1 MINUTES East Devon HEAP Project Steering Group Wednesday 15 th January am AONB Offices, 4 East Devon Business Centre, Heathpark Way, Honiton, Devon, EX14 1SF or Attendees Emma Rouse Wyvern Heritage and Landscape Phil Planel Associate Wyvern Heritage and Landscape Chris Woodruff East Devon AONB Pete Herring English Heritage Bill Horner Devon County Council Barbara Farquharson Branscombe Project Roger Stokes Woodbury Project Gill Selley Woodbury Project Apologies Veryan Heal English Heritage (Southwest) Sarah Maclean English Heritage 1. Welcome Attendees introduced themselves. 2. Matters outstanding from last meeting All actions complete and covered under other Items 3. Strategic Landscape Scale HEAP: Update ER provided a recap on the progress undertaken so far on the strategic landscape scale HEAP the addition of archaeological information to Historic Landscape Type descriptions and the uploading of the methodology to the AONB Website. Summary paragraphs have been added to each description with maps and photographs, an introductory section written, and an appendix written summarising HLT terms based on Sam Turners glossary. ACTION ONE ACTION TWO ER to investigate and get GIS for Sam Turners HLC Areas and investigate fit with project ER to add in more linkages between HLT Areas and references to relic prehistoric landscapes were relevant, and information on building materials from stone quarries leaflet 1
2 4. Strategic Landscape Scale HEAP: Historic Landscape Character Area Significance A Significance discussion was prepared and circulated. ER outlined the rational behind the adopted approach. Chris Woodruff outlined the linkages with the AONB Management Plan. The group were asked to critique two Landscape Character Type descriptions for LCT1B Open Coastal Plateaux and LCT1C Pebble Bed Heaths. The group were broadly happy with the approach adopted The following points were made: References to be added to were undesignated archaeology is important to setting of designated sites Consideration of key views under aesthetic interest Add reference to undesignated assets ACTION THREE ER to circulate full LCT significance statements 5. Community HEAP: Update from Branscombe Project Work undertaken so far for Branscombe which was summarised in the meeting: Maps. maps of orchards and of medieval Branscombe produced Sue is going to provide a map of hydraulic rams/ springs/ shutes Barbara & Sue will provide cliff plats maps Still potential for memory maps of footpaths Walks Successful Walk through time last November. Kiln lane and cliff plats followed by tea in village hall. Stirred up memories and stories; allowed people to discover unknown landscapes The post man s walk. Being discussed and planned Hydraulic ram/spring/shutes. Under discussion Disappeared houses still to be set in motion Talks Change of plan: 1. April talk will be on cliff plats (to coincide with book launch). 2. Branscombe roads and footpaths will be given at the Autumn AGM Local Level HLC One preliminary workshop in November; one official workshop, also November. Interesting spectrum of people. Some glitches but general enthusiasm, good discussion, & desire to unroll the mapping through the parish. Information gathered to be displayed at annual exhibition in April. 2
3 Actions (new) Photographic posts. 5 village wide photographic posts up and running & first set of photos successfully taken. Website Short accounts, often with picturess, of all activities have been put up on website Networking. Feeling that people are beginning to get the hang of ideas behind HEAPs. Members of the Parish Council (who might have been suspicious) have come on board. Significance Trying to interest people in taking pictures of significant places. No uptake. Would involve a lot of work and Branscombe core group felt they did not have the capacity. ER and PP to work with Branscombe to investigate possibility of significance exercise at April exhibition ACTION FOUR ACTION FIVE Phil Planel to continue to work with parish and provide regular updates Final Branscombe HLC methodology to be circulated 6. Community HEAP: Update from Woodbury Project The following activities are ongoing and planned for Woodbury 2013/2014: Ongoing mapping work by Roger to create new maps based on the Woodbury tithe and OS Field names Hydraulic Woodbury, incuding mid 19th century plan to provide mains water for Woodbury, Lympstone and Topsham. military presence on Woodbury Common (led by retired medical entomologist) Disappeared farms and houses; brick kilns. Gill Selley 15 th century documents relating to Woodbury Common Industrial structures in the landscape The group noted the wide range of themes that the parish was planning to draw together in such a short amount of time. The 'Actions' in the Woodbury plan are likely to be centred around how they plan to communicate the work that the core group has undertaken to the rest of the parish, gathering additional information and thinking about next steps. The 'Historic Environment Action Plan' produced will draw together the evidence, information and maps collated and will be presented in the format the parish feels is most appropriate e.g. booklet and/or exhibition. Additional workshops on maps and significance will also be held at Woodbury Salterton ACTION SIX ACTION SEVEN Phil Planel to continue to work with parish and provide regular updates ER/PP to organise Woodbury Salterton workshop 3
4 7. Community HEAP: Introducing a proposed framework for community HEAP ER outlined a proposed framework for a community HEAPs toolki to capture the process by which the two community projects are progressing and ways in which differing approaches can be presented as all part of an HEAP style approach. The group were supportive of the approach and the language used. ACTION EIGHT ER/Phil Planel to bring two example write up of community HEAP activity for toolkit to the next meeting 8. Next Steps Stage Five Management Priorities ER outlined that the next steps in the strategic strand is to identify the management priorities present in the AONB. A discussion paper has been prepared which she would like the group to consider in particular the two questions asked ACTION NINE ER to circulate Management Priorities briefing note to the steering group 9. AOB AONB Heritage Conference Saturday 12 April 2014 at the Norman Lockyer Observatory Sidmouth The theme of this year's conference, 'Capturing the Past in the Present' echoes the way in which English Heritage and other organisations tackle the past in our landscape, taking what is actually there today as their point of departure. The presentations at the conference do in fact showcase two strands of current AONB involvement in the historic environment of East Devon: the HEAP project (Historic Environment Action Plan), featuring Woodbury and Branscombe (financed by English Heritage), and the work on historic orchards that the East Devon Local History Societies Group, meeting under the aegis of the AONB, have carried out in the last three years. Emma Rouse to attend EH Farmsteads workshop in February to feed in work from the HEAP into this project Proposed wider stakeholder workshop in July. 10. Date of Next meeting To be arrange by 4
