1 Meeting CNECT/F JRC/IPTS Strategic planning for IRIS 2014 REPORT June , JRC-IPTS, Seville, Spain Edificio Expo, Floor 1, Room A30 PURPOSE The annual planning event between JRC/IPTS and CNECT/F took place on June, 27. The objective of the meeting is the identification of the topics on which IPTS will likely execute research/studies of shared interest and co-funded by IPTS and DG CNECT in 2015 and beyond. Russo (CNECT F.4), The agenda (attached) has been modified as a result of the cancellation of flights due to air-traffic control disruption that resulted in L. Sioli and P. Bucciarelli not being able to attend in person. The part of the agenda until 10am has been cancelled. SESSION 1: Introduction J. Bensted-Smith, thanked Director CNECT/F and HoU CNECT/F1 for coming to Seville in person for this important meeting and also thanked Lucy and Paola CNECT/F4 in VideoLink for enduring the air traffic control disruptions. He recalled that fixing priorities is even more important this year, as 2015 is for the JRC a year where staff limitations are likely to produce negative answers to interesting but competing requests from customers DGs. He stressed the need for a multi-annual planning. G. de Graaf, thanked the IS unit for the quality policy-driven work it has been developing in support of DAE objectives. He went on to say that the main policy targets for the EU remain the same (i.e. growth, Jobs, competitiveness, energy union) and that it is expected that new jobs will be created by fostering the very dynamic digital community in Europe to grow and scale-up and that the main instrument for this to happen is the further integration of the Digital Single Market (DSM). He continued that there is ongoing discussion among several DGs (MARKT, ECFIN, SANCO, CNECT, EMPL), under the coordination of the SecGen to launch new research activities in relation to DSM benefits and barriers. He anticipated that the September State-of-the-Union statement

2 will ask all Commissioners to define the Digital Content of their portfolio and that new initiatives will need to be defined and proposed in the March 2015 Council meeting. The discussion that followed raised a number of issues as to what Europe really needs (i.e. a clear agenda, strategic coordination, greater consistency in initiatives, sharing of best practices) as well as on what the role of the JRC/IPTS/IS unit could be in this framework. SESSION 2: Digital Single Market (DSM) G. de Graaf presented on-going developments in the analysis of the current situation in relation to the integration of the DSM and highlighted the actions that are likely to be agreed in the interservice group: B. Martens (JRC/J3) was invited to participate to the Steering Committee. J. Gren presented the 5 families of barriers that would need to be analysed and quantified further as to the compliance cost: (a) Regulatory fragmentation: relates to applicable law and the cost of regulation (i.e. contract law, product law, consumer protection etc ); (b) trust and security online: standards, Alternative Dispute Resolution, privacy protection, service provision for cloud services, etc ; (c) Access to key Digital Resources: search neutrality, platforms, data and IP rights (crossborder access, data analytics, data location requirements); (d) Territorial Restrictions: mainly related to copyright regimes (private barriers, limits to active/passive sales, geo-blocking, tracking); and (e) other issues such as interoperability of mobile payments, cloud services, etc.. L. Sioli briefly presented the implementation plans for this process: a major data collection exercise will be launched (i.e. mystery shopping survey, or enterprise survey, etc ), a framework for analysis will be defined, the most relevant sectors will be chosen, so as to analyse the impact of the above barriers on groups of actors (consumers, business) and on the economy, including on upcoming technological developments (M2M, BigData, 3D printing ). She also specified that the timing for this exercise will have to be short (first results by March 2015 and final by July 2015). B. Martens presented the related work done by the IS Unit to this day mostly in the framework of the Digital Economy Research Programme (DERP). He mentioned a number of barriers that we have identified for our research: (a) unlike for the physical Single Market where an abundance of data exists, data for example on online cross-border trade is scarce; (b) legislative barriers are difficult to quantify as there are different targets for different countries; (c) some of the issues are competition issues rather than Single market (i.e. many of the copyright issues that emerged); (d) trade between businesses (B2B) data is inexistent. He also specified that we are starting to collect data online (and we try to address the legal gap that exists with research using such data collection processes) and mobile Apps data (which we are likely to buy). The discussion that followed, raised a number of issues that could become targets of the analysis that is needed such as: (i) mainly competition issues in relation to pan-territorial licences, existing vertical agreements, price discriminations, how to define domestic or foreign when transaction are done through a US-based platform; (ii) further analyse the 5 EU Amazon shop data to better understand cross-border ecommerce issues; (iii) a service available all over the EU could in principle be done from one MS only can it be done? (iv) more research on the relation of taxation of physical goods is needed as for example VAT rates per MS are not available (ebay data may be used); (v) to analyse the sharing economy we need to get B2B data and see impact on Industrial policy which goes Digital; (vi) also more research on EU global 'champions' and 'Angels'. 2

