Introduction The 2015 International Ocean Forum in Xiamen & the 5th Ministerial Forum on Marine Sustainable Development for Developing Countries was held at Double Tree by Hilton Hotel, Wuyuan Bay, Xiamen, China on November 6, The Forum was organized by World Ocean Week (WOW) Secretariat, Fujian Provincial Department of Ocean and Fisheries, Fujian Institute of Oceanography (FJIO) and Coastal and Ocean Management Institute (COMI), Xiamen University. WOW in Xiamen has been built up as China s important platform for international marine cooperation since it was established. Over the past nine years, WOW in Xiamen has witnessed the growing cooperation between China and coastal countries, as well as the healthy development of marine industries and general public s improved ocean awareness. In 2015, Chinese government, for the first time, issued its VISION AND ACTIONS ON JOINTLY BUILDING SILK ROAD ECONOMIC BELT AND 21ST CENTURY MARITIME SILK ROAD. Also, the Year of ASEAN China Maritime Cooperation was officially launched in TO keep in line with these national strategic events, the 2015 WOW aimed to further strengthen China s international marine cooperation with ASEAN countries and other developing countries all around the world. Participants for the Forum were consisted of international/intergovernmental organizations representatives, government officials of ASEAN countries and other developing countries, as well as representatives of marine industries, civil society organizations, and scientists and scholars from academic institutes in China. The agenda of this event is annexed in Appendix Opening ceremony The opening ceremony was hosted by Mr. Lin Wensheng, the Deputy Mayor of Xiamen Municipal Government. Three VIP guests were invited to address welcoming speech and opening remarks. Mr. Wang Hong, Administrator of State Oceanic Administration (SOA) of China, firstly extended his warm congratulations to the opening of 2015 WOW as well as his warm welcome to all participants to attend the forum. By entitling the 2015 WOW with Jointly Building the 21st Century Maritime Silk Road: Marine Cooperation among China, ASEAN Countries and other Developing Countries, Mr. Wang highlighted there is an urgent need to have collective efforts to build up the 21 st Century Maritime Silk Road (MSR 21), which 2

3 embraces but not limits to a) laying the solid foundation for marine economic cooperation through maritime connectivity, cooperation among port cities, marine industries and scientific researches; b) establishing the mutual trust among countries along the Maritime Silk Road for broader, higher quality, and in depth openness and inclusiveness; c) carrying out more results oriented maritime cooperation on scientific research, environmental protection, hazard prevention and mitigation, fisheries and shipping security as well as maritime search and rescue. Mr. Zhang Zhinan, Executive Vice Governor of Fujian Province, not only conveyed his welcome to the participants and congratulations to the commencement of 2015 WOW, but also recalled long and glorious history of port trade in Quanzhou and Zhangzhou Fujian Province. He advocated that Fujian should perpetuate the historical culture and make good use of the advantage with forward looking vision, which will help Fujian to play a greater role in and also contribute more to the development of MSR 21. Mr. Zhang also emphasized that it is a good opportunity for Fujian to further deepen and strengthen the cooperation with ASEAN countries in primary projects, such as China ASEAN Marine Center, etc. Ms. Yang Xiuping, Secretary General of the ASEAN China Centre, congratulated the opening of WOW and welcomed the participants to the forum. Ms. Yang highlighted the approximation between China and ASEAN countries in terms of geographical location, economy and culture over the past until today. Maritime cooperation has been identified as an important component for ASEAN China cooperation. Besides, many recent joint efforts, such as climate change impacts on oceans, marine environmental protection and ecosystem conservation, natural disaster prevention and mitigation in coastal region were mentioned in particular. Also, suggestions were put forward by Ms. Yang, which include enhancing policy coordination, promoting cooperation of maritime production capacity, valuing the marine ecological civilization, and strengthening the maritime people to people exchanges. She advocated that we should work together to build locative community and to further bring ASEAN China maritime cooperation to a new height. 3. Session 1: Marine Cooperation between China and Developing Countries This session was chaired by Prof. Hong Huasheng, Chief Scientist, Coastal and Ocean Management Institute (COMI), Xiamen University. Dr. Li Yangfan, Associate Professor, Coastal and Ocean Management Institute (COMI), Xiamen University served as the rapporteur for this session. 3.1 Ms. Zhang Haiwen, Director General of Department of International Cooperation, State Oceanic Administration (SOA), P.R. China, gave a talk titled with Co Building the 21st 3

