2 Panel 1 A Dynamic Context Panel Lead: Mr Patrick Auroy, NATO Assistant Secretary General for Defence Investment The focal point of this panel is to transpose the decisions of the Heads of State and Government at the Chicago Summit over the continuously challenging strategic context. The further analysis of the strategic context will be focussing on two aspects: The new and emerging security threats and challenges; The economical, technological and industrial context. This analysis will be the foundation for identifying expectations for a stronger engagement of NATO with industry. Mr Patrick Auroy, Assistant Secretary General for Defence Investment within NATO HQ in Brussels, will set the scene by presenting the outcomes of the Chicago Summit, NATO ambitions for the near future (NATO Forces 2020), while highlighting the current geopolitical environment. MG Peter C. Bayer (ACT, Deputy Chief of Staff, Strategic Plans and Policy) will present an analysis of the current and future challenges posed by the international environment, from a Strategic Command standpoint. MG (ret) Barry Bates, Vice president for Operations, (U.S.) National Defence Industrial Association, and Mr Marc Cathelineau, Chairman of External Affairs Committee Aerospace and Defence Industries Association of Europe (ASD) will follow with presentations on their industrial associations perspectives on the topic. The changes in industrial landscape will be at the core of their presentations. 2
3 Panel 2 Adapting to Game Changers Panel Lead: General Jean- Paul Paloméros, Supreme Allied Commander Transformation This panel will explore strategic responses to the challenges identified during the previous discussions. Presentations by panellists will be followed by a Q&A session on possible role for the different stakeholders in this new environment. A key point will be to identify the on- going initiatives and new ideas to support the implementation of the Chicago Summit decisions. General Paloméros, SACT, will focus on how Smart Defence and the Connected Forces Initiative can tackle dynamic, strategic scenarios. Additionally, he will provide an overview on how ACT s efforts support the need for innovation. Ms Claude- France Arnould, Chief Executive of the European Defence Agency, will address the European approach on defence industry challenges. In particular, she will describe how the EDA engages with industry. She will also highlight potential synergies between NATO and EU. Mr E. J. Herold, Deputy Assistant Secretary General, Defence Investment Division, will bring forward structural changes envisaged to allow the implementation of Smart Defence, Connected Forces Initiative and multinational challenges principles in NATO capability development. Mr Janusz Zakręcki, President, PZL Mielec and Mr Ray Edwards, Managing Director, Agusta Westland will deliver the industry perspective based on their experience in the domain of helicopters. 3
4 Breakout Session 1 Technology Trends and Science Challenges Moderator: Major General Albert Husniaux, NATO Chief Scientist With this session, Technological Trends and Scientific Challenges will be tackled. This will be done by engaging in an open dialogue between academic, military and industrial contributors. The three objectives are to identify: (1) Technological trends and scientific challenges that are foreseen to affect defence and industry; (2) Approaches to assessing their consequences; and, (3) Means of exploiting Science and Technology (S&T) latest developments, both from a defence and industry perspective. The breakout session will begin with an examination of technology forecasting methods and an exploration of forecasts in some key areas including energy, information technology, manufacturing, bio- technology and transportation. The focus will then narrow on to the military implications, to include the impact on soldier systems through the application of materiel science, artificial intelligence and robotics. The necessity to develop agility in adapting to rapid changes in the strategic and technology environments will be emphasised. Noting that possible consequences of decisions made under financial austerity could impact health of defence industry and the underlying technology base on the long term, the session will then look at the aspect of the problem from the perspective of industry and the necessity for collaborative S&T. The discussion will focus on defence requirements and capabilities, in the context of looking for solutions. The moderator is Major General Husniaux (NATO Chief Scientist) who chairs the Science and Technology Board, NATO s premier forum for Science and Technology co- operation. Dr Halal (Professor Emeritus of Management, Technology and Innovation, George Washington University) will present an academic perspective. Brigadier General Hansen- Nord (ACT Assistant Chief of Staff Capability Requirements) will be speaking on military requirements. Dr Esposito and Dr Collins (NATO Industrial Advisory Group) will provide an industry perspective on Technology Trends and Science Challenges. 4