3 It was suggested that B. Martens would be on the Steering Committee of the inter-service group that follows the DSM activity. Also that the IS Unit would be asked to contribute both from institutional as well as from competitive (DERP) resources (until middle 2015). As a first step the existing DERP Technical Annex would be modified as soon as the DSM work plan is agreed. SESSION 3: Digital Skills, European Semester L. Sioli briefly presented the implementation plans for the work in relation to the Grand Coalition initiative on 'Impact of Technologies on Labour Markets' which include launching a survey on the Digital Skills needed by the workforce. Yves Punie replied that the Digital Competences framework that CNECT/F4 used for the DAE scoreboard already could be used in the context of the study. He also said that both ESTAT and CEDEFOP are using the same framework and that SANCO has requested we apply it to the skills for an online consumer. GdG proposed that an App be developed that would allow anyone to self-assess their Digital Skills even professionals and continued that more work in relation to ICT impacts on Employment would be needed in the framework of the DSM project. LS suggested that an App or an online tool could also be useful for measuring more precisely the ICT skills in the population than our current method based on the Eurostat survey. G. de Graaf presented on-going developments in relation to the 'Digital' contribution to European Semester. He particularly said that through this initiative improved promotion of ICT reforms would be possible as a specific mix of (Digital) policies per country would be possible. However, he highlighted that for this to happen he would need data coming from the MS (monitoring) and more specifically the follow-up of DAE policies. JBS briefly presented the work of JRC/J6 in relation to the project Research and Innovation Observatory (RIO) for RTD. He explained that while we are willing to collaborate in the framework of RIO in the area of ICT resarch, it is not clear at this point whether RTD would like to open this project to CNECT or ENTR and we would need to fix priorities in function of the availability of resources. SESSION 4: Status of other project: EIPE, CIDM, EURIPIDIS, PREDICT The final session was dedicated to presenting the status of project that were ongoing or starting for another DG or just finished and discussion as to whether a follow up is foreseen was needed. EIPE Giuditta de Prato briefly presented the outcome and first visible impacts of the project presenting a Geography of ICT innovation in Europe. GdG congratulated the IS Unit for their work and asked for more work to be done on this very important for policy-making topic. JBS explained that there is a clear link between this subject matter and the broader aspects of the smart specialisation (including the S3 cooperation with CNECT/B). CIDM Bertin Martens briefly presented the plans agreed with DG MARKT in relation to Copyright in the Digital Media (AA with DG MARKT). The presentation was useful as the issue is of relevance for the DSM. 3

4 EURIPIDIS Paul Desruelle briefly presented the status of the project on ICT-enabled innovation for CNECT/F2. He described all ongoing activities and highlighted a number of issues: (i) definition of start-ups and matching with business demographics by ESTAT; (ii) how to use the ICT component of the Innovation index to com[pare countries in different dimensions; (iii) more data needed on RTD study in relation to FP7 evaluation; (iv) digital entrepreneurship workshop on July 4th. PREDICT 2 Giuditta de Prato briefly presented the status of the PREDICT 2 project especially in relation to the macro-modelling activity and suggested that first results will become available in time for the new Commission to use. The contribution of PREDICT2 in the annual scoreboard exercise and the prospects of PREDICT 3 were also discussed. GENERAL and CONCLUDING REMARKS GENERAL/Role of the JRC/IPTS As new DAE will become a many Commissioners' agenda, so the role of JRC is to serve multi-dg needs and enable cross fertilisation and synergies among DGs in area of shared competences. DSM DSM is clearly one of these areas of shared competences. JRC/IPTS is willing to contribute to defining/ implementing plans (participating in Steering Committee with other DGs) but also contributing to some technical/analytical task if appropriate. From the presentations during the meeting it became obvious that that some evidence and expertise already exists in IPTS IS Unit (J03). This expertise was developed in the context of the DERP project. It is also clear that IPTS resources are limited and that the existing DERP work plan needs to be re-adjusted towards the DSM objectives. A major problem is availability of data (ie. B2B) and timing (the research cycle is slow while the policy cycle fast). DIGITAL SKILLS IPTS is ready to support CNECT/F plans on Digital skills although what exactly can be done is still to be clarified. IPTS and CNECT/F4 are organising an October workshop as part of DERP deliverables on "ICT and employment" and agreed to invite EMPL and EAC to the workshop and open the discussion. European Semester: The RIO (Research and Innovation Observatory) is a vehicle for informing European Semester and monitoring of MS policies. It can feed and produce country analytical reports. The work on RIO is managed through JRC/ J06 (Innovation Systems Analysis). DG CNECT could potentially take part in the steering committee of the Observatory with RTD. Other sources of information already in use could be identified to be used to formalise monitoring of MS policies. However, IPTS has discontinued working on egov and are unlikely to take it up again. Re-evaluation of priorities may be needed if support in this area is requested by DG CNECT. EIPE IPTS thanks DG CNECT for praising of the EIPE project. The project is completed. The expertise / results generated by the project is going to feed other projects but IPTS will not start an EIPE-2 4

5 COPYRIGHT The IPTS work on copyright for DG MARKT is of interest to CNECT as well. Currently the project reflects the point of view of the customer but IPTS is willing to enlarge the scope of the research if of interest for CNECT/F in the framework of DSM. EURIPIDIS and PREDICT The status and future of EURIPIDIS and PREDICT were briefly discussed. The services are invited to start the bilateral discussion on PREDICT 3. In 2015 we will have less flexibility to accommodate new work requests and may thus be forced to reject new work Governance The continuation of the IRIS formula of 2-annual meetings is recommended. In particular, the "ICT & employment" workshop could be extended to become the nucleus of an IRIS Autumn presentation. -end- 5
