3 Chapter 1 Toward Establishing a Nation Based on Science and Technology Innovation Science, technology and innovation policy management in the past year Strengthening the headquarter function of the Council for Science and Technology Policy <Budgetary provision> Prioritization and summarizing policy measures through the resource allocation policy and action plan, etc. Collaboration and coordination of relevant ministries through the Science, Technology and Innovation Budgeting Strategy Committee <Law revisions> Reinforcing the functions of the Council for Science and Technology Policy and the secretariat <Policy measures> Systematizing and prioritizing the overall science, technology and innovation policy centering on the basic policy and comprehensive strategy. Establishing an annual PDCA cycle directly linked to the budget on the basis of the comprehensive strategy. Initiatives aimed at solving key issues. Promoting SIP and ImPACT, the two pillars of the National Emphasis Program. Reforming innovation creation environment. Recent movements surrounding science, technology and innovation (1) Shifting from recovery/revitalization of economy to achieving sustainable growth It is essential to attain sustainable economic growth led by private sectors. (2) Shifting to economic growth led by science and technology Changing from the mainstream industrial economy model centered on advancement of industrial technology/productivity enhancement to the science economy model centered on knowledge of science and technology. (3) Entering the full-fledged mega competition of knowledge Japanese companies and industries, as well as universities and individual researchers, are being involved in intense global competition. Three roles of science and technology innovation Driving force for ensuring economic revitalization Ensuring economic revitalization by getting the economy back on a robust growth track, boosting the growth potential, and creating a virtuous cycle. Science and technology innovation is the core driving force behind economic revitalization. Breakthrough of sustainable development in the future It is important to focus on innovation to ensure international competitiveness and achieving sustainable development. Decisive factors for enhancing presence in the global economy Japan s high levels of human resources and technological capability are the sources of national strength. We need to attract talent from the world as the world s leading innovation hub to secure income and employment. Future direction of Science, Technology and Innovation policies Science, technology and innovation: anchor + driving force for achieving a breakthrough toward a bright future. Advance and preemptive investment must be worked on as a national strategy. Making a nationwide effort for creating the world s most innovationfriendly country to transform the country into the world s leading innovation hub. Future of Japan created through science, technology and innovation Shape of the nation to be attained by Economy that maintains world-top-class economic strength and develops sustainability Society where the people can enjoy prosperity, safety, and security Economic society that harmonizes with the world and contributes to the progress of humankind 2

Realization of a Clean and Economical Energy System Section 2 SIP Ministerial measures - Cooperating with the Office for Healthcare and Medical Strategy. - Establishing circulation between basic research and clinical sites. II. Realization of a Healthy and Active Aging Society as a Toprunner in the World Headquarters for Healthcare and Medical Strategy Promotion Positioning the SIP measures as actions that lead to solving policy issues, and implementing all ministerial measures that expand on the SIP measures. - Realizing Smart City that solves integration issues as a whole. - Developing a package of infrastructure including software. III. Development of Next- Generation Infrastructure as a Top-runner in the world SIP Ministerial measures - Fostering growth in fields that have not been considered growth fields as growth engine. IV. Fostering of New Industries by Utilizing Regional Resources SIP Ministerial measures - Focusing resources on measures for short-term issues toward early recovery and reconstruction. V. Recovery and Reconstruction from the Great East Japan Earthquake Strengthening industrial competitiveness through cross-cutting technologies Incorporating the sources of strengthening industrial competitiveness toward solving the above-mentioned policy issues. - ICT, including information security, big data analysis, and robot and control system technology) - Nanotechnology for developing devices, sensors, and advanced materials with new functions - Environmental technology including earth observation technologies and resources recycling Section 3 Capitalizing on the opportunities of the 2020 Tokyo Olympic and Paralympic Games Organizing projects by combining various measures described in Section 1 and Section 2. Promoting industrialization by setting a realistic goal of utilization at the Olympic Games. Showcasing science, technology and innovation originated from Japan to the world. Examples of focused measures Development of next-generation ocean resources survey technologies <SIP measures> Development of offshore wind power generation systems Promising waters surrounding the nation Methane hydrate Base station Satellit e Research ship Hachijojima Island Cobalt-rich crust Acoustic multiplex communicatio n/positioning Okinawa Main Island Chichijima Islands Minami- Tori-shima Submarine hydrothermal deposit High precision acoustic positioning Through industry-academia-government cooperation, establishing technologies for exploring vast expanse of the ocean efficiently under the initiative of the Cabinet Office and contributing to the development of ocean resources, environmental protection, and resource security. Floating offshore wind power generation system Energy production Energy distribution Energy consumption Promoting the initiative toward increasing the economic efficiency and stability of power output of offshore wind power generation systems in coordination with the initiative for energy consumption and distribution. Realizing a society with improved energy self-sufficiency rate and advanced energy security. Realizing a society that fully utilizes clean renewable energies. 4

Promoting the development of the world s cutting-edge medical technologies, while establishing a circulation between basic research and clinical sites. Examples of focused measures Reinforcing the development of drugs/medical equipment Drug development Medical equipment development Improving the support system for clinical research and trial Developing bases for developing innovative medical technologies Realizing the world s cutting-edge medical care Realizing regenerative medicine Realizing custom-made/genomic medicine Reinforcing research for specific diseases Research on cancer Research on mental/neurological disorders Research on emerging/re-emerging infectious diseases Research on intractable diseases ips cell Discovering good seeds from basic research and bringing them consistently to commercial application to deliver specific results. Pursuing realization of medical care that extends healthy longevity of the people and meet expectations of the people/society, and medical care that makes the best use of the nation s technological capabilities, as well as promoting improvement of competitiveness in the drug and medical equipment development fields, and international cooperation and contribution in medical care. Adjusting expenses will be established by using the expenses to promote science, technology and innovation creation to make adjustment to research and development in the medical field comprehensively. 5

Development of Next-Generation Infrastructure as a Top-runner in the World Policy challenges Integrating the issues of population decline, declining birthrate and aging population, global environmental problems/resource and energy problems, and need for preparation for large-scale natural disasters and developing infrastructure that accommodates rapid changes in the social environment. Infrastructure developed during the high economic growth era requires renovation, and a need for large investment demand for maintenance and repair or renewal of infrastructure is expected. Examples of focused measures Development of technologies for infrastructure maintenance/renewal/management <SIP measures> Realizing Smart City toward development of nextgeneration community Clarifying the mechanism of deterioration of structures and sophisticating technologies for estimating the remaining life. Cracks due to corrosion Energy Smart City Education/ child-rearing Using highly corrosionproof steel Long-term usability was verified by establishing monitoring techniques and analyzing nano-level corrosion. No cracks Transportati on Making full use of high technologies, such as ICT, to attain Water treatment Waste disposal sophistication of energy utilization technologies, advanced transportation system, and environment-friendly and comfortable services. Medical care/ nursing Realizing infrastructure that supports the lives of people and industries sustainably at low cost Developing a society that is safe, secure, and sustainably vibrant. 6