5 Breakout session 2 Framework for NATO engagement with Industry Moderator: Mr Wayne Fujito, NIAG Chairman The intention of this breakout session is to generate a list of action items that will enhance coherence, visibility and overall output of the various engagement mechanisms available between NATO and industry. Based on preparatory work conducted this year, a set of business models and formats for NATO interaction with industry will be discussed. The candidate approaches should support current NATO initiatives such as Smart Defence and Connected Forces. Mr Wayne Fujito, Chairman of NATO Industrial Advisory Group, will be the moderator of this breakout session. Brigadier General Giovanni Fungo, Assistant Chief of Staff for Capability Engineering, ACT will share ACT s best practices engaging industry and suggest a set of requirements and ideas for improving the NATO- Industry relationship. Mr Mike Lyden, General Manager, NATO Support Agency and Mr David Burton, Chief Technology officer, NATO Communication and Information Agency will provide their views from a procurement/acquisition and implementation perspective. Mr John Louth, Royal United Services Institute for Defence and Security Studies will share the conclusions and outputs from the ACT- DI- RUSI workshop held in London in March 2012 on NATO, Industry and Smart Defence. Mr Alfredo Gordo Alvarez, Navantia, Mr Lorenzo Fiori, Finmeccanica, and Mr Lennart Källqvist, SAAB will offer an industrial perspective and detail industry expectations. 5
6 Breakout session 3 Immersive Training Environments (ITE) Moderator: Mr Paul Thurkettle, ACT Section Head Training and Education Technologies The Immersive Training Environments (ITE) breakout session will offer attendees a chance to see and discuss NATO and nations progress in developing this exciting new technology to support education, training and exercise preparation requirements. As a tier one Smart Defence project this area is of high interest to NATO and nations especially following the Chicago Summit. The breakout session will work to finding better ways to work together through stimulating discussions on the state of current and future possibilities in the ITE world. The attendees will also leave with a better knowledge of the hurdles encountered by the Industry as they try to work with NATO (and national governments) and potential ways to finding improved practices to work together towards achieving Smart Defence goals. Mr Paul Thurkettle, ACT Section Head Training and Education Technologies will open the session with NATO developments in ITE and requirements for future coordinated development with nations and industry. Industry representative Ms Phaedra Boinodiris, Serious Games Program Manager at IBM, will update the audience on immersive training environments IBM is developing as well as on the use of collaboration tools to form virtual classrooms and blended learning. She will discuss experiences with customer acceptance of this new technology. As the lead nation for this ITE project, the United Kingdom s representative will explain how simulation and the use of ITE will improve their training capability by 2020 when over 60% of all military training will be simulated. Mr Craig Turner, Bohemia Simulations, will outline how his company went from supporting Australia to having their software (Virtual Battle Space VBS2) used by over 19 NATO and 9 partner nations. He will outline best practices, frustrations with the procurement practices, and opportunities to improve government and industry development. Mr Vladimir Simanski, Chief Executive Officer and Member of the Board, Virtual Reality Media, will speak on how his company achieved Successful cooperation with US partners in the development and production of flight simulators, an area where simulation has long been accepted and considered vital for pilot training. 6
7 Breakout session 4 Joint Intelligence, Surveillance, Reconnaissance (JISR) Moderator: Mr Ludwig Decamps, NATO Defence Investment Division The targeted outcome of this workshop is to reach a better understanding of NATO s JISR challenges and to receive the industrial views on JISR interoperability and the exploitation and dissemination of JISR products. This will be achieved by a shared understanding of recent operational JISR issues through a review of the current NATO strategies to overcome JISR shortfalls hence trigger a clear identification of potential solutions which are mutually interesting, and possibly beneficial. The moderator will be Mr Ludwig Decamps, from the NATO Headquarters, Defence Investment Division representative. Colonel Rachel A. McCaffrey, Chief Intelligence Division, Ramstein will provide the operational perspective. Mr Rob Munday, Chairman of the NIAG Study Group 164 Unified Vision 2012 JISR Trial will offer his thoughts on NATO- Industry collaboration. Mr Charles Gulledge, Lockheed Martin, will present experience and results from the Airborne Multi- INT Laboratory (AML). 7
8 Panel 3 Framework for engagement with Industry and actionable items to enhance NATO- Industry relationship Panel lead: Vice Admiral Carol Pottenger, Deputy Chief of Staff Capability Development, ACT This panel will be an opportunity to summarize all ideas captured during the conference. In particular, it will build upon the report of the breakout session on Framework for NATO engagement with Industry and will examine a full spectrum of collaboration models from different NATO entities, with the aim to refine and better describe a vision for the future NATO industry relationship. This panel will start with a presentation of a successful collaboration between NATO and Industry in the field of medical support by Mr Phil Choppen, NATO Support Agency. Vice Admiral Carol Pottenger, Deputy Chief of Staff Capability Development, ACT will lead the panel. She will provide the NATO Capability Development view and she will focus the discussion towards the actionable aspects.. Mr Brett Lambert, Deputy Assistant U.S. Secretary of Defence for Manufacturing and Industrial Base, will provide the American governmental procurement perspective on the relationship with industry. Mr John I. Laugerud, Norwegian Deputy NAD, will complete the spectrum of national positions with a European perspective. Mr Michael Maiden, Chairman and Armament Director of Northern Defence Industries will represent the UK Small and Medium Businesses. Mr Martin Hill, Vice- Chairman of the NATO Industrial Advisory Group will present the Industry perspective within a NATO framework. 8
