Competitiveness in the Eastern Partner Countries and the SME Policy Index projects. Organised with the financial support of the European Union, these projects aim to support SME policy development in the six Eastern Partner countries participating in the OECD Eastern Europe and South Caucasus (EESC) Initiative (Armenia, Azerbaijan, Belarus, Georgia, Republic of Moldova and Ukraine). These projects are implemented within the framework of the SME Panel of the Eastern Partnership. The OECD, in co-operation with the EU, EBRD and ETF, has developed a framework which builds on tools such as policy dialogue, peer review, independent assessments and government self-evaluation to improve the SME policy framework. WHAT IS THE OBJECTIVE OF THIS SEMINAR? The aim of the workshop is to exchange good practices in SME policy implementation and to update the SME Policy Index methodology, allowing for an improved and more accurate assessment of policies in a new EU Small Business Act (SBA) assessment cycle of Eastern Partner countries. The SME Policy Index methodology measures policy convergence to the SBA and provides an in-depth evaluation of the SME policy environment based on EU and OECD good practices in a number of policy dimensions relevant to SME development and competitiveness in areas such as institutional policy framework, regulatory simplification, access to finance, innovation, green growth and entrepreneurial learning. The SME Policy Index methodology was developed by the OECD, the European Commission, the European Training Foundation (ETF) and the European Bank for Reconstruction and Development (EBRD) and has been applied since 2006 to 33 economies in the Eastern Partnership region, the Middle East and North-Africa, ASEAN, as well as the Western Balkans and Turkey. WHAT WILL BE DISCUSSED? Participants will be invited to exchange experiences and discuss common challenges in developing and implementing SME strategies, programmes and actions in line with the OECD recommendations stemming from past and ongoing country projects. The seminar will address the following themes as key priorities for the development of coherent SME policy frameworks in the Eastern Partner countries: i) Innovation and business support services; ii) SME internationalisation; iii) Green growth. Participants will have the opportunity to present their own programmes and policies, and to discuss with international experts and practitioners the approaches and policy options adopted to tackle similar challenges. WHO WILL BE THERE? The OECD capacity building seminar is addressed to SBA co-ordinators from the Eastern Partner countries and other participants committed to the topic of SME policy design, willing to contribute to build a highly interactive environment by sharing their experiences and learning from each other on a basis of peer-to-peer case study discussion. Participants will include national policy-makers and practitioners, experts in SME development and/or SME policy, and representatives of the private sector in the region. WHAT IS THE FORMAT? The seminar will be structured around a mix of presentations by invited experts and OECD staff, followed by discussion and group work using case studies and concrete experiences developed by participants prior to the seminar. The working language of the seminar will be English. Russian consecutive interpretation can be provided on a needs basis. The workshop is conceived, more than a traditional and conventional vertical capacity building event, as a system aimed at establishing a common knowledge and experience exchange platform among the participants.

3 AGENDA 3 ABOUT THE ORGANISERS OECD Eurasia Competitiveness Programme The OECD Eurasia Competitiveness Programme was launched in 2008 to support Eurasian economies in developing more vibrant and competitive markets both at the national and regional level in order to generate sustainable growth. The Programme brings together government officials and the private sector in a comprehensive approach that includes regional dialogue, peer review, definition of reform priorities and assistance in implementation. The regional approach allows countries to define priorities and learn from their peers how to design and implement successful policies and institutions. The Eastern Europe and South Caucasus Initiative, launched in April 2009, is part of the OECD Eurasia Competitiveness Programme and covers the six countries of the Eastern Partnership: Armenia, Azerbaijan, Belarus, Georgia, the Republic of Moldova, and Ukraine. The Initiative s objective is to support the development of a sound business climate for investment, enhance productivity, support entrepreneurship, develop the private sector, and build knowledge-based economies to render the region more competitive and attractive to foreign investment. The Trento Centre aims to build capacity for local development among national and local stakeholders in OECD member and non-member countries. The Trento Centre provides assistance in the design, implementation and assessment of local development strategies in the field of entrepreneurship, innovation, small business development, tourism, employment and skills, local governance, social inclusion and evaluation. The Trento Centre supports exchanges between member and non-member countries, between national and local organisations, and between the OECD and sub-national bodies. 5 AGENDA 5 Tuesday, 20 May Venue: OECD LEED Trento Centre, Vicolo San Marco INNOVATIONS AND BUSINESS SUPPORT SERVICES Innovation in goods, services, processes and practices can help accelerate economic recovery and put countries back on a path to sustainable growth. In 2007, Ministers of OECD countries acknowledged the need for a cross-government policy to harness innovation as a major driver of productivity that can strengthen economic growth and development. To generate local economic growth, policies which strengthen the innovation capabilities of individuals, firms, and research and training organisations both directly and indirectly by supporting the wider environment in which they operate are needed. The market for business services has many gaps and failures that disproportionately affect SMEs. The less developed the economy and the market for business services, the more intense the market failures that affect SMEs. 7 AGENDA 7 Wednesday, 21 May Venue: Winery Mezzacorona, Mezzocorona, Trento SME INTERNATIONALISATION Globalisation has brought a shift to the economic environment of SMEs. The progressively disappearing barriers and borders are exposing all companies to new markets and international competition. Consequently SMEs that do not consider internationalisation are unknowingly self-imposing a severe restriction on their potential for long term survival. Internationalisation is not to be considered as a separate part of the company or as a strategy to be enacted only in times of reduced local demand, but as a core part of the SMEs long term strategy. This is reinforced by the fact that internationalisation has been proven to be one of the key engines for competitiveness and growth. Many European SMEs however still remain focused on their national markets: only 8% of EU27 SMEs export and only 12% of the inputs of an average SME are purchased abroad. The main reported reasons are a lack of financial resources but most of all lack of skills or skilled human capital to tackle internationalisation. In order to have more internationalised SMEs, government support remains vital. Many SMEs would not consider internationalisation without specific support. This additionality effect fully justifies governmental intervention. 