4 Century Maritime Silk Road: Maritime Cooperation between SOA and Developing Countries. First of all, Ms. Zhang introduced key missions of State Oceanic Administration (SOA) briefly. Secondly, she emphasized that we know the ocean far less than the space, which implies the significance of strengthening cooperation. Ms. Zhang all round reviewed and summarized bilateral cooperation between China and developing countries along the Maritime Silk Road. Main cooperation projects include joint marine scientific research projects, joint institutes, international workshops, capacity building of training courses and Maritime Scholarship of Chinese Government were touched upon. All these efforts were funded by SOA s annual financial budget, China ASEAN Maritime Cooperation Fund, China Indonesia Maritime Cooperation Fund and Specific Fund for Asian Regional Cooperation. Thirdly, the recent three projects funded by China ASEAN Maritime Cooperation Fund were highlighted, which are Southeast Asian Marine Endangered Species Research, partners from China, Thailand, Malaysia, Laos PDR, Cambodia, Philippines, Operational Ocean Environment Forecasting and Disaster Reduction System for the Southeast Asia areas, and Cooperative Management of the Environment of the Beibu Gulf. 3.2 Mr. Cai Weizhong, Vice Secretary General, Xiamen Municipal Government, gave a speech titled Forge a Marine Industrial Chain with a Value of RMB Hundred Billions while Promoting the "Belt and Road" Initiatives. Mr. Cai shared Xiamen s experiences in developing marine industries, which embraces but not limits to promoting both emerging and traditional industries of bio medicine, cruise and yacht, and fisheries etc., enhancing infrastructures of industry bases and service platforms, and guaranteeing marine ecological civilization through local practice of ecological restoration and improving the effectiveness of Marine Protected Area management. In addition to these, with the vital role of strategic pivot for the 21 st Century Maritime Silk Road, Xiamen has proactively participated into China s Belt and Road Initiative through mechanisms/platforms like WOW, APEC Ministerial Forum, international organizations such as PEMSEA and the proposed China ASEAN Marine Cooperation Center. Looking into the future, it is believed that Xiamen will further greatly benefit from the international marine cooperation through 1) stronger financial support of China s Central Government to build national marine high tech industry base, China ASEAN marine cooperation base, Xiamen Southern Oceanic Research Center, and other funded projects, and 2) in depth integration of marine economy with countries along Belt and Road such as developing new fishing grounds and new cruise lines etc., and 3) sharing its experience on ICM and marine ecological civilization through WOW and PNLG Secretariat in Xiamen. 4

5 3.3 Ms. Agi Veres, Country Director, UNDP China, delivered a speech entitled with Promote Cooperation for Oceans among Nations for Achieving the Sustainable Development Goals. Ms. Agi Veres stated UNDP s fully support to the WOW platform, and highlighted ocean and coastal ecosystem crucial role in providing goods and services for human well beings which account for at least 2.5 trillion USD per year. She also warned that the long term ecological health and sustainability of marine and coastal environments are at risk all around the world, collective actions on ecosystem based management, scientific supporting system, and public awareness and participation are needed to address those critical challenges that all coastal states are facing with. Thus, she praised China s creative idea and strong political will to promote the 21 st Century Maritime Silk Road. Ms. Veres lastly echoed that with the principles of peaceful cooperation, openness and inclusiveness, mutual learning, mutual benefit and win win results, full realization of Belt and Road Initiative is a great opportunity to establish and enhance the bonds among nations along the Maritime Silk Road and other developing countries. 3.4 Mr. Stephen Adrian Ross, Executive Director, PEMSEA, addressed a speech on how to Scaling up Regional Co operation for a Blue Economy in the Seas of East Asia. Mr. Ross defined the blue economy as the set of environmentally and socially sustainable commercial activities, products, services and investments that are depending on and impacting coastal and marine resources. Besides, he has also identified four key elements for developing the blue economy and nine potential blue economy industries with an analysis of their status, risks and opportunities. The importance of ecosystems for business were highlighted in PEMSEA s recent reports. In addition, Mr. Ross stressed that integrated approaches are essential for blue economy as there are important inherent linkages existed among different economic sectors. Mr. Ross pointed out that over 300 potential ICM investment opportunities are available in East Asia Seas, which includes ecotourism, energy, food security, pollution reduction, habitat protection, hazard prevention, ports development and water supply etc. He finished his talk by concluding that the blue economy is the only solution to a healthy ocean and sustainable economy, which actually proposed a new mindset for managing business risks, improving decision making, generating new opportunities and collaborating across sectors. 3.5 Mr. Liu Jianxing, Deputy Director, International Cooperation Center, National Development and Reform Commission of P. R. China gave a talk on Vision and Approach on the 21st Century Maritime Silk Road. Mr. Liu took this great opportunity to elaborate the background, principles, and cooperation priorities of the 21st Century Maritime Silk Road strategy not only to local administration and scholars, but also to international community. In addition to that, Mr. Liu stated that policy coordination, 5

