4 What is the ERA? A political concept to overcome undesirable fragmentation of Europe's R&I efforts to achieve efficiency, effectiveness, attractiveness, openness to organise co-operation at different levels for co-ordinated, more coherent national or European policies A physical space where S&T capacities/ resources of Member & Associated States are put to best use that is open to the world where people, ideas and knowledge can circulate freely (5 th freedom) Who & what it involves all European research stakeholders; Public & Private investment & PPPs national/ regional strategies & actions; The Framework Programme & other Community measures; OMC / partnerships
5 Ljubljana Process We need to develop a well-organised partnership between the Member States, Associated States and the Commission to exchange information and to steer all initiatives in a coherent way. First step is to agree on a common long-term vision for the future of ERA as the basis for our future actions and initiatives; and In addition, better governance, notably with better political steering at the ministerial level, is needed. 24/10/ ERA vision & Ljubljana process

9 Role of Universities in the ERA Policy background: COM (2006) Delivering on the Modernisation Agenda for Universities: Education, Research and Innovation, Council Resolution (2007) Modernising universities for Europe s competitiveness in a global economy and the ERA Green Paper: Universities key stakeholders in the process towards a knowledge based economy interface between the EHEA and the ERA at the hearth of the knowledge triangle, key role in the need to achieve a sufficient supply of competent researchers & make the ERA/EHEA more attractive to the world But, some challenges are still ahead

12 Globalization of R&D Excellent research at a global scale will rather be concentrated in a few regions/ universities of Europe that spread to every one Smart specialisation of regions/universities to foster innovation. Diversity and differentiation of missions. Not all universities with the same education-research-innovation mix, thematic specialisation, international national regional focus. 13 Standard model Lab R&D > Discovery/Invention > Disclosure > Patenting > Licensing > Spin-offs OK, but the linear innovation model is not working the economic impact of university spin-offs, though increasing, is still only 2-3% of the total number of business starts in the US the number of US University patents (~ 3700/año) is 2.5 % of the total US patents. 29 FP7 and the Structural Funds: more synergies FP 7 has a new regional dimension, under Capacities while Structural Funds will reinforce R&D investment R&D, innovation and entrepreneurship as the first priority in Convergence regions Innovation and the knowledge economy as the first priority for the competitiveness and growth objective Earmarking: at least 60% or 75% of funds for Lisbon priorities Complementary funding where possible but no double funding
30 Innovation in SF 99,4 bn in 386 OP, i.e. almost 29% of the total SF, are foreseen for innovation: FP7 = 50.5 bn! 1. Innovation in Cohesion Policy bn for research, technological development innovation in the narrow sense (in 340 OPs) 22 bn for entrepreneurship (in 287 OPs) 13 bn for innovative ICT (in 261 OPs) 14.4 bn for developing human capital potential in the field of research and innovation (in 181 OPs) of which 940 million managed in REGIO 2.1 bn for territorial cooperation 73% for Convergence, 24% for Competitiveness & Employment Massive increase compared to : 26 billion (= 11% of the total SF budget) were invested in research and innovation in the broad sense, of which 10.7 billion in RTDI in the narrow sense FP7 ICT = 9.1 bn! CIP ICT = 0.73 bn
