How can a demonstration project trigger the energy retrofitting of social and public housing in Europe? A holistic approach in refurbishing, aiming at sustainability, can be worthwhile. Alexandersson, Ulf ulf.alexandersson@alingsashem.se Alingsåshem, Sweden The project is supported by the European Commission through the Seventh Framework Programme (FP7). Organized by: Promoted by: With the participation of:
Holistic thinking is a key for ecologic, economic and social sustainability AB Alingsåshem is a public housing company in Sweden Million Homes Programme poor indoor climate, high energy consumption low accessibility Holistic approach (all problems at once) Passive house technologies 75% heating demand reduction at Brogården in the BEEM-UP project
Long-term planning allows for ambitious renovation programmes We are a small company, financed exclusively by rents and loans Huge renovation needs within the next years Objectives: Social, Ecological and Economic sustainability Working methods (Systematic and long-term, based on dialogue with the board) You must dare to make assumptions
Dialogue with tenants is very important for the successful renovation programme Continuous contact with tenants during the Brogården project (7 years) Collaboration with Swedish Union of Tenants Nine meeting to negotiate the rents Behaviour of tenants is a key with the Passive House Standards Energy efficiency depends also on people
Long-term economic forecasts show a positive result after ten to fifteen years Brogården is of great economic importance to the company Individual billing of water and electricity Rent increase due to higher standards Lower maintenance costs Significantly reduced energy usage Higher property value
The refurbishment at Brogården is beneficial for a number of parties, both locally and nationally The government VAT / jobs / GDP The municipality tax revenues, sheltered housing, jobs ( / year), a sustainable part of town The local community - positive attitude towards progress, attention in media The tenants - improved living conditions, larger influence on energy costs The environment - economy with resources / less emissions
The approach of BEEM-UP is replicated in the renovation programme of 709 dwellings in Noltorp Procured partnership together with Skanska constant improvement Holistic approach, both in terms of planning and execution Prefabricated walls (renovation works to be less intrusive) Need to address the socio-economic challenges by dialogue with tenants Social initiative: Employment to unemployed in Noltorp
See the possibilities, not just the limitations Demonstration project can trigger the energy retrofitting in our company but none followed our approach yet not even in Sweden WHY?
How can a demonstration project trigger the energy retrofitting of social and public housing in Europe? Construction efficiency - technology and innovation Martinsson, Linda Skanska Sweden Organized by: Promoted by: With the participation of:
Construction efficiency - technology and innovation Retrofitting the Brogården dwelling area - Potential of a more rational reconstruction process The area (Alingsås, Sweden) 16 buildings in a spacious layout 300 flats 400,000 alike in Sweden Industrially built in the 1970 s High repetition in structural design 2
Construction efficiency - technology and innovation Procured partnership for strategic cooperation Common objective deeper individual commitment Shared goals and common agreements Split incentives and fully open books Individual responsibility for quality solely self inspections Every project member contributes to the final result 3
Construction efficiency - technology and innovation Continuous feedback and improvement Weekly, monthly, after each stage and informally Photo: Kristina Hedberg Photo: Kristina Hedberg Everybody influences Engaging the individual Iterative construction Iterative evaluation Efficiency for yourself = efficiency for others The pride of achieving improvement 4

Construction efficiency - technology and innovation Our answer: the demonstration shows a way to Gain and develop experiences and technology Empower an organisation through involving leadership Assur quality and efficiency through continuous evaluation Thank you for listening 6 Linda Martinsson Skanska Sweden AB linda.martinsson@skanska.se
How can a demonstration project trigger the energy retrofitting of social and public housing in Europe? Tenant interactions in the deep retrofit and strategies for the large-scale implementation Hiller, Carolina SP Technical Research Institute of Sweden Organized by: Promoted by: With the participation of:
THREE reasons why tenant involvement is important 1. Better facts - better decisions 2. Satisfied tenants - Promotion of well-being and safety 3. Saving time, money and energy much to gain by this, even if it is not possible to specify in dollars and cents. says Göran Cumlin, property manager at Sollentunahem. no opposition to enter into their homes. The owner of SA Habitat 62/59, Cité jardin Seclin After strong protest against our initial plans we had to start all over again not had any case of rent tribunal in the last three years Jörgen Olsson, CEO of Tunabyggen in Borlänge. Weesp, NL If children and young people like it in our neighbourhoods, so do their parents Jorunn Rådberg, relationship management strategist at Stena Fastigheter.
THREE key factors to tenant involvement 1. Dedicated person for tenant interaction 2. Planning and timing of information 3. Feedback and practical results the dialogue has been well invested The show apartments have proven very useful and have been used for many different purposes in the pilot projects...great help that the contractor (Skanska) has been so willing to participate in the dialogue. Jenny Bengtson at Alingsåshem. The participation process better begins from the very start Barbara Klomp at Woonbond Eivor Lindberg, contact person t Alingsåshem. Early, correct and honest information Thomas Enmark, property manager at John Mattson Fastighet AB.
General approach in renovation programmes (massive market uptake) The kinds of renovation/measures Selection of tenant involvement strategy Parameters defining tenant involvement Total renewal of housing area Collective measures in building Measures in individual dwellings PARAMETERS defining TENANT INVOLVEMENT Total renewal of housing area THE KINDS OF RENOVATION/MEASURES Collective measures in building Measures in individual dwellings Period of promoting tenant involvement Years of investment in cooperation needed Short period of involvement, can be intensive Short single communication activity Level of tenant influence Cooperation needed from start - contract about topics of influence Specific topics can be influenced Face-to-face negotiation - transparency about options Tenant organisation Stimulation and facilitation of dynamic and open organisation Focus group - tenant group active in information exchange on specific topics Low needs, but active group of ambassadors can be helpful in