9 AGENDA 9 Thursday, 22 May Venue: OECD LEED Trento Centre, Vicolo San Marco GREEN GROWTH Green growth means fostering economic growth and development while ensuring that natural assets continue to provide the resources and environmental services on which our well-being relies. To do this it must catalyse investment and innovation which will underpin sustained growth and give rise to new economic opportunities, OECD Green Growth Strategy. Local actors (businesses, governments, and institutions) may find themselves under particular pressure in meeting the challenge of the transition to a greener economy, while among SMEs there is real concern about what impact adaptation to climate change will have on their businesses. Governments must look to the green economy to find new sources of growth and jobs. They should put in place policies that tap into the innovation, investment and entrepreneurship driving the shift towards a greener economy. 11 EXPERTS 11 EXPERTS Stefano Barbieri is Head of the OECD LEED Trento Centre for Local Development. He is also responsible for the Centre s activities on evaluation of local development policies. An Italian national, before joining LEED in 2007, Stefano worked as senior manager at the Institute for Industrial Promotion, at the Italian Ministry of the Economy and at the OECD in Paris ( ) on development and cohesion policies. His background includes the direction of two large-scale EU Pre-Accession (Phare) Institution and capacity building Programmes in Hungary and in the Czech Republic, as well as research activities for the Italian National Research Council and for other academic institutions. Leda Bologni holds a degree in Mechanical Engineering and a PhD in Robotics at the University of Bologna. Her skills concern especially innovation management and transnational R&D and technology transfer programmes. She is external expert, independent evaluator and reviewer for the European Commission. From 1990 she works in ASTER, the Innovation agency in Emilia-Romagna. Recently she was in charge of the Technical Assistance Unit for the Implementation of the Regional Law for Innovation, and responsible for the Regional Technology Foresight exercise also in the framework of the Smart Specialization Strategy. To date she is the manager of the High Technology Network. Leda is also national expert in Italy for S3. Fabio Maccari is CEO of Mezzacorona Group since He also sits on the board of directors several companies of the Group as Prestige Wine Imports Corporation, Bavaria gmbh and Solsicano srl, and is a member of the Trentino Wine Consortium, the Trentodoc Institute and the Italian Wine Union. Previously he was Export Director at Kraft Italia and International Business Manager at Unilever Italia. Before joining Mezzacorona he was CEO at Minerva Oil SpA, CEO at Carapelli Firenze SpA and Chief Operating Officer at Deòleo Group. He was also Vice-President of of Assitol, the association gathering the all the Italian companies in the olive oil sector. Mr. Maccari holds a degree in nuclear engineering. Eugene Mazur has worked for two decades in over 30 countries on environmental policy analysis and development, specialising in institutional and regulatory issues, particularly environmental compliance and enforcement. For the last 12 years, Mr Mazur has been managing projects at the Environment Directorate of the OECD on environmental regulatory reform in countries of Eastern Europe, Caucasus and Central Asia and, since 2007, has led the programme on environmental compliance assurance in OECD countries. He has also done extensive work on strengthening environmental permitting systems, reforming environmental quality standards, improving economic instruments of environmental policy, and broader green growth issues. Mr Mazur holds a Master s degree in environmental management from the University of Amsterdam, the Netherlands. Thomas Miorin is Managing Director of Habitech, the Trentino Technology District for Energy and Environment, since He is co-founder of Axelera, a social association operating on the exponential innovation subject. Previously, he was CEO of Retedis Srl, the first private enterprise providing services to Italian industrial district, professor of Logistics at the Politics Science Faculty of the University of Padua and professor of SME Development at various international MBA in the Middle East. He worked as a consultant and trainer in the field of territorial development in Italy, Europe and several development countries (Egypt, Malawi, Argentina, and Jamaica) working with international organisation and contributing to the development of a clusters and SME networks. Kevin Mole is Associate Professor (Reader) of Enterprise & Assistant Dean (PhD Programme). His expertise ranges across a variety of qualitative and quantitative research techniques: on external advice to small firms, the diagnosis of firm problems, policy choices in business support, firm growth and the adoption of new working practices in SMEs. Has worked for the Advanced Institute of Management and client list includes BERR the Small Business Service and Business Link University. Alessandra Proto is a policy analyst at the OECD LEED Trento Centre for Local Development based in Italy, where she has been working since its establishment in She manages the activities related to entrepreneurship, innovation, SME and tourism. She is also in charge of the design and implementation of capacity building activities of the Centre, which aim to further enhance the capacity and ability of those working in the field of local economic and

12 12 EXPERTS employment development, in both OECD member and non-member economies, to formulate and evaluate policy options and modes of implementation based on an understanding of the needs, potential and limitations that exist within a locality. Alessandra Proto obtained her degree in economics and management of public administration and international institutions from the Bocconi University in Milan. Paolo Rosso is a senior expert advisor to the OECD. He holds a degree in engineering from the University of Trieste. Since 1990, he has been working on economic and territorial development projects, as well as policies and programmes for integrated economic development and SME support. Paolo Rosso has professional experience in Italy, other European countries (Bulgaria, Bosnia and Herzegovina, Czech Republic, Slovak Republic, Croatia, Slovenia, Hungary, Romania, Russia, and Turkey), and Latin America (Argentina, Uruguay, Brazil, Venezuela, and Mexico). He currently works as a consultant for international corporations, governmental and international institutions (ministries, local administrations, the European commission, governmental and development agencies in Italy and abroad).