6 facilities connectivity, unimpeded trade, financial integration and people to people exchanges were identified as the five major goals of the Belt and Road Initiative to strengthen cooperation among countries along the Belt and Road region. Mr. Liu concluded that all of above mentioned points require in depth international marine cooperation to win mutual benefits. 3.6 Ms. Lorraine Marie Symonette Armbrister, Permanent Secretary, Ministry of Transport & Aviation, Bahamas, gave a speech on Ocean Governance, Blue Economic Growth and Shared Responsibility The Bahamian Experience. Ms. Armbrister briefly introduced ocean governance in the Bahamas and its National Maritime Policy in particular. With the vision of improvement in the quality of life for Bahamians by maximizing the sustainable utilization of a natural resource that is in abundant supply, and globally position The Bahamas archipelago as an economic force, she briefed the Bahamas has identified 58 actions in total under 6 enablers of ocean governance, which are a) regulation and enforcement, b) healthy and productive marine environment, c) climate change resilience, education, awareness and participation, and d) capacity building, e) research and f) information. Ms. Armbrister shared her ideas on sustainability. Taking regional fisheries mechanism as an example, she considered sustainability is a shared responsibility. Besides, the case study of implementing ocean governance and current arrangements in Bahamas have approved to be a good approach for sustainable planning and management. 3.7 Mr. Danasiri Rupakumara Jayasekara, Deputy Commissioner General, Department of Inland Revenue, Sri Lanka, shared his insights on Development and Cooperation of Developing Counties. Through Mr. Jayasekara s talk, it is easy to see the vitality of Sri Lanka s development in economy, its coastal tourism in particular. Besides, he identified drivers that could boost up developing countries development as well as constraints for development. Last but not the least, Mr. Jayasekara illustrated the advantages of the cooperation among developing countries which is a good echo to China s Belt and Road Initiative. 3.8 Summary of Section 1 Session 1 serves as a platform and opportunity for participants to showcase their insights on how to promote and develop marine cooperation between China and developing countries with various perspectives. Chinese governmental officers took this chance to further clarify the objectives, principles and strategic plans of the Belt and Roald Initiative, which implies that co building the 21st Century Maritime Silk Road is a great opportunity for all stakeholders to join. This will help stimulate all round maritime opening up and cooperation 6

