The Composite Park project, initiated by economic and politic actors the determination of whom can be measured by the force of their commitment, translates the firm will to stimulate a region with a long industrial tradition the Eastern Moselle Pays Naborien. The financial incentives and aids granted to developing companies, decided by the major promoters of the project, are aiming at making this technological park a real territory of innovation, promoting competition and the development of new technologies particularly oriented to the composite and plastics processing sector. n The economic and industrial context The Pays Naborien region, situated on the intersection of major European communication roads, offers high competences which represent a precious resource in the Eastern Moselle industrial fabric. f A firm political will A strong political will as well as determined economic actors have enabled the making up of a comprehensive programme of pertinent actions targeted to the composite and plastics processing sector. On site, a series of concrete measures have already been taken for several years: Financial and technical support to innovation and development activities carried out by a specialized cluster located at Saint-Avold: the Eastern France Plastics Processing Center. Presence of University subsidiaries at Saint-Avold, such as Metz Paul-Verlaine University, Eastern Moselle University Institute of Technology. Specific networks and clusters related to this activity sector, such as Euro Lorraine Composite, Aériades, Chambley Aeronautics cluster. Implementation of specific training programmes for the future Park s employees. A specific incentives package dedicated to this territory (former mining area) in order to promote job creation. f A comprehensive network of services A large network of institutions dedicated to research and training, representing a leading edge technological environment : A technical centre: the Eastern France Plastics Processing Centre (PPE). MATERIALIA competence cluster with two projects: COMAC (multi technological optimized control of composite aero structures) and CAPSAIRTM (Lightened design of aeronautic structural elements by resin infusion and RTM). ARKEMA R&D Centre, f A diversified industrial environment About 340 national and international companies of the chemical sector are located less than 600 km around the future Composite Park, more than half of which being active in the plastics/rubber sector and 40 being subcontractors of the aeronautical industry. 50 % of the European Union s GDP are produced in this area called heart of Europe.

3 f An ideal geographical position Located right at the heart of Europe, close to Germany and Luxembourg, Composite Park benefits from a privileged geographical position, facilitating economic and industrial exchange. This asset represents a major guarantee for the permanence of the activities concentrated on this site. f A pleasant lifestyle Beyond the limits of the Composite Park, you enjoy lush and diversified countryside as well as a rich cultural and historical heritage, a big variety of leisure activities and gastronomic highlights, thus offering to all newcomers a real quality of life. f Housing and every day life Thanks to a permanent control of the regional demographic evolution, several real estate programmes have been implemented to satisfy the needs of the growing population totalling today more than 1 million inhabitants (within a 30 km radius). Service, commercial and leisure facilities have been simultaneously developed in the whole area, thus giving it a real economic and social dynamism. n Focus on the site Situated at the heart of a natural environment, this big business park is well adapted to the setting up of new companies wishing to offer to their employees a pleasant environment. f Availability of land and buildings The total available surface of the park mounts to 25 hectares, with additional 45 hectares on option. All buildings and fittings of the Composite Park have to respect the HQE environmental standard (high environmental quality) in order to preserve the natural surroundings of the site. The construction of several relay-buildings (construction financed by a public authority and lease of the building to an investor for a limited period) of a total surface of 1,000 m² is planned (850 m² of workshops, 150 m² of office space).
