5 A crisis (derives from the Greek,,krinein meaning,,to decide ;,,crises pl).crises form an inherent part of our lives, affect us all but, importantly, are something which is expected even desired. A crisis results in the need for change, it spurs us to attempt new challenges, and achieve new goals. In other words, to make decisions.on the flip side, however, and rather than driving us to find solutions to emerging problems, times of crisis can also negatively shape public awareness, often resulting in ambivalence and even an acutely critical view of reality. Source: Wikipedia Late 2000s financial crisis and then global recession results in economies worldwide slowed down, as credit tightened and international trade declined. 6 The idea behind was to further develope the lead position of European shipping on a global basis. Supportive measures: o LEADERSHIP 2015, LIFE, CORDIS, FLAGSHIP WATERBORNE- Transport VISION 2020 o Other means what depends on a particular country strategy and its budget. 7 The shipbuilding sector has specific needs which require an appropriate political response. In order to stimulate its competitiveness, the Commission set up the LeaderSHIP 2015 High Level Group to draft recommendations for the sector. In this notice, it presents these recommendations and formulates them in acts. Progress Report {SEC(2007)517} 8.2. Recommendations by the LeaderSHIP 2015 Advisory Group - Programmes for shipbuilding-specific management training need to be developed and established. - New skill requirements need to be analyzed and addressed, ideally through a sectoral social dialogue. - Exchange of staff and know how needs to be organized on all levels, from shop floor to academia. - A publicity campaign, showing the vitality and sustainability of the shipbuilding industry, has to be implemented. - Regional centres of excellence could provide crucial input for the realization of the above recommendations Analysis from the report of the LeaderSHIP Advisory Group A viable industry structure has to be at the core of any effort to improve the competitiveness of the EU shipbuilding and ship repair industry. 8 LIFE is the EU s financial instrument supporting environmental and nature conservation projects throughout the EU, as well as in some candidate, acceding and neighboring countries. Since 1992, LIFE has co-financed some 3115 projects, contributing approximately 2 billion to the protection of the environment. The fifth LIFE+ call for proposals on 26 February 2011, with up to 267 million available for co-financing of projects under three headings: nature and biodiversity; environment policy and governance; and information and communication. Project proposals should be sent to the relevant national authority no later than 18 July, National authorities will then send received proposals to the European Commission by 9 September, The Commission will check the outline projects against the LIFE+ eligibility criteria and will assess proposals on the basis of the LIFE+ selection and award criteria. 9 On 28th March 2011 EC adopted a comprehensive strategy package,,the Transport 2050 for a competitive transport system that will increase mobility, remove major barriers in key areas anh fuel growth and employment. The strategy package consists of 2 documents: -a shorter White Paper Roadmap and -Commission Staff working Document accompanying WP Roadmap to a Single EuropeanTransport Area Towards a competitive and resource efficient transport system. There are 40 concrete initiatives for the next decades to build a Competitive transport system. 11 Ex FAIRPLAY,,Solutions Solutions March 2011, page 10-11,,Solutions aids search for the ship of the future -5 criteria: 1. Energy efficiency 2. The ship is suited for its designated trade 3. New thinking and willingness to embrace new technology (waste-heat recovery, fuel cells, solar or other,,free power, software to ensure engine management and optimal navigating, vibration cancelling systems, special materials such as composites or sandwich plate, etc.) 4. Safety and security (CCTV and other intruder detection devices, anti-piracy measures) 5. Environment sustainability (energy efficiency ballast water treatment, use of exhaust emission systems,biocide-free coatings, recovery of VOCs from cargo, recyclability) Polish Shipowners' Association 11

12 ECSA response to the consultation on State Aid to Shipbuilding in November 2010: The present EU shipbuilding scheme that is mainly aiming at R&D and innovation my be continued The present Framework on State Aid to Shipbuilding (2003/C 317/06) can be maintained General comment: Looking from a market perspective it is eveident That a subsidy race globally should be avoided, hence the necessity of a global agreement on shipbulding. 13 ECSA records with appreciation that the EC s adoption of the State Aid to Maritime Transport (,,the Guidelines 1997,2004 ) has been a crucial factor The EU/EEA industry includes 21,800 ships and 255 Mn DWT under Member States registers European shipping companies control 41 % of the capacity of the world fleet The industry provides 470,000 jobs at sea, of which 165,000 are held by EU/EEA nationals Source: ECSA Polish Shipowners' Association 13

14 Shipbuilding industry is in a painful process of transformation since economic reform which was commenced in 1989 (and then EC s DG COM decision of 8th Nov., 2008) Minimum jobs lost in the entire ship -building industry including enterprises in the Hinterland Yet Yet,know know-how, labour skills and infrastructure are still available Ship repair yards are still keeping their quality work and production profile Policy makers are expected to respond effectively and to inspire the various stakeholders to strive for an ambitious approach to future shipbuilding revival in Europe. 15 A post-industrial economy relates to such a stage of economic development of a given nation that is characterised by a steady decrease of the relative importance of manufacturing and an increase of the service sector and in particular of the IT technology, innovation and R&D.