7 which will profoundly benefit participated developing countries. In addition, practices and experiences shared by domestic and overseas speakers have also manifested that there are lots of opportunities for us to work together to strength the partnership for developing the 21st Century Maritime Silk Road. It can be concluded that promoting maritime cooperation between China and developing countries will help achieve sustainable development goals, marine eco civilization and ocean governance. 4. Session 2: Marine Cooperation between China and ASEAN Countries This session was co chaired by Dr. Ma Chaode, Program Manager, Energy & Environment, UNDP China and Dr. Zhou Lumin, Deputy Director General, Secretariat of World Ocean Week. The rapporteur for this session is Dr. Zhou Yuntao, Associate Professor, Coastal and Ocean Management Institute (COMI), Xiamen University. 4.1 Ms. Lin Yueling, Deputy Director General, Fujian Provincial Department of Ocean and Fisheries, reported Marine Fisheries Cooperation between Fujian and ASEAN. Ms. Lin reviewed and shared major achievements achieved in Fujian over the past year, including sustainable use of marine resources, optimal industrial structure, improved marine environmental quality, enhanced scientific support, and innovative integrated ocean and coastal management. Besides, Ms. Lin highlighted the cooperation between Fujian Province and ASEAN countries. In particular, the deep ocean fishing, marine aquaculture and aquatic product trading have grown up to be top among the coastal provinces in China. In addition, cooperation platforms between Fujian Province and ASEAN countries have been established and will be further strengthened in the future. Ms. Lin concluded that all the above marine economy development and international cooperation have been demonstrated a win win action and benefit local people of these partner countries. 4.2 Mr. Moe Kyaw, Deputy Director, Marine Engineering Division, Department of Marine Administration, Ministry of Transport, gave a talk about Marine Administration in Republic of the Union of Myanmar. Mr. Kyaw highlighted that, in order to achieve sustainable environmental and economic development, ICM in Myanmar is in need and of great importance for making good use of resources including sea port, fishery, energy, forestry especially mangrove, and tourism. National Commission for Environmental Affairs (NCEA) has been established as a coordinating mechanism for ICM in Myanmar. Besides, transport, fisheries, energy, and tourism sectoral administration were unfolded in this presentation. The coastal area is rich in natural resources and variety of ecosystems such as mangrove. Natural disaster such as flooding is a big 7

8 concern to the Myanmar government. Quick recovery after flooding and effective prevention before flooding challenge national disaster management. To deal with the challenges, Myanmar welcomes marine management cooperation with all countries beyond ASEAN. 4.3 Mrs. Suthida Kan atireklap, Eastern Marine and Coast Resources Research and Development Center of Thailand, delivered a speech on Status of Coastal Resources Management of Thailand. Mrs. Kan atireklap pointed out although there are rich marine and coastal resources such as mangrove, sea grasses, coral reef and maritime zone, increasing population and growing economics brought in a series of threats. Land use change, deforestation, trade in endangered species etc. result in marine pollution, food security and sustainable livelihood concerns. She shared that current marine and coastal resources management in Thailand focuses on mitigating coastal erosion, and restoring coral reef and sea grasses. Besides, Thailand has its marine scientific cooperation projects with China, one of which is Vulnerability of Coastal Zones in the Gulf of Thailand. The challenges of Thailand coasts identified in this presentation are needing more international cooperation through ICM experience sharing, information management system and knowledge based decision making to financial support and international laws adoption etc. 4.4 Mr. Sukarno Bin Wagiman, Director General of Department of Marine Park, Ministry of Natural Resources and Environment of Malaysia, addressed a speech about Marine Protected Area: New Economic Frontier in Malaysian Perspective. Mr. Wagiman pointed out that Marine protected areas, coral reefs, fishery and tourism all bring environmental and economic values of marine ecosystem to Malaysia. However, unsustainable coastal development, pollution, high density tourist and ship and boat grounding all threat the marine ecosystem. Beside, laws, policies and management plans pertaining to conservation of marine biodiversity were made to prevent the declining fishery resources, marine habitat loss and species extinction. In addition, he advocated that International organizations and conventions are very important to improve MPA management effectiveness. Opportunities of collaborations were further identified in this presentation: conservation, sustainable management and restoration of reef ecosystems including joint research; enhancing network and sharing of knowledge and experiences in managing and conserving fisheries resources; migratory species and other marine mammal research and management including dugong and dolphins; and best practices in managing ecotourism. 4.5 Mr. Pham Hung Vnh, Director for Asian Pacific, America, Oceania and Economic Integration, Foreign Economic Relation Department, Ministry of Planning and 8

