2 innovative interplay in practice vision: The maritime cluster at Møre shall over the course of 10 years become recognised as the world s leading and most innovative knowledge and expertise cluster in advanced maritime operations. The main objective of the cluster is to increase its turnover from NOK 20 billion in 2002 to NOK 100 billion in 2016.
3 the maritime cluster The maritime cluster at Møre is currently strongly linked to offshore shipping activities. It has its origins in fishing fleets that over the years were forced to adapt to different markets. The cluster is comprehensive and comprises companies specialised in ship design, equipment supply, ship building, ship owners, training, research and finance. The cluster comprises 170 businesses, has a turnover of approximately NOK 25 billion and directly employs 13,000 workers in the region. The region has two university colleges which supply candidates to the industry. Based on its vision and main objective, the cluster has the following goals: To strengthen the cluster s interplay The goal is to achieve interplay between businesses on all levels through joint development projects, research projects with wide participation from industry and extensive forum, conference and seminar activities. The target is 2000 participants in relevant activities a year. To increase the cluster s innovation rate The challenges faced by the Northern Areas, subsea and deep-sea operations combined with imminent stringent requirements call for a high rate of innovation. During the period, the cluster plans to take in more than 25 new businesses. Innovators aim to add more than 25 patentable products to the cluster for commercialisation. To increase access to a highly-qualified workforce Recruitment is becoming a critical factor in the future development of the cluster. The target is for the proportion of employees in the cluster with a qualification from tertiary education (Master s degree or higher) to increase by 30% based on a zero point analysis. To increase the cluster s competitiveness through rationalisation To improve competitiveness by more than 30%. To increase access to research capacity and infrastructure Regional research activities are being set up alongside existing activities. The idea is to stimulate joint activities, contribute to development projects and create an international network for the research environment. The target is to increase research activities by 20 man-years within the regional research institutes before A further goal is to expand the service sector to the maritime industry with businesses within for example product development, design, planning and market analysis. To promote the cluster s international attraction The goal is to encourage international players to set up in the region. During the period, the aim is for five international players to set up in the region and become part of the cluster. The cluster is to be established as a national and international brand. To increase knowledge of the cluster and the cluster s development opportunities Recognised cluster theory and further understanding of the cluster s distinctive character is to aid its further development. Annual monitoring of the cluster s development is to be distributed among the players. 4 Strategy Innovative interplay in practice lies at the heart of the strategy. It is a model for an integration strategy in which all measures, which involve efforts from every industry within the cluster, lead to a stronger cluster on the whole and here lies the key to the cluster s strength. By cultivating the joint measures, which reinforce the interplay between the players in the cluster, the basis of existence of each player is strengthened. This is seen in the interplay between businesses within the design, building, fitting and operating of ships and regionally-based and international research and training institutes, finance and public bodies (the triple helix/innovation pyramid). In this respect, the strategic tool will be professional forums. As a first step, the following forums will be established: Forum for product development and design Forum for simulation and visualisation Forum for logistics and analysis Forum for cluster communication The name of the individual forums reflects its area of focus, but the content of each forum will have several specific fields of specialisation, for example, material technology within product development and design, navigation within simulation and visualisation etc. NCE Maritime will have the role of facilitator offering joint marketing, regional innovator/founder activities and contributing with resources for individual measures. Potential for development There is a rising global need for oil and, in the past ten years, half of all finds in the world were made offshore. Although some of the finds are small, they are commercially interesting since oil prices are expected to remain high. The expectations of high oil prices and opportunities for new finds are reflected in the number of new test rigs in construction. 65 new mobile drilling units, altogether worth around NOK 130 billion, will reach the market by the end of Around 27 of these are Norwegian. Over the long term, this will create increased demand for new offshore vessels. There are high expectations of the Northern Areas, where ships need to be adapted to the Arctic climate and where there are extremely strict requirements on the discharge of waste. We are also seeing Norwegian players becoming gradually more active in remote areas. Statistics show that activities on offshore ships in the North Sea Basin are relatively stable, while, in other markets, figures have quadrupled in the last five to six years. This trend means that today there are around 150 larger offshore vessels on order for delivery over the next two to three years.
