17 Conclusion and suggestion In the S&T to contribute to a Green innovation, not only an up-to-date S&T but also the combination of the ready-made technologies becomes the object. Not only the side of the research and development of the S&T but also it is necessary to consider it from a social, economical aspect. And, the comprehensive perspective is necessary as a green innovation for the social shaping with a low negative environmental impact. It is necessary to have the opportunity of the consensus building including the citizens, and dthe regional model who adjusts to the environment in the region and to maintain the social infrastructure. It is necessary to continue a public investment in the future. It is necessary to be going to examine not only the region in the vicinity but also the cooperation between regions far away like Tohoku and Kyushu, etc. for instance positively in the future. It is a problem that should be considered enough in the social infrastructure making for aging society advancing the construction of the low carbon society, too. 17