9 Investment of Vietnam, gave a talk on Vietnam towards Integrated Coastal Management. He implied that coastal resources of Vietnam contribute significantly to the economics. Thus, many laws are conducted to regulate coastal development and protect natural resources. However, sectoral management approach is not effective and enough for sustainable resource and environment management. Mr. Vnh pointed out that next step is to formulate a master plan of integrated coastal management and its implementation. 4.6 Mr. Junaidi Djalil, Domestic Investment License Division Leader for Aceh Investment and Promotion Board of Indonesia, gave a talk on Marine Spatial Planning and Sea Road Line Development of Indonesia. Mr. Djalil said that Marine spatial planning (MSP) was introduced to Indonesia to balance economic, social, environmental, defense, and technology purposes in the utilization of marine and coastal resources. The present biggest national goal is to establish an international hub for marine development and sea trade in Indonesia. To do so, the government is working on building marine spots and seaports, making competitive products, attracting tourists, and developing agriculture and fisheries. 4.7 Summary of Session 2 Presentations in Session 2 have shown that both China and ASEAN countries have demonstrated their determination to address ocean issues. In order to tackle these issues, not only local practices and experience, but also international and regional cooperation in coastal management are necessary and in great need. It is reported that Fujian has already demonstrated China s cooperation with ASEAN countries in fishery trade and academic exchange. In addition, case studies of Myanmar, Thailand, Malaysia, Vietnam and Indonesia have shared their own experiences in coastal and ocean management, and also advocated for regional cooperation. 5. Session 3: Panel Discussion Promote Sustainable Development of Coastal Zone This session was chaired by Prof. Su Jilan, Academician of Chinese Academy of Sciences (CAS), and President of WOW Scientific Committee. The rapporteurs for this session are Mr. Wang Guihua, PhD candidate, The Kadoorie Institute, The University of Hong Kong and Dr. Fang Qinhua, Associate Professor, Coastal and Ocean Management Institute (COMI), Xiamen University. 5.1 Prof. Hong Huasheng, Chief Scientist, Coastal and Ocean Management Institute (COMI), Xiamen University, briefly summarized take home message from Session 1. Prof. Hong refined her comments into three points. First of all, the information conveyed from 9

10 central governmental agencies have shown again that China has creative vision and strong commitment to build the 21 st Century Maritime Silk Road. It also demonstrated that the Belt and Road Initiative and the blue economy development have achieved some progress. This indicates that to build the 21 st Century Maritime Silk Road is a great opportunity for all stakeholders to join now and to share the achievements in the future. Secondly, representatives from international organizations have expressed their strong support to this regional cooperation. From what speakers have shared, it is easy to conclude that we are facing common challenges in terms of developing blue economy in the context of changing climate change. There is a great need to develop regional cooperation through experience sharing, information exchange, technical support and financial aid to have a win win development future. Thirdly, case studies from cities or countries in developing blue economy have demonstrated diversity practice in the world. However, international cooperation and integrated approach are the keywords for those practice and experience, which are echoing SOA s policy and strategy. 5.2 Dr. Ma Chaode, Program Manager, Energy & Environment, UNDP China, expressed his sincerely appreciation to speakers for their great efforts in preparation. He pointed out that opportunities of and barriers to develop the blue economy are common in both developed and developing countries. In context of this, Belt and road Initiatives proposed by Chinese government has become an effective platform for stakeholders to address the issue directly and jointly. Besides, Dr. Ma indicated that integrated approach has been adopted by stakeholders and consensus of addressing common issue jointly has been reached. In the era of changing climate change, climate change mitigation and adaptation are common challenges for all countries. Dr. Ma appealed that we should work together with integration and transformational changes to address these challenges. 5.3 Mr. Sakanan Plathong, Prince of Songkla University, Thailand, shared his insights on key success factors to promote sustainable development of coastal zone. He identified and concluded three key components which he thinks are factors that could promote sustainable development in the coastal zone. First of all, Mr. Plathong considered Policy, laws and regulations is important as he considered government has the role to inform people how to manage coastal area. In the increasingly globalized and internationalized era, local residents still have the need to manage their own resources. In this case, multi level agreement and governance of marine resources with clear and effective policy, laws and regulations will be meaningful and is one of key factors to success. Secondly, he considered participatory management is vital to local resources management. It is impossible and man power shorted to manage everything about marine resource if we only reply on governmental actions. However, local residents are 10

11 available to offer help to take care of everything. By engaging local residents into local resource management could profoundly promote the resource management effectiveness. NGOs and private companies are welcome to offer budget or funding to encourage participatory management. Thirdly, Mr. Plathong advocated that knowledge management is very important to capacity building. Many people are working in marine relevant sectors, but very few of them are marine scientists. Providing knowledge for governmental officers to manage their marine nature resources and promoting public awareness through education could help to build up local capacity to manage their own nature resources, and would be able to tackle climate change associated impacts. 5.4 Mr. Nguyen Chu Hoi, VNU University of Science (HUS) under Vietnam National University, Vietnam, emphasized that we are promoting marine cooperation in the context of having differences and tension in marine affairs addressing between China and other partners in the region. Therefore, he thought that in order to resolve the challenges and reach effective marine cooperation, we have to focus on: a) increasing political agreement to create strategic vision and confidence among China and its partners; b) effectively controlling the difference and managing tension in marine affairs; c) implementing the high level commitments through priorities with concrete measures to achieve real results for coastal sustainable development, such as ICM, marine natural assets, blue economy, integrated watershed and coastal zone management, integrated coastal spatial use zoning, etc. 5.5 Open Discussions (1) What does MSR 21 mean for Sustainable Development? The development of 21 st Century Maritime Silk Road is not only all about the development of blue economy. It is also a great opportunity for us and relevant stakeholders to work together to address local environmental issue, such as air pollution, water resource management and nature disaster prevention and mitigation, etc. All of these are all key components to successfully realize sustainable development goal not only in China but also in these developing countries. Therefore, to build the 21 st Century Maritime Silk Road offers a platform to stimulate and realize sustainable development in the new era. (2) Why did Chinese government add the additional Maritime Silk Road to the historical Silk Rod overland? The 21 st Century Maritime Silk Road Initiative is an integral part of the Road and Belt Initiative proposed by Chinese government. It is not an extra addition but an overall strategy to promote and enhance cooperation between China and countries 11

12 in the region. Moreover, it not only offers an opportunity for welcoming other countries who are interested in this initiative, but also embraces other strategic initiatives, such as South South Cooperation. To build the 21st Century Maritime Silk Road will strengthen the cooperation and communication between China and countries in the region. (3) The Integrated Coastal Management (ICM) is usually adopted at the local level. But how to scale it up from a local level to a global level? Experiences have shown that ICM has been very successfully applied and implemented in the local level, it is easy to achieve the consensus for implementation at a community level. However, there is no geographic limitation to its application. The keyword for ICM is INTEGRATION, we can generalize the experience from those good examples and scale up to the regional and global levels. 6. Conclusion Pof. Su Jilan, Academician of Chinese Academy of Sciences (CAS), and President of WOW Scientific Committee, drew some insightful conclusions for the Forum. As Mr. Agi Veres mentioned, ocean and coastal ecosystem provides goods and services for human well being which accounts for at least 2.5 trillion USD per year. Prof. Su pointed out that the pivotal role of the oceans for UN Sustainable Development Goals in the coastal areas was repeatedly stressed by speakers, from officials of ministerial, provincial and local governments, and academic institute. However, we are facing many common challenges in the coastal areas, for example, resources depletion, marine pollution, biodiversity loss, natural disasters and emerging climate change. All these impacts may have been accelerated because of outdated economic development mode and improper management including a sector by sector approach to ocean management. As Mr. Jayasekara addressed, international marine cooperation is in great need, particularly among those developing countries. Thus, we are calling a paradigm shift from traditional marine economy to blue economy, from sectoral management to integrated coastal management. Prof. Su highlighted that China s 21st Century Maritime Silk Road Initiative provides opportunities for the international community to strengthen marine cooperation. China has stated its strong willingness to promote the international marine cooperation by initiating several important proposals among which the Maritime Silk Road is the key. Besides, main cooperation activities including joint marine scientific research projects, joint institutes, international workshops, capacity building of training courses and Maritime Scholarship of 12

13 Chinese Government have been launched and is in a good progress. Not only national major cooperation is in full swing, but also local practice. As reported by Ms. Lin Yueling from Fujian Provincial Department of Ocean and Fisheries, oversea fisheries cooperation between Fujian and ASEAN countries have been one of the most outstanding blue economy industry in China. Furthermore, Prof. Su emphasized that it is widely agreed that to build the 21 st Century Maritime Silk Road is not a solo, but a chorus. The Silk Road spirit of peaceful cooperation, openness and inclusiveness, mutual learning, mutual benefit and win win results makes it possible to implement collective actions along the Belt and Road. In conclusion, Prof. Su echoed that international marine cooperation is the necessity for a safe, harmonious, healthy and sustainable ocean. We have effective platform and mechanism now; it is the time to implement. Let s work together for the thriving blue economy for all the people all around the world. 13
